THE FOUNDATIONAL DYNAMIC: FASTEST-GROWING STATE, MOST AMBITIOUS EDUCATION BUILD-OUT IN THE WEST The Treasure Valley's education landscape in 2025-2026 is not static — it is in active construction. Boise State is breaking enrollment records year after year. CWI just hit 31,000 students and is laying concrete on new buildings. Idaho State's Meridian campus doubled in size since 2016 and is planning a 22-acre multi-decade expansion. The University of Idaho's College of Law planted its full flag in Boise in 2017 and is now proposing a medical school in partnership with the University of Utah. A private osteopathic medical school (ICOM) opened in Meridian in 2018 and already has 588+ graduates with 100% residency placement. The entire post-secondary landscape is being reshaped by a single forcing function: the Micron CHIPS Act expansion creating 17,000 direct and indirect jobs in Idaho and generating enormous demand for engineers, technicians, and researchers. The education vertical here is not background — it is the active edge of an economic transformation.

BOISE STATE UNIVERSITY — THE ANCHOR Founded 1932 by the Episcopal Church as a junior college, became a public institution in 1969. Now classified as an R2: Doctoral University — High Research Activity by Carnegie. Total enrollment Fall 2025: 28,519 students — a record, up 4.7% (1,269 students) from the prior year. The largest incoming class in BSU history: 3,934 first-time undergraduates, 2,295 from Idaho. Transfer enrollment up 11%. Total enrollment has grown 10% since 2021. Graduation rate record: 5,402 individuals completed a degree or certificate in 2024-25, including 4,033 bachelor's degrees. Online enrollment: 4,690 students in fully online programs (up ~10% YoY); 14,552 taking at least one online course. Online programs boast better graduation rates than the full campus population. Interim President: Jeremiah Shinn (as of 2025, in a lengthy SBOE presidential search). Research awards in FY2024 exceeded $83 million with $70M+ in expenditures. BOISE STATE AI & COMPUTING — THE FLAGSHIP TECH PROGRAM This is the single most significant new academic program development in the Treasure Valley in years. BSU launched the first Bachelor of Science in AI Science in Idaho and the Pacific Northwest, beginning Fall 2025. The degree was approved unanimously by the Idaho State Board of Education in February 2025. Computer Science Department Chair Jerry Fails led the effort. Eight professors teach how AI models work and how to evaluate their trustworthiness. The framing: not "here's ChatGPT" but "here's how you make your own language model from scratch." Ira Burton is Director of the new School of Computing. Alongside the bachelor's, BSU launched: an AI emphasis for the computing doctorate (80+ doctoral students in the computing PhD program, established 2016); a Certificate in AI for All (7 credits, open to all majors) through the College of Innovation and Design; COID 325: Applications of AI, a course literally taught by an AI avatar (instructor Jennie Myers); and the RISE (Responsibility in Innovation and Scholarship Experience) initiative — a $2M NSF Research Traineeship grant, one of 15 institutions nationally selected, training 20+ graduate students in responsible AI design through 2030. BSU also launched an in-house chatbot (LLMs from Meta, Amazon, and OpenAI) for campus use. BOISE STATE + MICRON SEMICONDUCTOR PARTNERSHIP — THE CHIPS ACT EDUCATION FLYWHEEL This is the most important industry-education partnership in the Treasure Valley right now and deserves its own section. In June 2026, Boise State was selected to lead the Pacific-Intermountain Node of the National Network for Microelectronics Education (NNME) — the Pacific Intermountain Network for Education in Semiconductors (PINES). This is one of four regional hubs nationally, supported by NSF and the Department of Commerce, with up to $20M in funding over five years (CHIPS and Science Act money). The node spans nine western states: Idaho, Washington, Oregon, Montana, Northern California, Nevada, Utah, Colorado, and Hawaii. NNME PINES targets: 350 students placed in full-time semiconductor industry positions by May 2027; 400 students placed in apprenticeships or internships with Micron, Microsoft, Nvidia, Qualcomm, and other partners. BSU's Microelectronics Education and Research Center (MERC) has already reached 25,000+ K-12 students, 3,000+ BSU students, and trained 150+ educators since 2023. Director: Professor Kurtis Cantley (electrical and computer engineering). CWI is a partner institution in PINES, operating the education side of Micron's Registered Apprenticeship Program (teaching advanced mechatronics engineering technology and semiconductor manufacturing technology). COLLEGE OF WESTERN Idaho (CWI) — THE COMMUNITY COLLEGE BACKBONE Founded 2007 when voters of Ada and Canyon counties approved the formation of a new community college district — notably, Boise was one of the largest metro areas in the U.S. without a community college before CWI. The Albertson Foundation donated $10M at founding. Governed by five-member board of trustees elected by Ada and Canyon county voters. Two primary campuses: Nampa (former BSU West Campus, ~100 acres) and Boise (Lynx Building at 9300 W Overland, plus Mallard and Quail buildings). Mascot: the otter (selected January 2022). 120+ programs in Academic Transfer, Dual Credit, Career and Technical Education, Workforce Development, and Adult Education. NORTHWEST NAZARENE UNIVERSITY (NNU) — THE PRIVATE LIBERAL ARTS ANCHOR Founded 1913 in Nampa (originally Idaho Holiness School). UNIVERSITY OF IDAHO — BOISE CAMPUS & COLLEGE OF LAW U of I's primary Moscow campus (12,383 students, Fall 2025 — fifth consecutive year of enrollment growth, second-largest freshman class ever, master's enrollment at 10-year high). But the Boise footprint is the critical Treasure Valley edge. U of I Boise is headquartered at the Idaho Water Center (Front St and Broadway Ave, downtown Boise). Additional locations: College of Law at 501 W Front St; Integrated Design Lab on Front Street; Ada County Extension on Glenwood Street. Offers select master's, specialist, and doctorate programs. The 2+2 program with CWI allows Treasure Valley students to complete U of I degrees without relocating to Moscow. IDAHO STATE UNIVERSITY — MERIDIAN CAMPUS (ISU-MERIDIAN) ISU's designation as Idaho's lead institution in health professions makes its Meridian campus the most important graduate/professional health sciences facility in the Treasure Valley. ISU is home to more than 75% of Idaho's health degree programs statewide. The Sam and Aline Skaggs Health Science Center in Meridian offers 30+ undergraduate and graduate programs, serves ~1,000 students and working professionals. The campus has doubled in size since 2016 to 200,000+ sq ft. ISU purchased 22 additional acres in 2020 for a multi-decade expansion (state-approved April 2023): student housing, clinical training, research facilities. IDAHO COLLEGE OF OSTEOPATHIC MEDICINE (ICOM) — THE MEDICAL SCHOOL IN MERIDIAN This is the most important new educational institution in the Treasure Valley in a generation. Founded 2016 by Dan Burrell, in partnership with Idaho State University and state government, with Governor C.L. "Butch" Otter announcing it in February 2016. Located at 1401 E. Central Drive, Meridian, ID 83642 — adjacent to ISU-Meridian. Three-story, 94,000 sq ft facility built for $34 million. First and only osteopathic medical school in Idaho, and the only DO school serving the combined Mountain West region of Idaho, Montana, and Wyoming. Currently privately owned: Rice Management Company (Rice University's endowment) is the single largest investor; TPG's Rise Fund (global impact investing) is a minority investor. This is a private for-profit medical school with public-purpose mission — Idaho's response to ranking dead last in physicians per capita. First class matriculated August 2018. IDAHO STATE BOARD OF EDUCATION (SBOE) — THE REGULATORY SPINE The SBOE governs all K-20 public education in Idaho: eight members (seven appointed by the Governor, plus the elected Superintendent of Public Instruction). Approves all new degree programs, branch campuses, medical schools, dual credit policy, and Idaho LAUNCH grant eligibility. In 2024, SBOE unanimously banned DEI programming at Idaho's four public four-year universities (BSU, U of I, ISU, Lewis-Clark State), enforced by Idaho Code § 67-5909D ("Freedom of Inquiry in Higher Education" law, SB 1198, effective July 1, 2025). IDAHO LAUNCH — THE WORKFORCE PIPELINE FORCING FUNCTION Idaho LAUNCH is Governor Little's grant program giving Idaho high school graduates up to $8,000 (covering 80% of tuition and fees) for in-demand career programs. First graduating class eligible: 2025. Up to $75M available in 2026 potentially benefiting 9,000-10,000 Idaho seniors. Administered by the Idaho Workforce Development Council (WDC). Prioritizes in-demand careers approved annually by the WDC. No GPA or financial need requirement. Applications open October 1, close April 15. Advanced Opportunities (AO) — state program giving grades 7-12 students $4,625 for dual credit, AP exams, and workforce training courses at Idaho public colleges. In March 2022, Governor Little signed an MOU and the SBOE recognized WGU for state need-based financial assistance, making WGU students eligible for Idaho Opportunity Scholarship, Adult Learner Opportunity Scholarship, and other state aid. CROSS-VERTICAL EDGES BSU + Micron semiconductor partnership connects education vertical directly to the semiconductor/data-center/technology vertical — this is the most powerful single edge in the entire knowledge graph for the Treasure Valley.
