Long-term services and supports "Long-term services and supports" (LTSS) is the modernized term for community services, which may obtain health care financing (e.g., home and community-based Medicaid waiver services), and may or may not be operated by the traditional hospital-medical system (e.g., physicians, nurses, nurse's aides). The Consortium of Citizens with Disabilities (CCD) which works with the U. S. Congress, has indicated that while hospitals offer acute care, many non-acute, long-term services are provided to assist individuals to live and participate in the community. An example is the group home international emblem of community living and deinstitutionalization, and the variety of supportive services (e.g., supported housing, supported employment, supported living, supported parenting, family support), supported education. The term is also common with aging groups, such as the American Association of Retired Persons (AARP), which annually surveys the US states on services for elders (e.g., intermediate care facilities, assisted living, home-delivered meals). The new US Support Workforce includes the Direct Support Professional, which is largely non-profit or for-profit, and the governmental workforces, often unionized, in the communities in US states. Core competencies (Racino-Lakin, 1988) at the federal-state interface for the aides "in institutions and communities" were identified in aging and physical disabilities, intellectual and developmental disabilities, and behavioral ("mental health") health in 2013 (Larson, Sedlezky, Hewitt, & Blakeway, 2014). President Barack Obama, US House Speaker John Boehner, Minority Leader Nancy Pelosi, Majority Leader Harry Reid, and Minority Leader Mitch McConnell received copies of the US Senate Commission on Long Term Care on the "issues of service delivery, workforce and financing which have challenged policymakers for decades" (Chernof & Warshawsky, 2013). The new Commission envisions a "comprehensive financing model balancing private and public financing to insure catastrophic expenses, encourage savings and insurance for more immediate LTSS (Long Term Services and Supports) costs, and to provide a safety net for those without resources." It may be both safe and effective in improving physical and possibly mental state, while reducing disability with few adverse events. The current body of evidence suggests that physical rehabilitation may be effective for long-term care residents in reducing disability with few adverse events. However, there is insufficient to conclude whether the beneficial effects are sustainable and cost-effective.

Long-term care provided formally in the home, also known as home health care, can incorporate a wide range of clinical services (e.g. nursing, drug therapy, physical therapy) and other activities such as physical construction (e.g. installing hydraulic lifts, renovating bathrooms and kitchens). These services are usually ordered by a physician or other professional. Depending on the country and nature of the health and social care system, some of the costs of these services may be covered by health insurance or long-term care insurance. Modernized forms of long-term services and supports (LTSS), reimbursable by the government, are user-directed personal services, family-directed options, independent living services, benefits counseling, mental health companion services, family education, and even self-advocacy and employment, among others. In home services can be provided by personnel other than nurses and therapists, who do not install lifts, and belong to the long-term services and supports (LTSS) systems of the US. City Year's commitment to community service has been engrained in Timberland, now that their employees get 40 hours of paid time off each year for service activities. The company has helped City Year in expanding its operations nationally. The jump from transactional to integrative may be hard to measure, but Chief Operating officer of Timberland Jeff Schwartz clarifies the difference. Under the transactional stage, a board member's work on City Year's financial plans and business policies could count as paid-time community service. Though the two organizations are still identified as separate entities, there exists a "merged identity" when the two work together. Government policy Policies such as the Workforce Innovation and Opportunity Act are designed to support job seekers by improving access to employment, education, training, and support services. These laws also help connect employers with a skilled workforce, ensuring they can compete effectively in the global economy. Workforce Innovation and Opportunity Act The Workforce Innovation and Opportunity Act (WIOA) was enacted in 2014 to help Americans with significant barriers to employment attain high-quality jobs. The WIOA eas designed to address gaps in employment sectors and create programs dedicated to filling those gaps. This is a landmark legislation for those who are unable or choose to not participate in higher education. The WIOA grants funding for the unemployed to access vocational training, apprenticeships, and adult education. It allows workforce development programs to create specialized pathways, rather than programs with no guidance or relevant education. Boise Valley Bannock tribes belonged to the "tuuˀagaidɨkaˀa" (black trout eaters). Boise Valley Shoshone belonged to the "Yahandeka" (groundhog eaters) grouping. They were among the early mounted Shoshone bands. They traveled over a considerable range by the beginning of the nineteenth century, with their main hunting lands along the lower Boise River and Payette River. When Donald MacKenzie developed the Snake country fur trade after 1818, the most prominent of the Boise Shoshone, Peiem (a Shoshoni rendition of "Big Jim", their leader's English name), became the most influential leader of the large composite Shoshoni band that white trappers regularly encountered in the Snake Country. In 1811, Wilson Hunt, employed as an agent in the fur trade under John Jacob Astor, organized and led the greater part of a group of about 60 men on an overland expedition to establish a fur trading outpost at the mouth of the Columbia River. This expedition passed through the Boise valley, and was the first ever time a white American has entered the region. Because of the War of 1812 and the lack of U.S. fur trading posts in the Pacific Northwest, most of the route was not used in the following two decades, and thus Snake Country remained free of settler incursions. After the conclusion of the war of 1812, until the 1840s, Oregon, while officially "jointly administered", was solely dominated by the British Hudson's Bay Company (HBC), which had a land connection to the inland of the Canadian Prairies via York Factory Express. Snake Country, including Boise Valley remained independent and relatively free of settler passage and incursion. There were two main reasons for this. Firstly, the general region east of the Cascades and west of the Rockies was described at the time in the media and literature of the eastern US as the "Great American Desert", an arid unproductive region, unsuitable for habitation. This discouraged settlers from traveling to the region of Boise; however, Oregon Country, on the other side of the Cascades, was a desirable destination for them. Irrigation (1890– ) Early settlers arriving in the area came with no knowledge of gravity flow irrigation. Their previous homes were in areas where rain provided the needed moisture to raise crops. Irrigation soon became a necessity, since having a water source was a requirement for receiving the patent for the land from the U.S. Land Office. Irrigation districts, such as the Nampa-Meridian and Settlers irrigation districts, continue to serve the immediate Meridian area. The town was established in 1891 on the Onweiler farm north of the present site and was called Hunter. Two years later an I.O.O.F. lodge was organized and called itself Meridian because it was located on the Boise Meridian, and the town was renamed. The Settlers' Irrigation Ditch, 1892, changed the arid region into a productive farming community which was incorporated in 1902. Village (1903–41) The original Meridian town site was filed in 1893 on homestead grant land belonging to Eliza Ann Zenger. Her husband, Christian, filed the plat with county officials and called it Meridian. The early settlers, many of whom were relatives, left their homes in Missouri to go west, either by wagon, train, or immigrant railroad car, bringing their lodge and church preferences with them. They established local institutions soon after arriving and filed for homestead lands. Meridian was incorporated in 1903. Around the start of the 20th century, settlers established fruit orchards and built fruit packing businesses and prune dryers along the railroad tracks. Local orchards produced many varieties of apples and Italian prunes. Production continued through the mid-1940s when it was no longer profitable and the businesses closed.

Rail transportation (1908–28) Following the raising of $4,000 to lay the Interurban rail line from Onweiler (Meridian and Ustick Roads), the tracks were completed into the village center.
