Realizing in January 1861 the name was quite possibly a fabrication and not Native American at all, the U.S. Congress ultimately decided to name the area Colorado Territory when it was created. But, by the time this decision was made in February 1861, the town of Idaho Springs, Colorado had already been named after their early frontrunner for a name, Idaho. In 1863, the Territory of Idaho was formed, though “Montana” was nearly its name. More than a decade after the name Idaho was first discussed for the eventual Colorado Territory, George M. Willing, a politician, claimed that he had been inspired by a little girl named Ida and that he coined the name in Washington at the time of the Congressional committee when he had been posing as an elected delegate to Congress. The same year Congress created Colorado Territory, a county called Idaho County was created in eastern Washington Territory. The county was named after a steamship named Idaho, which was launched on the Columbia River in 1860. It is unclear whether the steamship was named before or after the legitimacy of the Native American origins of “Idaho” came into question. College of Western Idaho (CWI) is a public community college in Southwest Idaho with its primary campus locations in Boise and Nampa. CWI also offers classes at several community locations throughout the Treasure Valley. It is one of four comprehensive community colleges along with the College of Eastern Idaho, College of Southern Idaho and North Idaho College, in Idaho and is governed by a five-member board of trustees elected at large by voters in Ada and Canyon counties. CWI offers over 120 programs in the areas of Academic Transfer, Dual Credit, Career and Technical Education, Workforce Development, and Adult Education. In fall of 2023, CWI served 21,359 credit students and 14,951 noncredit students. CWI reported the gender of their students to be 55% female and 45% male.

A sales tax is a tax paid to a governing body for the sales of certain goods and services. Usually, laws allow the seller to collect funds for the tax from the consumer at the point of purchase. When a tax on goods or services is paid to a governing body directly by a consumer, it is usually called a use tax. Often, laws provide for the exemption of certain goods or services from sales and use tax, such as food, education, and medicines. A value-added tax (VAT) collected on goods and services is related to a sales tax.

Implementation Most countries in the world have sales taxes or value-added taxes at all or several of the national, state, county, or city government levels. Countries in Western Europe, especially in Scandinavia, have some of the world's highest valued-added taxes. Norway, Denmark and Sweden have higher VATs at 25%, Hungary has the highest at 27% although reduced rates are used in some cases, as for groceries, art, books and newspapers. Globally, conventional sales taxes are increasingly being replaced by value-added taxes (VAT), which now account for approximately 20% of worldwide tax revenue. Over 140 countries have adopted VAT systems, leaving the United States as one of the few nations that continues to utilize a conventional sales tax model. How sales taxes work across the U.S. involves 45 states that impose a statewide sales tax. Additionally, 38 states allow local sales taxes, which can significantly increase the total rate. Even states with moderate statewide rates can have high combined state and local rates. In some jurisdictions of the United States, there are multiple levels of government which each impose a sales tax. For example, sales tax in Chicago (Cook County), Illinois is 10.25%, consisting of 6.25% state, 1.25% city, 1.75% county and 1% regional transportation authority. Chicago also has the Metropolitan Pier and Exposition Authority tax on food and beverage of 1% (which means dining out is taxed at 11.25%). In Baton Rouge, Louisiana, the tax is 9.45%, which is 4.45% state & 5% local. In Los Angeles it is 9.5%, which is 7.25% state & 2.25% county. Sales and use taxes in California are made up of various state, county and city taxes. The state tax is "imposed upon all retailers" for the "privilege of selling tangible personal property at retail". Strictly speaking, only the retailer is responsible for the payment of the tax; when a retailer adds this tax to the purchase price, the consumer is merely reimbursing the retailer by contractual agreement. When consumers purchase goods from out-of-state (in which case the seller owes no tax to California) the consumer is required to pay a "use tax" identical to the sales tax. Use tax is levied upon the "storage, use, or other consumption in this state of tangible personal property". Consumers are responsible for declaring these purchases in the same filing as their annual state income tax, but it is rare for them to do so. An exception is out-of-state purchase of automobiles.

Historic preservation (US), built heritage preservation or built heritage conservation (UK) is an endeavor that seeks to preserve, conserve and protect buildings, objects, landscapes or other artifacts of historical significance. It is a philosophical concept that became popular in the twentieth century, which maintains that cities as products of centuries' development should be obligated to protect their patrimonial legacy.

English Heritage English Heritage formed in 1983, is a registered charity that looks after the National Heritage Collection in England. This comprises over 400 of England's historic buildings, monuments and sites spanning more than 5,000 years of history. Within its portfolio are Stonehenge, Dover Castle, Tintagel Castle and the best preserved parts of Hadrian's Wall. Originally English Heritage was the operating name of an executive non-departmental public body of the British Government, officially titled the Historic Buildings and Monuments Commission for England, that ran the national system of heritage protection and managed a range of historic properties. It was created to combine the roles of existing bodies that had emerged from a long period of state involvement in heritage protection. In 1999 the organisation merged with the Royal Commission on the Historical Monuments of England and the National Monuments Record (England), bringing together resources for the identification and survey of England's historic environment. On 1 April 2015, English Heritage was divided into two parts: Historic England, which inherited the statutory and protection functions of the old organisation, and the new English Heritage Trust, a charity that would operate the historic properties, and which took on the English Heritage operating name and logo. The British government gave the new charity an £80 million grant to help establish it as an independent trust, although the historic properties remained in the ownership of the state. The Town and Country Planning Acts of 1944 and 1947 established the listing of buildings of special architectural or historic interest; by 2017 there were 377,700 listed buildings on the National Heritage List for England, which is maintained by Historic England. National Parks Netherlands Victor de Stuers is widely considered the man who started historic preservation in the Netherlands. In 1875, the first national department for conservation was established and de Stuers was appointed as the first legal secretary at the Ministry of Home Affairs as chief of the brand new Department of Arts and Sciences. He was the driving force behind Monumentenzorg (Foundation for Historic Preservation), helped found the Rijksmuseum (National Museum) and the Rijksarchief (National Archives). However, it was not until the 20th century that there was national legislation on historic preservation. In 1961 the Monumentenwet ("Monuments Act") was passed. It defined that any physical building or space that was at least fifty years old and "which are of general interest because of their beauty, their meaning to science or their social value" and must thus be preserved. In 1988 this Act was replaced by the Monumentenwet 1988 ("Monuments Act 1988") and in 2015 by the Erfgoedwet ("Heritage Law"). In 1973, the NGO Monumentenwacht ("Monument Watch") was founded with the purpose of providing preventative measures of maintenance for historic buildings. As the majority of the historic preservation programs in the Netherlands, this program is decentralized, managed on the provincial level. Owners of heritage buildings can subscribe to the services of Monumentenwacht and receive regular visits for inspection. The costs are covered through a combination of national and provincial subsidies. A special kind of preservation that takes place in the Netherlands is the preservation of maritime heritage. Maritime trade was the Dutch specialty which shaped much of their culture and as a country that is 50% under sea level the Dutch history is closely intertwined with water. There are maritime museums in both Amsterdam and Rotterdam that tell the story of the Dutch maritime heritage, but there is not much legal documentation on how to preserve it.

The US National Trust for Historic Preservation, another privately funded non-profit organization, began in 1949 with a handful of structures and has developed goals that provide "leadership, education, advocacy, and resources to save America's diverse historic places and revitalize our communities" according to the Trust's mission statement. In 1951 the Trust assumed responsibility for its first museum property, Woodlawn Plantation in northern Virginia. Twenty-eight sites in all have subsequently become part of the National Trust, representing the cultural diversity of American history. In New York City, the destruction of Pennsylvania Station in 1964 shocked many nationwide into supporting preservation. The 1960s proved advantageous with new laws and international agreements extending preservation "from ancient monuments to whole districts and buildings a few decades old." On an international level, the New York-based World Monuments Fund was founded in 1965 to preserve historic sites all over the world. Under the direction of James Marston Fitch, the first advanced-degree historic preservation program began at Columbia University in 1964. It became the model on which most other graduate historic preservation programs were created. Many other programs were to follow before 1980: M.A. in Preservation Planning from Cornell (1975); M.S. in Historic Preservation from the University of Vermont (1975); M.S. in Historic Preservation Studies from Boston University (1976); M.S. in Historic Preservation from Eastern Michigan University (1979) and M.F.A. in Historic Preservation was one of the original programs at Savannah College of Art & Design. James Marston Fitch also offered guidance and support towards the founding of the Master of Preservation Studies Degree within the Tulane School of Architecture in 1996. The M.Sc. in Building Conservation degree program is offered by the School of Architecture at Rensselaer Polytechnic Institute in Troy, New York. In 2005, Clemson University and the College of Charleston created an M.S. degree program based in Charleston, SC. The first undergraduate programs (B.A.) appeared in 1977 from Goucher College and Roger Williams University (then called Roger Williams College), followed by Mary Washington College in 1979. As of 2013 there were more than fifty historic preservation programs offering certificates, associate, bachelor's, and master's degrees in the United States. Under the direction of Jorge Otero-Pailos, the first PhD in Historic Preservation in the United States was founded at Columbia Graduate School of Architecture, Planning and Preservation in 2018.

B. L. E. Bonneville of the U.S. Army as its source. After trekking for weeks through dry and rough terrain, his exploration party reached an overlook with a view of the Boise River Valley. The place where they stood is called Bonneville Point, located on the Oregon Trail east of the city. According to the story, a French-speaking guide, overwhelmed by the sight of the verdant river, yelled "Les bois! Les bois!" ("The woods! The woods!")—and the name stuck. The name may also derive from earlier mountain men who named the river that flows through the city. In the 1820s, French Canadian fur trappers associated with the British-owned Hudson's Bay Company set trap lines in the vicinity. Set in a high-desert area, the tree-lined valley of the Boise River became a distinct landmark, an oasis dominated by cottonwood trees.

Tribes and First Contact The area of Boise valley was inhabited by Boise Valley Shoshone and Bannock tribes, a part of the "Snake Country". According to the City of Boise's "History of Boise" report, "they gathered annually in the valley to participate in trading rendezvous with other tribes and catch salmon in the Boise River runs to help sustain them year-round. They spent winters in the valley where the climate was milder and visited the hot springs for bathing and healing. Castle Rock, called Eagle Rock by the tribes, was and remains a sacred site." Boise Valley Bannock tribes belonged to the "tuuˀagaidɨkaˀa" (black trout eaters). Boise Valley Shoshone belonged to the "Yahandeka" (groundhog eaters) grouping. They were among the early mounted Shoshone bands. They traveled over a considerable range by the beginning of the nineteenth century, with their main hunting lands along the lower Boise River and Payette River. When Donald MacKenzie developed the Snake country fur trade after 1818, the most prominent of the Boise Shoshone, Peiem (a Shoshoni rendition of "Big Jim", their leader's English name), became the most influential leader of the large composite Shoshoni band that white trappers regularly encountered in the Snake Country. In 1811, Wilson Hunt, employed as an agent in the fur trade under John Jacob Astor, organized and led the greater part of a group of about 60 men on an overland expedition to establish a fur trading outpost at the mouth of the Columbia River. This expedition passed through the Boise valley, and was the first ever time a white American has entered the region. There were 47,965 housing units at an average density of 81 units per square mile (31 units/km2). The racial makeup of the county was 83.10% White, 0.32% Black or African American, 0.85% Native American, 0.80% Asian, 0.13% Pacific Islander, 12.17% from other races, and 2.62% from two or more races. Irrigation (1890– ) Early settlers arriving in the area came with no knowledge of gravity flow irrigation. Their previous homes were in areas where rain provided the needed moisture to raise crops. Irrigation soon became a necessity, since having a water source was a requirement for receiving the patent for the land from the U.S. Land Office. Irrigation districts, such as the Nampa-Meridian and Settlers irrigation districts, continue to serve the immediate Meridian area. The town was established in 1891 on the Onweiler farm north of the present site and was called Hunter. Two years later an I.O.O.F. lodge was organized and called itself Meridian because it was located on the Boise Meridian, and the town was renamed. The Settlers' Irrigation Ditch, 1892, changed the arid region into a productive farming community which was incorporated in 1902. Village (1903–41) The original Meridian town site was filed in 1893 on homestead grant land belonging to Eliza Ann Zenger. Her husband, Christian, filed the plat with county officials and called it Meridian. The early settlers, many of whom were relatives, left their homes in Missouri to go west, either by wagon, train, or immigrant railroad car, bringing their lodge and church preferences with them. They established local institutions soon after arriving and filed for homestead lands. Meridian was incorporated in 1903. Around the start of the 20th century, settlers established fruit orchards and built fruit packing businesses and prune dryers along the railroad tracks. Local orchards produced many varieties of apples and Italian prunes. Production continued through the mid-1940s when it was no longer profitable and the businesses closed.

Rail transportation (1908–28) Following the raising of $4,000 to lay the Interurban rail line from Onweiler (Meridian and Ustick Roads), the tracks were completed into the village center. Turning east on Broadway and ending at East Second, the last car would spend the night in Meridian before returning to Boise early the next morning with passengers and freight. The interurban Station and Generator building (west one-third of the old library at Meridian and Idaho Streets) was built in 1912, and the line continued on to Nampa via Meridian. The tracks down Broadway were not used after 1912. The Interurban Company entered into receivership and closed in 1928 after 20 years of providing continuous transportation to neighboring towns. It was Meridian's main connection to the area outside the local community. The Union Pacific Railroad spur opened in 1900 and is currently operated by the Boise Valley Railroad.
