ce of British Columbia. Idaho's state capital and largest city is Boise. With an area of 83,569 square miles (216,440 km2), Idaho is the 14th-largest state by land area. The state has a population of approximately two million people; it ranks as the 13th-least populous and the seventh-least densely populated of the 50 U.S. states. For thousands of years, and prior to European colonization, Idaho had been inhabited by natives. In the early 19th century, Idaho was considered part of the Oregon Country, an area which was disputed between the U.S. and the British Empire. Idaho officially became a U.S. territory with the signing of the Oregon Treaty of 1846, but a separate Idaho Territory was not organized until 1863, instead being included for periods in Oregon Territory and Washington Territory. The state was eventually admitted to the Union on July 3, 1890, becoming the 43rd state. Forming part of the Pacific Northwest (and the associated Cascadia bioregion), Idaho is divided into several distinct geographic and climatic regions. The state's north, the relatively isolated Idaho Panhandle, is closely linked with Eastern Washington, with which it shares the Pacific Time Zone—the rest of the state uses the Mountain Time Zone. The state's south includes the Snake River Plain (which has most of the population and agricultural land), and the southeast incorporates part of the Great Basin. Idaho is quite mountainous and contains several stretches of the Rocky Mountains. The United States Forest Service holds about 38% of Idaho's land, the highest proportion of any state. Industries significant for the state economy include manufacturing, agriculture, mining, forestry, science and technology, and tourism. Idaho has been a predominantly Republican state since statehood, with the Republican Party dominating in both state and national elections; abortion is severely restricted and the state retains the death penalty, including methods like the firing squad. The state contains the Idaho National Laboratory. Idaho's agricultural sector supplies many products, but the state is best known for its potato crop, which comprises around one-third of the nationwide yield.
Idaho's highest point is Borah Peak, 12,662 ft (3,859 m), in the Lost River Range north of Mackay. Idaho's lowest point, 710 ft (216 m), is in Lewiston, where the Clearwater River joins the Snake River and continues into Washington. The Sawtooth Range is often considered Idaho's most famous mountain range. Other mountain ranges in Idaho include the Bitterroot Range, the White Cloud Mountains, the Lost River Range, the Clearwater Mountains, and the Salmon River Mountains. Salmon-Challis National Forest is located in the east central sections of the state, with Salmon National Forest to the north and Challis National Forest to the south. The forest is in an area known as the Idaho Cobalt Belt, which consists of a 34 miles (55 km) long geological formation of sedimentary rock that contains some of the largest cobalt deposits in the U.S. Idaho has two time zones, with the dividing line approximately midway between Canada and Nevada. Southern Idaho, including the Boise metropolitan area, Idaho Falls, Pocatello, and Twin Falls, are in the Mountain Time Zone. A legislative error (15 U.S.C. ch. 6 §264) theoretically placed this region in the Central Time Zone, but this was corrected with a 2007 amendment.
g methods like the firing squad. The state contains the Idaho National Laboratory. Idaho's agricultural sector supplies many products, but the state is best known for its potato crop, which comprises around one-third of the nationwide yield. Its official state nickname is the "Gem State". Etymology In the early 1860s, when the U.S. Congress was considering organizing a new territory around Pikes Peak in the Rocky Mountains, the name "Idaho" was popular among the Congressional committee, as they believed it to be derived from a Shoshone term meaning "gem of the mountains." Realizing in January 1861 the name was quite possibly a fabrication and not Native American at all, the U.S. Congress ultimately decided to name the area Colorado Territory when it was created. But, by the time this decision was made in February 1861, the town of Idaho Springs, Colorado had already been named after their early frontrunner for a name, Idaho. In 1863, the Territory of Idaho was formed, though “Montana” was nearly its name. More than a decade after the name Idaho was first discussed for the eventual Colorado Territory, George M. Willing, a politician, claimed that he had been inspired by a little girl named Ida and that he coined the name in Washington at the time of the Congressional committee when he had been posing as an elected delegate to Congress. The same year Congress created Colorado Territory, a county called Idaho County was created in eastern Washington Territory. The county was named after a steamship named Idaho, which was launched on the Columbia River in 1860. It is unclear whether the steamship was named before or after the legitimacy of the Native American origins of “Idaho” came into question. Regardless, part of Washington Territory, including Idaho County, was used to create Idaho Territory in 1863. Idaho Territory would later change its boundaries to the area that became the U.S.

ng those techniques, as well as general knowledge, skills and values. A vocational school is a type of educational institution specifically designed to provide vocational education, as is a technical college. Vocational education can take place at the post-secondary, further education, and higher education levels.
e post-secondary, further education, and higher education levels. At the post-secondary level, vocational education is often provided by highly specialized trade schools, technical schools, community colleges, colleges of further education (UK), vocational universities, and institutes of technology (formerly called polytechnic institutes). Overview Historically, most vocational education took place in classrooms or on job sites, with students learning trade skills and trade theory from accredited instructors or established professionals. However, in recent years, online vocational education has grown in popularity, making learning various trade skills and soft skills from established professionals easier than ever for students, even those who may live far away from a traditional vocational school. Trends have emerged in the implementation of TVET and skills development worldwide. From the late 1980s onwards a number of governments began to emphasize on the role of education in preparing learners effectively for the world of work. This school of thought, termed "new vocationalism", placed the skills needs of industry at the centre of discussions on the purpose of public education. TVET and skills development were viewed as an important component in promoting economic growth in general and addressing youth unemployment in particular. General education systems had not been effective in developing the skills that many adolescents and adults needed to secure employment in industry.
Private sector Private TVET providers include for-profit and non-profit institutions. Several factors triggered actions to support the expansion of private TVET including the limited capacities of public TVET providers and their low responsiveness to enterprises and trainees. Private TVET providers were expected to be more responsive because they were subject to fewer bureaucratic restrictions than public institutions (particularly in centralized systems). Their presence was expected to help raise quality system-wide, in many developing countries, government budgets constituted a vulnerable and unreliable source of financing for TVET, an important objective was to finance TVET systems by increasing the contribution of beneficiaries, including employers and trainees. Private TVET provision over since 2005 has become a significant and growing part of TVET in sub-Saharan Africa, the Middle East and North Africa. In some countries, e.g. Lebanon, enrolments in private TVET institutions have exceeded enrolments in public institutions. In Jordan, private provision at the community college level has been promoted by the government. However, not all experiences has been positive with private proprietary institutions or NGOs, their courses have often been concentrated in professional areas that typically do not require large capital investment, permitting easy entry and exit by private providers from the sector.

Apprenticeship lengths vary significantly across sectors, professions, roles and cultures. In some cases, people who successfully complete an apprenticeship can reach the "journeyman" or professional certification level of competence. In other cases, they can be offered a permanent job at the company that provided the placement.
Expansion into services, agriculture, and mining sectors Cost-sharing between the industry and government Formalization of informal apprenticeships Alignment with the National Vocational Qualifications Framework (Pakistan NVQF) Increased female participation Financial incentives for industries exceeding apprentice requirements Joint assessment and certification by the industry, Chamber of Commerce, and government Switzerland In Switzerland, after the end of compulsory schooling, two thirds of young people follow a vocational training. Ninety percent of them are in the dual education system. Switzerland has an apprenticeship similarly to Germany and Austria. The educational system is ternar, which is basically dual education system with mandatory practical courses.
Length Apprenticeships with a length of 2 years are for persons with weaker school results. The certificate awarded after successfully completing a 2-year apprenticeship is called "Attestation de formation professionnelle" (AFP) in French, "Eidgenössisches Berufsattest" (EBA) in German and "Certificato federale di formazione pratica" (CFP) in Italian. It could be translated as "Attestation of professional formation". Apprenticeship with a length of 3 or 4 years are the most common ones. The certificate awarded after successfully completing a 3 or 4-year apprenticeship is called "Certificat Fédéral de Capacité" (CFC) in French, "Eidgenössisches Fähigkeitszeugnis" (EFZ) in German and "Attestato federale di capacità" (AFC) in Italian. It could be translated as "Federal Certificate of Proficiency". Some crafts, such as electrician, are educated in lengths of 3 and 4 years. In this case, an Electrician with 4 years apprenticeship gets more theoretical background than one with 3 years apprenticeship. Some languages have different names for a craft depending on the length of the apprenticeship; this can be lost in translation. Each of the over 300 nationwide defined vocational profiles has defined framework – conditions as length of education, theoretical and practical learning goals and certification conditions. Age of the apprentices Typically an apprenticeship can commence for individuals once they are aged 15 or 18 after finishing general education. Some apprenticeships have a recommend or required age of 18.

Sensitivity to tariffs Tariffs introduce added unpredictability into the daily operations of a small business. Small businesses are especially vulnerable to these tariff related price swings and variations. Their smaller budgets leave them in a position where even modest price changes, especially when unpredictable, can lead to small businesses declaring bankruptcy whereas some larger businesses are better prepared to weather some tariff induced supply chain shocks. According to reporting from The Wall Street Journal, small businesses are especially at risk of being harmed by tariffs and trade restrictions. The main risk being that, "Unlike larger companies, small businesses have fewer levers to pull to help them endure the new tariff regime. Most work with a single factory or a handful of suppliers, making switching production to lower-tariff countries especially difficult. Smaller margins, thinner cash cushions and tiny staffs leave them more vulnerable to trade battles and other economic storms." In 2025 this was especially a concern related to president Donald Trump's Liberation Day tariffs, which, after having been announced on April 2, 2025 resulted in a global stock market collapse, layoffs, and global economic turmoil. Ronak Trivedi was quoted as having said, "...we are going to see a massive round of layoffs and shutdowns." The Liberty Justice Center, a public-interest law firm, sued the Trump administration in V.O.S. Selections, Inc. v. Trump in a case filed on April 14, 2025. The case revolves around small businesses that had their entire business model potentially upended and risked closing entirely after the executive action issued by President Trump and his potentially unconstitutional tariffs. employers in the technology, manufacturing, and service sectors, including companies such as Micron Technology and Hewlett-Packard. The city is home to the Boise Art Museum, Idaho State Capitol, the annual Treefort Music Fest, and the Basque Block. History Etymology The origin of the name is uncertain. One account credits Capt. B. L. E. Bonneville of the U.S. Army as its source. After trekking for weeks through dry and rough terrain, his exploration party reached an overlook with a view of the Boise River Valley. The place where they stood is called Bonneville Point, located on the Oregon Trail east of the city. According to the story, a French-speaking guide, overwhelmed by the sight of the verdant river, yelled "Les bois! Les bois!" ("The woods! The woods!")—and the name stuck. The name may also derive from earlier mountain men who named the river that flows through the city. In the 1820s, French Canadian fur trappers associated with the British-owned Hudson's Bay Company set trap lines in the vicinity. Set in a high-desert area, the tree-lined valley of the Boise River became a distinct landmark, an oasis dominated by cottonwood trees.
Tribes and First Contact The area of Boise valley was inhabited by Boise Valley Shoshone and Bannock tribes, a part of the "Snake Country". According to the City of Boise's "History of Boise" report, "they gathered annually in the valley to participate in trading rendezvous with other tribes and catch salmon in the Boise River runs to help sustain them year-round. They spent winters in the valley where the climate was milder and visited the hot springs for bathing and healing. Castle Rock, called Eagle Rock by the tribes, was and remains a sacred site." Boise Valley Bannock tribes belonged to the "tuuˀagaidɨkaˀa" (black trout eaters). Boise Valley Shoshone belonged to the "Yahandeka" (groundhog eaters) grouping. They were among the early mounted Shoshone bands. They traveled over a considerable range by the beginning of the nineteenth century, with their main hunting lands along the lower Boise River and Payette River. When Donald MacKenzie developed the Snake country fur trade after 1818, the most prominent of the Boise Shoshone, Peiem (a Shoshoni rendition of "Big Jim", their leader's English name), became the most influential leader of the large composite Shoshoni band that white trappers regularly encountered in the Snake Country. In 1811, Wilson Hunt, employed as an agent in the fur trade under John Jacob Astor, organized and led the greater part of a group of about 60 men on an overland expedition to establish a fur trading outpost at the mouth of the Columbia River. This expedition passed through the Boise valley, and was the first ever time a white American has entered the region. Because of the War of 1812 and the lack of U.S. fur trading posts in the Pacific Northwest, most of the route was not used in the following two decades, and thus Snake Country remained free of settler incursions. After the conclusion of the war of 1812, until the 1840s, Oregon, while officially "jointly administered", was solely dominated by the British Hudson's Bay Company (HBC), which had a land connection to the inland of the Canadian Prairies via York Factory Express. Snake Country, including Boise Valley remained independent and relatively free of settler passage and incursion. There were two main reasons for this. Firstly, the general region east of the Cascades and west of the Rockies was described at the time in the media and literature of the eastern US as the "Great American Desert", an arid unproductive region, unsuitable for habitation. This discouraged settlers from traveling to the region of Boise; however, Oregon Country, on the other side of the Cascades, was a desirable destination for them. Nevertheless, the British had an official policy of discouraging American settlers, and settler incursions into Boise Valley along the Oregon Trail remained low until the early 1840s. The HBC established a fort in the region, the Old Fort Boise, 40 miles (64 km) west, near Parma, down the Boise River near its confluence with the Snake River at the Oregon border.
The North End, generally defined as the part of Boise north of State Street, contains many of the city's older homes. It is known for its tree-lined drives such as Harrison Boulevard, and for its quiet neighborhoods near the downtown area. Downtown Boise is visible from Camel's Back Park. On 13th Street, Hyde Park is home to restaurants and other businesses. The North End also hosts events such as the annual Hyde Park Street Fair. In 2008, the American Planning Association designated Boise's North End one of 10 Great Neighborhoods. Boise Highlands The Boise Highlands is just north of the North End; its location is generally defined as north of Hill Road and east of Bogus Basin Road.

The Treasure Valley is a valley in the western United States, primarily in southwestern Idaho, where the Payette, Boise, Weiser, Malheur, and Owyhee rivers drain into the Snake River. It includes all the lowland areas from Vale in rural eastern Oregon to Boise, and is the most populated area in Idaho. Historically, the valley had been known as the Lower Snake River Valley or the Boise River Valley. Pete Olesen, president of the valley's association of local Chambers of Commerce, coined the name "Treasure Valley" in 1959 to reflect the treasure chest of resources and opportunities that the region offered. eflect the treasure chest of resources and opportunities that the region offered. The valley has a very diverse terrain, from sage flatlands, to mesas, agricultural areas, and urbanized areas. As the Boise Metropolitan Area grows, more and more undeveloped and agricultural land is being urbanized. History Settling the region The tribes that roamed the area, specifically, were the Northern Paiute and Shoshone. In 1834, Thomas McKay built the original Fort Boise, in the area near present-day Parma, which was run for a time by Francois Payette. It later was moved because of flooding troubles and was abandoned in 1854. The Oregon Trail runs through the Treasure Valley. The valley was settled for the most part by ranchers and farmers, initially to supply the gold and silver mining communities in the higher elevations nearby: Idaho City in the Boise Basin and Silver City in the Owyhees. A new Fort Boise was constructed by the U.S. Army in 1863 in present-day Boise, from which the city grew.

In the last fifty years, administrative law, in many countries of the civil law tradition, has opened itself to the influence of rules posed by supranational legal orders, in which judicial principles have strong importance: it has led, for one, to changes in some traditional concepts of the administrative law model, as has happened with the public procurements or with judicial control of administrative activity and, for another, has built a supranational or international public administration, as in the environmental sector or with reference to education, for which, within the United Nations' system, it has been possible to assist to a further increase of administrative structure devoted to coordinate the States' activity in that sector.
The principle of the lawfulness of the executive (Gesetzmäßigkeit der Verwaltung): administrative authorities are bound to act where a law (of parliament, or of delegated legislation) prescribes it, and to not violate any laws (artt. 1III and 20III of the Constitution). Where its actions may burden or comparatively disadvantage a person, they must rest on a grant of authority by the legislature: this concept is called the (grundrechtliche) Vorbehalt des Gesetzes or Eingriffsvorbehalt, meaning that limiting interference with (fundamental) rights is a sphere of action that is reserved to statute. The principle of legal security, which includes a principle of legal certainty and the principle of non-retroactivity. The principle of proportionality, which means that an act of an authority has to be suitable, necessary and appropriate. The vast majority of public administration in Germany is performed by its component federal entities (German: (Bundes-)Länder), which are responsible for the execution both of federal laws and their own laws (execution of the laws directly by authorities of the Federal Republic being the exceptional case, as established by artt. 83 et seqq.
Scope of administrative law German legal scholarship does not have an agreed-upon definition for public administration. In one sense, administration – more precisely, everything that is subject to administrative law – is conceptualized as being all state activity of a certain type (material definition of public administration). This approach leads to disputes about whether to treat acts of public authority as acts of administration (and therefore executive) even when they are performed by component parts of the state (that is to say, the government) that the law formally classifies as a legislative or a judicial body: For instance, the parliament may impose a fine on one of its members for misbehavior, or a presiding judge may direct a disruptive member of the public to be removed from the viewing gallery. The opposite approach – the formalist definition of public administration – begins its examination by considering all those public authorities intended (judging by their lawful charter, organizational context, internal structure, and performed tasks) to do the work of public administration, and equates their functioning with public administration. There is some danger of circular reasoning, since the formal categorization of the organizational unit may, in turn, derive from some material conception of its function. Some functions that might, in the material view, be seen as not of the executive type, and thus not as belonging to the field of administration (such as the creation of rules with the force of law, which are usually thought of as legislative), would then be held to the standards of administrative law, and not another field of law. This discussion is of seen as being of particular importance when considering the role of administrative law in maintaining the division of government powers. For this purpose, a traditional approach tries negatively to define administration by subtracting those operations of the state which cannot be called administration, namely law-making and adjudication. Using this negative definition, though, requires law-making and adjudication to be defined first, and leaves some activities that are a poor fit for the term "administration", such as the cabinet government's political leadership decisions, within the bounds of the definition. Positive definitions abound, but none has won out over the others, or been entirely convincing to scholars of German administrative law. Nevertheless, certain features may be seen as being characteristic of administration: According to Maurer and Waldhoff, administration is social engineering (exerting influence on the non-state, societal domain) (1), oriented towards some conception of the (ever-changing) public interest (2), that consists of taking action in the present, with a view to engineering the future (3), and that comprises concrete measures to regulate individual cases and to realize particular plans (4). Scholarly treatises of German administrative law are almost always split into two parts: doctrines and rules that can be found across-the-board (allgemeines Verwaltungsrecht); and doctrines and rules that exist only in certain parts of administrative law (German: besonderes Verwaltungsrecht, lit. 'special administrative law') – e.g.

forts view work-force development in a more positive light. Economic developers use work-force development as a way to increase equity among inhabitants of a region. Inner-city residents may not have access to equal education opportunities, and work-force development programs can increase their skill levels so they can compete with suburbanites for high-paying jobs. Workforce development as of 2016 often takes a more holistic approach, addressing issues such as spatial mismatch or poor transportation to jobs.
Description Place-based approaches, which consider the supply side of the workplace (workers), are primarily focused on the characteristics of people in the region or community where the training program will be located. Place-based strategies often help participants gain initial access to the labor market while addressing other essential concerns to the region, such as housing development or English skills.
Integration The highest level of collaboration is integration. This stage requires further involvement than the transactional stage and is characterized by "imprinting" on each other's organizational culture. City Year's commitment to community service has been engrained in Timberland, now that their employees get 40 hours of paid time off each year for service activities. The company has helped City Year in expanding its operations nationally. The jump from transactional to integrative may be hard to measure, but Chief Operating officer of Timberland Jeff Schwartz clarifies the difference. Under the transactional stage, a board member's work on City Year's financial plans and business policies could count as paid-time community service. Under the integrative stage, these actions would be considered "no different than being out assisting one of the company's manufacturing plants". Though the two organizations are still identified as separate entities, there exists a "merged identity" when the two work together. Schwartz claim the company is "much more linked" and "not simply personal, [but] collective" with City Year in this relationship. Government policy Policies such as the Workforce Innovation and Opportunity Act are designed to support job seekers by improving access to employment, education, training, and support services. These laws also help connect employers with a skilled workforce, ensuring they can compete effectively in the global economy. Workforce Innovation and Opportunity Act The Workforce Innovation and Opportunity Act (WIOA) was enacted in 2014 to help Americans with significant barriers to employment attain high-quality jobs. The WIOA eas designed to address gaps in employment sectors and create programs dedicated to filling those gaps. This is a landmark legislation for those who are unable or choose to not participate in higher education. The WIOA grants funding for the unemployed to access vocational training, apprenticeships, and adult education. It allows workforce development programs to create specialized pathways, rather than programs with no guidance or relevant education. Especially salient for the impoverished, previously incarcerated, or disabled, the WIOA boasts an employment rate of 73.4% for individuals who have completed their respective programs. The WIOA aids system impacted youth because of the allocation of funding to workforce development programs designed for youth. 16% of those participating in programs funded by the WIOA are youth. Private equity (PE) is stock in a private company that does not offer stock to the general public. Instead, it is offered to specialized investment funds and limited partnerships that take an active role in managing and structuring the companies. In colloquial usage, "private equity" can refer to these investment firms rather than the companies in which they invest. Private-equity capital is invested into a target company either by an investment management company (private equity firm), a venture capital fund, or an angel investor; each category of investor has specific financial goals, management preferences, and investment strategies for profiting from their investments. Private equity can provide working capital to finance a target company's expansion, including the development of new products and services, operational restructuring, management changes, and shifts in ownership and control. As a financial product, a private-equity fund is private capital for financing a long-term investment strategy in an illiquid business enterprise.
Leveraged buyout (LBO) refers to a strategy of making equity investments as part of a transaction in which a company, business unit, or business asset is acquired from the current shareholders typically with the use of financial leverage. The companies involved in these transactions are typically mature and generate operating cash flows. Private-equity firms view target companies as either Platform companies, which have sufficient scale and a successful business model to act as a stand-alone entity, or as add-on / tuck-in / bolt-on acquisitions, which would include companies with insufficient scale or other deficits. Leveraged buyouts involve a financial sponsor agreeing to an acquisition without itself committing all the capital required for the acquisition. To do this, the financial sponsor will raise acquisition debt, which looks to the cash flows of the acquisition target to make interest and principal payments. Acquisition debt in an LBO is often non-recourse to the financial sponsor and has no claim on other investments managed by the financial sponsor. Therefore, an LBO transaction's financial structure is particularly attractive to a fund's limited partners, allowing them the benefits of leverage, but limiting the degree of recourse of that leverage. This kind of financing structure leverage benefits an LBO's financial sponsor in two ways: (1) the investor only needs to provide a fraction of the capital for the acquisition, and (2) the returns to the investor will be enhanced, as long as the return on assets exceeds the cost of the debt. As a percentage of the purchase price for a leverage buyout target, the amount of debt used to finance a transaction varies according to the financial condition and history of the acquisition target, market conditions, the willingness of lenders to extend credit (both to the LBO's financial sponsors and the company to be acquired) and the interest costs and the ability of the company to cover those costs. Historically the debt portion of a LBO will range from 60 to 90% of the purchase price.
"Distressed-to-Control" ("Loan-to-Own") investment whereby the investor buys debt securities in hope of acquiring ownership and control of the company's equity after financing the corporate restructuring of the target company; "Special Situations" ("Turnaround") investment wherein the investor buys debt securities and equity investments, to be used as rescue financing that will restore the profitability of the financially-weak target company. Moreover, the private-equity investment strategies of hedge funds also include actively trading the loans held and the bonds issued by the financially-weak target companies. Secondaries Secondary investments refer to investments made in existing private-equity assets. These transactions can involve the sale of private equity fund interests or portfolios of direct investments in privately held companies through the purchase of these investments from existing institutional investors. By its nature, the private-equity asset class is illiquid, intended to be a long-term investment for buy and hold investors. Secondary investments allow institutional investors, particularly those new to the asset class, to invest in private equity from older vintages than would otherwise be available to them. Secondaries also typically experience a different cash flow profile, diminishing the j-curve effect of investing in new private-equity funds. Often investments in secondaries are made through third-party fund vehicle, structured similar to a fund of funds although many large institutional investors have purchased private-equity fund interests through secondary transactions.

city in Idaho. As of the 2020 census, Caldwell had a population of 59,996. Caldwell is considered part of the Boise metropolitan area, and is the location of the College of Idaho. The city is located approximately 24 miles (39 km) west of Boise, and approximately 17 miles (27 km) east of the Oregon border. History The present-day location of Caldwell is along a natural passageway to the Inland and Pacific Northwest. Native American tribes from the west coast, north Idaho and as far away as Colorado came to the banks of the Boise River for annual trading fairs, or rendezvous. European and some Hawaiian explorers and traders soon followed the paths left by Native Americans and hopeful emigrants later forged the Oregon Trail and followed those paths to seek a better life in the Oregon Territory. Pioneers of the Trail traveled along the Boise River to Canyon Hill and forded the river close to the Silver Bridge on Plymouth Street. During the Civil War, the discovery of gold in Idaho's mountains brought a variety of new settlers into the area. Many never made it to the mines but settled along the Boise River and run ferries, stage stations, and freighting businesses. These early entrepreneurs created small ranches and farms in the river valleys. Caldwell's inception occurred largely as a result of the construction of the Oregon Short Line Railroad, which connected Wyoming to Oregon through Idaho. Robert E. Strahorn came to the Boise River Valley in 1883 to select a route for the railroad. He rejected the grade into Boise City as too steep and chose a site 30 miles to the west. He drove a stake into an alkali flat of sagebrush and greasewood and the City of Caldwell was platted. Caldwell was named after one of Strahorn's business partners, Alexander Caldwell, a former senator from Kansas. When Caldwell was platted in August 1883, its founder, the Idaho and Oregon Land Improvement Company, started persuading settlers and businessmen to move to the area. Within four months, Caldwell had 600 residents living in 150 dwellings, 40 businesses, a school, a telephone exchange, and two newspapers. On January 15, 1890, the Board of Commissioners of Ada County issued a handwritten order incorporating the City of Caldwell. The College of Idaho was founded in Caldwell in 1891. In 1892, Canyon County was established from a portion of Ada County, and Caldwell was named the county seat. Irrigation canals and waterways were constructed throughout Canyon County, providing the foundation for an agricultural economy. The Oregon Short Line Railroad became part of the larger Union Pacific Railroad network and in 1906 the Caldwell freight and passenger depot was constructed. Caldwell experienced moderate growth as an agricultural processing, commercial retail and educational center during the 20th century. In 2009, the City of Caldwell completed a revitalization project to restore Indian Creek, which runs through downtown Caldwell, but had been used for sewage disposal by local industries and been covered over.

population was 117,635 at the 2020 census, making it the second most populous city in the county and Idaho, after Boise, the state capital.
Irrigation (1890– ) Early settlers arriving in the area came with no knowledge of gravity flow irrigation. Their previous homes were in areas where rain provided the needed moisture to raise crops. Irrigation soon became a necessity, since having a water source was a requirement for receiving the patent for the land from the U.S. Land Office. Irrigation districts, such as the Nampa-Meridian and Settlers irrigation districts, continue to serve the immediate Meridian area. The town was established in 1891 on the Onweiler farm north of the present site and was called Hunter. Two years later an I.O.O.F. lodge was organized and called itself Meridian because it was located on the Boise Meridian, and the town was renamed. The Settlers' Irrigation Ditch, 1892, changed the arid region into a productive farming community which was incorporated in 1902. Village (1903–41) The original Meridian town site was filed in 1893 on homestead grant land belonging to Eliza Ann Zenger. Her husband, Christian, filed the plat with county officials and called it Meridian. The early settlers, many of whom were relatives, left their homes in Missouri to go west, either by wagon, train, or immigrant railroad car, bringing their lodge and church preferences with them. They established local institutions soon after arriving and filed for homestead lands. Meridian was incorporated in 1903. Around the start of the 20th century, settlers established fruit orchards and built fruit packing businesses and prune dryers along the railroad tracks. Local orchards produced many varieties of apples and Italian prunes. Production continued through the mid-1940s when it was no longer profitable and the businesses closed.
Rail transportation (1908–28) Following the raising of $4,000 to lay the Interurban rail line from Onweiler (Meridian and Ustick Roads), the tracks were completed into the village center. Turning east on Broadway and ending at East Second, the last car would spend the night in Meridian before returning to Boise early the next morning with passengers and freight. The interurban Station and Generator building (west one-third of the old library at Meridian and Idaho Streets) was built in 1912, and the line continued on to Nampa via Meridian. The tracks down Broadway were not used after 1912. The Interurban Company entered into receivership and closed in 1928 after 20 years of providing continuous transportation to neighboring towns. It was Meridian's main connection to the area outside the local community. The Union Pacific Railroad spur opened in 1900 and is currently operated by the Boise Valley Railroad.

on, is a designation earned by a person to assure qualification to perform a job or task. Not all certifications that use post-nominal letters are an acknowledgement of educational achievement, or an agency appointed to safeguard the public interest. Overview A certification is a third-party attestation of an individual's level of knowledge or proficiency in a certain industry or profession. They are granted by authorities in the field, such as professional societies and colleges, or by private certificate-granting agencies. Most certifications are time-limited; some expire after a period of time (e.g., the lifetime of a product that requires certification for use), while others can be renewed indefinitely as long as certain requirements are met. Renewal usually requires ongoing education to remain up-to-date on advancements in the field, evidenced by earning the specified number of continuing education credits (CECs), or continuing education units (CEUs), from approved professional development courses. Certification is different from occupational licensing. In the United States, licenses are typically issued by state agencies, whereas certifications are usually awarded by professional societies or educational institutes. Obtaining a certificate is voluntary in some fields, but in others, certification from a government-accredited agency may be legally required to perform certain jobs or tasks. In other countries, licenses are typically granted by professional societies or universities and require a certificate after about three to five years and so on thereafter. The assessment process for certification may be more comprehensive than that of licensure, though sometimes the assessment process is very similar or even the same, despite differing in terms of legal status. According to The Guide to National Professional Certification Programs (1997) by Phillip Barnhart, "certifications are portable, since they do not depend on one company's definition of a certain job" and they provide potential employers with "an impartial, third-party endorsement of an individual's professional knowledge and experience". Many certification programs are affiliated with professional associations, trade organizations, or private vendors interested in raising industry standards. Certification programs are often created or endorsed by professional associations, but are typically completely independent from membership organizations.
A certification is a third-party attestation of an individual's level of knowledge or proficiency in a certain industry or profession.

105, which by 2025 was estimated to have risen to 275,123, making it the second-most populous county in Idaho. The county seat is Caldwell, and its largest city is Nampa. Canyon County is part of the Boise metropolitan area. History Hudson's Bay Company established Fort Boise in 1834 near what is now Parma, but abandoned it in 1855. Emigrants traveled through Canyon County on the Oregon Trail. Discovery of gold in the Boise Basin in 1862 brought settlement to the region again. The lower Boise River was fully contained within Boise County from 1863 until the formation of Ada County in 1864. Settlement of the lower Boise River west of Boise City was limited prior to the completion of the Oregon Short Line Railroad. Middleton was the first European settlement of Canyon County, starting in 1863. The 1870 Census for Ada County listed 76 residents of the Boise Valley, excluding Boise City and the 1880 Census listed 44 residents at Middleton. The arrival of the railroad at Caldwell led to the establishment of a town there as of August 1883. Businessmen James A. McGee and Alexander Duffes filed the plat for nearby Nampa in 1886. Parma was settled around the same time, with the Old Fort Boise post office being moved to the town's location; it was incorporated in 1904. Ada County established precincts for each of the settlements with a combined 1890 Census population of 2,311. Significant settlement of Greenleaf and Notus started around 1904 with the two settlements listed as precincts at the 1910 census. Notus was incorporated in 1921 while Greenleaf was incorporated prior to 1980. Melba was incorporated in 1912 while Wilder was incorporated in 1919. The City of Star annexed a portion of territory in northeast Canyon County prior to 2007, becoming the county's ninth incorporated city. The majority of Star is located within Ada County. The Idaho Legislature created Canyon County from Ada County in an act approved March 7, 1891, effective at the November 26, 1892, election. Caldwell was established as the county seat. The county originally contained all of Canyon and Payette counties and part of Gem; Gem County formed in 1915 and Payette County in 1917.

History Southwestern Idaho was originally inhabited by three main Native American tribes: the Shoshone-Bannock, the Nez Perce, and the Northern Paiute. These people were among the first inhabitants in Idaho, first living in the area as early as 12,000 years ago. The Native Americans tribes were nomadic, adopting a hunter-gatherer lifestyle, and had an annual rendezvous in the Boise Valley, which also included catching salmon. Spanish explorers in the late 1500s explored parts of the American West, including southwestern Idaho, and introduced the Native Americans of the area to pigs, horses, domestic fowl, corn, tomatoes, and garlic. After the Lewis and Clark Expedition through Idaho, French-Canadian fur trappers further explored the area. Mountain men, including Spaniards and Mexicans, lived off the land in Southwestern Idaho, trading with the Native Americans in the area. However, it wasn't until further development in Oregon, the mass exodus of settlers to the West on the Oregon, Californian, and Mormon trails, the establishment of Fort Boise, and the Idaho Gold Rush in the 1850s and 60s that settling of Southwestern Idaho began to increase. In order to support mining towns, such as Idaho City, Booneville, Ruby City, and Silver City, numerous ranching and agriculture businesses were set up in the area. One of the biggest ranching operations in 1869 was in Owyhee County, where an original 1,400 head of cattle was driven around the county, forging the area's cattle industry that persists today.

Eagle is a city in Ada County, Idaho, ten miles (16 km) northwest of downtown Boise. The population was 30,346 at the 2020 census. History 19th century Eagle Island in Idaho was settled in 1863 by Truman Coe Catlin, who later shifted from crop farming to dairy farming, starting the island's dairy tradition. He also pioneered irrigation in the area by constructing a wide irrigation ditch. The most notable early community developer was Thomas Hugh Aiken, a Canadian surveyor, who helped establish the Eagle community in the 1870s.
Parks and recreation The city features numerous parks, including Arboretum Park, Friendship Park, Heritage Park, Orval Krasen Park, Reid W. Merrill Sr. Community Park, and Stephen C. Guerber Park, among others. The Parks and Recreation department offers youth sports leagues, camps, special events (such as Eagle Fun Days), and maintains extensive trails. Nearby Eagle Island State Park provides a swimming beach, trails, disc golf, and winter sports. Education Most of Eagle is in the West Ada School District, with a small portion in the Boise School District. The portion in the Boise School District is zoned to: Shadow Hills Elementary School, Riverglen Middle School, and Capital High School. In popular culture The 2008 show The Baby Borrowers was filmed in Eagle.
20th century The Eagle Fish Hatchery, established in the late 1940s in Idaho, was originally part of a trout program until the 1980s. In 1991, it was restructured to support the conservation of Snake River sockeye salmon, an endangered species listed that year. The hatchery's mission shifted to preserving the species and its genetic diversity through the development of eight broodstocks derived from smolts, anadromous adults, and residual populations.

◈ Frequently Asked Questions
Procurement Public Spending × Beauty Salon — Treasure Valley
HAIKU · HIGH GATE
How do Ada County procurement regulations affect beauty salon licensing and operation in the Treasure Valley?
Ada County enforces administrative law standards that govern public spending on workforce development programs, including vocational education for cosmetology and salon management in Boise and surrounding areas. Beauty salons operating in Boise, Nampa, Meridian, and Garden City must comply with procurement requirements when they receive public contracts or apprenticeship funding through Idaho Legislature-approved small business initiatives.
Can beauty salon owners in Caldwell or Meridian access public spending programs for apprenticeship training?
Small business owners operating beauty salons in Caldwell and Meridian can apply for apprenticeship funding through Idaho's vocational education procurement channels, which allocate public spending to support workforce development in the Treasure Valley. The Idaho Legislature authorizes these funds specifically to strengthen specialized skills training in personal services sectors within Ada County and surrounding communities.
What role does Boise's public spending budget play in beauty salon vocational education?
Boise's municipal procurement allocates public spending to vocational education programs that train cosmetologists and salon operators, with formal education requirements established through Idaho administrative law. Private equity and small business development initiatives in the Treasure Valley leverage these publicly funded apprenticeships to expand the economic workforce in personal services across Boise, Nampa, and Garden City.
How does the Idaho Legislature's procurement authority influence beauty salon apprenticeship programs in the Treasure Valley?
The Idaho Legislature governs public spending on apprenticeship programs that serve beauty salon businesses throughout the Treasure Valley, including Meridian and Ada County jurisdictions. Vocational education procurement rules established by the legislature determine how public funds support specialized training in salon management and cosmetology for small business operators in Boise and Nampa.
