The Idaho State Police (ISP) is the statewide law enforcement agency for the State of Idaho. It began as the Bureau of Constabulary, created on May 18, 1919, under the new Department of Law Enforcement, to detect and investigate crime, "order abatement of public nuisances and to enforce such orders by appropriate court action, to suppress riots, prevent wrongs to children and animals that are inhibited by law." The state constabulary was also charged with the organization of various state, county and municipal peace officers. The bureau was dissolved by the state legislature in 1923. The present force, called the Idaho State Police, was formed 87 years ago in 1939, when Governor C. A.

ntative measures. These assets may include property, people, equipment, money, housing societies, etc. Guards protect them by maintaining a high-visibility presence to deter illegal and inappropriate actions. They may do that by looking (either directly through patrols or indirectly by monitoring alarm systems or video surveillance cameras) for signs of crime or other hazards and take action to minimize the damage. The actions could be warning and escorting trespassers off property, reporting incidents to clients, reporting to emergency services, informing police or emergency medical services, as appropriate. Security guards are generally uniformed to represent their lawful authority to protect private property. They are generally governed by legal regulations that set out eligibility requirements, such as a criminal record check, fitness levels, and permits or licenses needed from local authorities. Several countries prescribe a preference in hiring veterans or people with experience in police or paramilitary services. The authorities permitted for security guards vary by country and sub-national jurisdiction. They are hired by a range of organizations, including businesses, government departments and agencies, and not-for-profit organizations. Until the 1980s, the term watchman was more commonly used for this function, a usage dating back at least to the Middle Ages. This term was carried over to North America, where it was interchangeable with night watchman until modern security-based titles replaced both terms.

Notable examples In June 1972, Frank Wills, a security guard at the Watergate office complex in Washington, D.C., noticed a piece of tape covering the latch on an entrance to one of the buildings, thereby preventing it from locking. Police, whom Wills subsequently notified, arrested five men in the portion of the building occupied by the Democratic National Committee (DNC) headquarters. The following investigations and revelations—made possible by Wills' discoveries and subsequent actions—ultimately led to the resignation of President Richard Nixon in what is now known as the Watergate scandal, considered one of the largest American political scandals. Christoph Meili, night guard at a Swiss bank, became a whistleblower in 1997. He told about the bank destroying records related to the funds of Holocaust victims, whose money the bank was supposed to return to the victims' heirs. In 1999, security guard Pierlucio Tinazzi died while attempting to rescue victims from the Mont Blanc tunnel fire. In 2001, Gary Coleman, former child actor, was employed as an armed security officer, with permits valid for both firearm and baton through the Bureau of Security and Investigative Services of California in the Los Angeles area. While shopping for a bullet-resistant vest for his job, Coleman assaulted a female autograph collector. Coleman said he felt "threatened by her insistence" and punched her in the head. Richard Jewell, a security officer at Atlanta, Georgia's Centennial Olympic Park during the 1996 Summer Olympics who was wrongly accused of the Centennial Olympic Park bombing. Jewell was later cleared of those charges and, in fact, was the one who saved hundreds of lives when he first noticed the suspicious package and ordered the area evacuated. Jewell later successfully sued several news agencies that erroneously reported he was the bomber. Joseph Trombino, a Brinks Security Officer who was shot and wounded in the 1981 Brink's robbery.

ce of British Columbia. Idaho's state capital and largest city is Boise. With an area of 83,569 square miles (216,440 km2), Idaho is the 14th-largest state by land area. The state has a population of approximately two million people; it ranks as the 13th-least populous and the seventh-least densely populated of the 50 U.S. states. For thousands of years, and prior to European colonization, Idaho had been inhabited by natives. In the early 19th century, Idaho was considered part of the Oregon Country, an area which was disputed between the U.S. and the British Empire. Idaho officially became a U.S. territory with the signing of the Oregon Treaty of 1846, but a separate Idaho Territory was not organized until 1863, instead being included for periods in Oregon Territory and Washington Territory. The state was eventually admitted to the Union on July 3, 1890, becoming the 43rd state. Forming part of the Pacific Northwest (and the associated Cascadia bioregion), Idaho is divided into several distinct geographic and climatic regions. The state's north, the relatively isolated Idaho Panhandle, is closely linked with Eastern Washington, with which it shares the Pacific Time Zone—the rest of the state uses the Mountain Time Zone. The state's south includes the Snake River Plain (which has most of the population and agricultural land), and the southeast incorporates part of the Great Basin. Idaho is quite mountainous and contains several stretches of the Rocky Mountains. The United States Forest Service holds about 38% of Idaho's land, the highest proportion of any state. Industries significant for the state economy include manufacturing, agriculture, mining, forestry, science and technology, and tourism. Idaho has been a predominantly Republican state since statehood, with the Republican Party dominating in both state and national elections; abortion is severely restricted and the state retains the death penalty, including methods like the firing squad. The state contains the Idaho National Laboratory. Idaho's agricultural sector supplies many products, but the state is best known for its potato crop, which comprises around one-third of the nationwide yield.
Idaho's highest point is Borah Peak, 12,662 ft (3,859 m), in the Lost River Range north of Mackay. Idaho's lowest point, 710 ft (216 m), is in Lewiston, where the Clearwater River joins the Snake River and continues into Washington. The Sawtooth Range is often considered Idaho's most famous mountain range. Other mountain ranges in Idaho include the Bitterroot Range, the White Cloud Mountains, the Lost River Range, the Clearwater Mountains, and the Salmon River Mountains. Salmon-Challis National Forest is located in the east central sections of the state, with Salmon National Forest to the north and Challis National Forest to the south. The forest is in an area known as the Idaho Cobalt Belt, which consists of a 34 miles (55 km) long geological formation of sedimentary rock that contains some of the largest cobalt deposits in the U.S. Idaho has two time zones, with the dividing line approximately midway between Canada and Nevada. Southern Idaho, including the Boise metropolitan area, Idaho Falls, Pocatello, and Twin Falls, are in the Mountain Time Zone. A legislative error (15 U.S.C. ch. 6 §264) theoretically placed this region in the Central Time Zone, but this was corrected with a 2007 amendment.

The Transportation Security Administration (TSA) is an agency of the United States Department of Homeland Security (DHS) that has authority over the security of transportation systems within and connecting to the United States. It was created as a response to the September 11 attacks to improve airport security procedures and consolidate air travel security under a combined federal law enforcement and regulatory agency. The TSA develops key policies to protect the U.S. transportation system, including highways, railroads, bus networks, mass transit systems, ports, pipelines, and intermodal freight facilities. It fulfills this mission in conjunction with other federal, state, local and foreign government partners. However, the TSA's primary mission is airport security and the prevention of aircraft hijacking. It is responsible for screening passengers and baggage at more than 450 U.S. airports, employing screening officers, explosives detection dog handlers, and bomb technicians in airports, and armed Federal Air Marshals and Federal Flight Deck Officers on aircraft. At first a part of the Department of Transportation, the TSA became part of DHS in March 2003 and is headquartered in Springfield, Virginia. As of the fiscal year 2023, the TSA operated on a budget of approximately $9.70 billion and employed over 47,000 Transportation Security Officers, Transportation Security Specialists, Federal Air Marshals, and other security personnel. The TSA has screening processes and regulations related to passengers and checked and carry-on luggage, including identification verification, pat-downs, full-body scanners, and explosives screening.
The TSA was created largely in response to the terrorist attacks of September 11, 2001, which revealed weaknesses in existing airport security procedures. At the time, a myriad of private security companies managed air travel security under contract to individual airlines or groups of airlines that used a given airport or terminal facility. Proponents of placing the government in charge of airport security, including Transportation Secretary Norman Mineta, argued that only a single federal agency could best protect passenger aviation. Congress agreed, and authorized the creation of the TSA in the Aviation and Transportation Security Act, which was signed into law by President George W. Bush on November 19, 2001. Bush nominated John Magaw on December 10, and he was confirmed by the Senate the following January. The agency was initially placed under the United States Department of Transportation but was moved to the Department of Homeland Security when that department was formed on March 9, 2003. The new agency's effort to hire screeners to begin operating security checkpoints at airports represents a case of a large-scale staffing project completed over a short period. The only effort in U.S. history that came close to it was the testing of recruits for the armed forces in World War II. During the period from February to December 2002, 1.7 million applicants were assessed for 55,000 screening jobs. Private screening did not disappear entirely under the TSA, which allows airports to opt-out of the federal screening and hire firms to do the job instead. Such firms must still get TSA approval under its Screening Partnership Program (SPP) and follow TSA procedures. Among the handful of U.S. airports with privately operated checkpoints are San Francisco International Airport, Kansas City International Airport, Greater Rochester International Airport, Tupelo Regional Airport, Key West International Airport, and Charles M. Schulz–Sonoma County Airport. However, the bulk of airport screening in the U.S. is done by the TSA's 46,661 (as of FY 2018) Transportation Security Officers (TSOs). They examine passengers and their baggage, and perform other security duties within airports, including controlling entry and exit points, and monitoring the areas near their checkpoints. In August 2017, the General Services Administration announced a new headquarters for the TSA would be built in Springfield, Virginia.
Leadership When the TSA was part of the Department of Transportation, the head of the agency was referred to as the undersecretary of transportation for security. Following the move to the Department of Homeland Security in March 2003, the position was reclassified as the administrator of the Transportation Security Administration. There have been seven administrators and six acting administrators in the TSA's 23-year history. Several have come to the job after previously serving as Coast Guard flag officers, including Loy, Neffenger, and Pekoske. Following the passage of the FAA Reauthorization Act of 2018, which included a provision known as the TSA Modernization Act, the administrator's term was set as a five-year term retroactive to the start of current administrator David Pekoske's term.

FBI has jurisdiction over violations of more than 200 categories of federal crimes. The FBI maintains a list of its top 10 most wanted fugitives. Although many of the FBI's functions are unique, its activities in support of national security are comparable to those of the British MI5 and NCA and the Russian FSB. Unlike the Central Intelligence Agency (CIA), which has no law enforcement authority and is focused on intelligence collection abroad, the FBI is primarily a domestic agency, maintaining 56 field offices in major cities throughout the United States, and more than 400 resident agencies in smaller cities and areas across the nation. At an FBI field office, a senior-level FBI officer concurrently serves as the representative of the director of national intelligence. Despite its domestic focus, the FBI also maintains a significant international footprint, operating 60 Legal Attache (LEGAT) offices and 15 sub-offices in U.S. embassies and consulates across the globe. These foreign offices exist primarily for the purpose of coordination with foreign security services and do not usually conduct unilateral operations in the host countries. The FBI can and does at times carry out secret activities overseas, just as the CIA has a limited domestic function. These activities generally require coordination across government agencies. The FBI was established in 1908 as the Bureau of Investigation, the BOI or BI for short. Its name was changed to the Federal Bureau of Investigation (FBI) in 1935. The FBI headquarters is the J.

J. Edgar Hoover served as FBI director from 1924 to 1972, a combined 48 years with the BOI, DOI, and FBI. He was chiefly responsible for creating the Scientific Crime Detection Laboratory, or the FBI Laboratory, which officially opened in 1932, as part of his work to professionalize investigations by the government. Hoover was substantially involved in most major cases and projects that the FBI handled during his tenure. But as detailed below, his tenure as Bureau director proved to be highly controversial, especially in its later years. After Hoover's death, Congress passed legislation that limited the tenure of future FBI directors to ten years. Early homicide investigations of the new agency included the Osage Indian murders. During the "War on Crime" of the 1930s, FBI agents apprehended or killed a number of notorious criminals who committed kidnappings, bank robberies, and murders throughout the nation, including John Dillinger, "Baby Face" Nelson, Kate "Ma" Barker, Alvin "Creepy" Karpis, and George "Machine Gun" Kelly. Other activities of its early decades focused on the scope and influence of the white supremacist group Ku Klux Klan, a group with which the FBI was evidenced to be working in the Viola Liuzzo lynching case. Earlier, through the work of Edwin Atherton, the BOI claimed to have successfully apprehended an entire army of Mexican neo-revolutionaries under the leadership of General Enrique Estrada in the mid-1920s, east of San Diego, California. Hoover began using wiretapping in the 1920s during Prohibition to arrest bootleggers. In the 1927 case Olmstead v. United States, in which a bootlegger was caught through telephone tapping, the United States Supreme Court ruled that FBI wiretaps did not violate the Fourth Amendment as unlawful search and seizure, as long as the FBI did not break into a person's home to complete the tapping. After Prohibition's repeal, Congress passed the Communications Act of 1934, which outlawed non-consensual phone tapping, but did allow bugging. In the 1939 case Nardone v. United States, the court ruled that due to the 1934 law, evidence the FBI obtained by phone tapping was inadmissible in court. After Katz v.

Competition is a key component of public procurement which affects the outcomes of the whole process. There is a great amount of competition over public procurements because of the massive amount of money that flows through these systems; It is estimated that approximately eleven trillion USD is spent on public procurement worldwide every year. To prevent fraud, waste, corruption, or local protectionism, the laws of most countries regulate government procurement to some extent. Laws usually require the procuring authority to issue public tenders if the value of the procurement exceeds a certain threshold.
Government procurement or public procurement is the purchase of goods, works (construction), or services by the state, such as by a government agency or a state-owned enterprise. In 2019, public procurement accounted for approximately 12% of GDP in OECD countries. In 2021, the World Bank Group estimated that public procurement made up about 15% of global GDP. Therefore, government procurement accounts for a substantial part of the global economy. Public procurement is based on the idea that governments should direct their society while giving the private sector the freedom to decide the best practices to produce the desired goods and services. One benefit of public procurement is its ability to cultivate innovation and economic growth. The public sector picks the most capable nonprofit or for-profit organizations available to issue the desired good or service to the taxpayers. This produces competition within the private sector to gain these contracts that then reward the organizations that can supply more cost-effective and quality goods and services. Some contracts also have specific clauses to promote working with minority-led, women-owned businesses and/or state-owned enterprises. Others One issue of public procurement is the inability of governments to measure economic productivity, because as the size of public procurement systems substantially grows, so do their complexity and influence. Public procurement is heavily embedded in all forms of public sector goods and services, from health care to road maintenance, thus making it difficult for the government to monitor the impacts, positive or negative. Monitoring public spending and its impact is important to reform public procurement, especially when pending economic instability calls for proactive responses. In some cases, if a nation is extremely impoverished, it may not have the necessary funds or a large enough private sector to even procure companies to issue the goods or services to the people. Thus, omitting public procurement as a potential governing practice. Cost-plus contracts can incentivize cost overruns. Regulation by jurisdiction Albania Albania's Public Procurement Agency (Agjencia e Prokurimit Publik) is a central body with legal and public personality reporting to the Prime Minister, and financed by the State Budget. Its activity is based on: Law No. 9643/2006 "On public procurement", as amended Law No. 125/2013 "On concessions and public private partnership", as amended, which repealed the previous law "On concessions" (Law No. 9663, dated 18 December 2006), and Law No.

A background check is a process used by an organisation or person to verify that an individual is who they claim to be, and check their past record to confirm education, employment history, and other activities, and for a criminal record. The frequency, purpose, and legitimacy of background checks vary among countries, industries, and individuals. An employment background check typically takes place when someone applies for a job, but it can also happen at any time the employer deems necessary.
Regulation The Financial Services Authority states in their Training & Competence guidance that regulated firms should have: Adequacy of procedures for taking into account knowledge and skills of potential recruits for the role Adequacy of procedures for obtaining sufficient information about previous activities and training Adequacy of procedures for ensuring that individuals have passed appropriate exams or have appropriate exemptions Adequacy of procedures for assessing competence of individuals for sales roles The Financial Services Authority's statutory objectives:
Character reference checks Employers may investigate past employment to verify position and salary information. More intensive checks can involve interviews with anybody that knew or previously knew the applicant—such as teachers, friends, coworkers, neighbors, and family members; however, extensive hearsay investigations in background checks can expose companies to lawsuits. Past employment and personal reference verifications are moving toward standardization with most companies in order to avoid expensive litigation. These usually range from simple verbal confirmations of past employment and timeframe to deeper, such as discussions about performance, activities and accomplishments, and relations with others. The past experiences and the companies which have provided these experiences are also verified and researched upon to detect frauds. Identity and address verification A fraudulent SSN may be indicative of identity theft, incorrect claims of citizenship status, or concealment of a "past life". Background screening firms usually perform a Social Security trace to determine where the applicant or employee has lived. The hiring of undocumented workers has become an increasing issue for American businesses since the formation of the Department of Homeland Security and its Immigration and Customs Enforcement (ICE) division, as immigration raids have forced employers to consider including legal working status as part of their background screening process. All employers are required to keep government Form I-9 documents on all employees and some states mandate the use of the federal E-Verify program to research the working status of Social Security numbers.

History Prior to the creation of CWI, Boise was one of the largest metropolitan statistical areas in the United States without a community college. CWI was created on May 22, 2007, when voters of Canyon and Ada counties passed a measure to allow the formation of the new community college district. In June 2007, the Albertson Foundation announced it was donating $10 million to help found the college. In July 2007, the Idaho State Board of Education selected an initial five-member board of trustees. The following month Boise State University faculty member Dennis Griffin was named to a two-year term as the college's first president and CWI began offering academic classes on January 20, 2009, with an enrollment of over 1,100 students. In the summer of 2009 the professional-technical programs from Boise State University's Selland College of Applied Technology transitioned to CWI. By the fall 2009 semester, CWI enrollment had expanded to over 3,600 students. In January 2010, CWI applied for accreditation from the Northwest Commission on Colleges and Universities (NWCCU). NWCCU granted candidacy status at the associate degree level in 2012 and initial accreditation in 2016. President Griffin retired in August 2009 and was succeeded by Bert Glandon. After serving as president for 12 years, Glandon retired from CWI on May 15, 2021. The college's board of trustees named Denise Aberle-Cannata the interim president. CWI Board of Trustees extended an offer to Gordon Jones on Dec. 9, 2021 to be the next president at College of Western Idaho. Gordon Jones accepted the position of President at CWI and began his tenure as the third president in CWI's history on Jan.

The Treasure Valley is a valley in the western United States, primarily in southwestern Idaho, where the Payette, Boise, Weiser, Malheur, and Owyhee rivers drain into the Snake River. It includes all the lowland areas from Vale in rural eastern Oregon to Boise, and is the most populated area in Idaho. eflect the treasure chest of resources and opportunities that the region offered. The valley has a very diverse terrain, from sage flatlands, to mesas, agricultural areas, and urbanized areas. As the Boise Metropolitan Area grows, more and more undeveloped and agricultural land is being urbanized. History Settling the region The tribes that roamed the area, specifically, were the Northern Paiute and Shoshone. In 1834, Thomas McKay built the original Fort Boise, in the area near present-day Parma, which was run for a time by Francois Payette. It later was moved because of flooding troubles and was abandoned in 1854. The Oregon Trail runs through the Treasure Valley. The valley was settled for the most part by ranchers and farmers, initially to supply the gold and silver mining communities in the higher elevations nearby: Idaho City in the Boise Basin and Silver City in the Owyhees. A new Fort Boise was constructed by the U.S. Army in 1863 in present-day Boise, from which the city grew.

A private security company is a business entity which provides armed or unarmed security services and expertise to clients in the private or public sectors. Overview Private security companies are defined by the U.S. Bureau of Labor Statistics as companies primarily engaged in providing guard and patrol services, such as bodyguard, guard dog, parking security and security guard services. Many of them will even provide advanced special operations services if the client demands it. Examples of services provided by these companies include the prevention of unauthorized activity or entry, traffic regulation, access control, and fire and theft prevention and detection. These services can be broadly described as the protection of personnel and/or assets. Other security services such as roving patrol, bodyguard, and guard dog services are also included, but are a very small portion of the industry. During the COVID-19 pandemic, some security companies engaged in vaccine supply chain services as well. The private security industry is rapidly growing – currently there are 2 million full-time security workers in the United States and this number is expected to increase by 21% percent through 2020, making the security industry a $100 billion a year industry, with projected growth to $200 billion by 2010. The United States is the world's largest consumer of private military and security services, and the private security industry in the U.S. began seeing a huge increase in demand in 2010. Since then, the U.S.

sportation security, maritime security and sea rescue, and the mitigation of weapons of mass destruction. It began operations on March 1, 2003, after being formed as a result of the Homeland Security Act of 2002, enacted in response to the September 11 attacks. With more than 240,000 employees, DHS is the third-largest Cabinet department, after the departments of Defense and Veterans Affairs. Homeland security policy is coordinated at the White House by the Homeland Security Council.
The mission of the Office will be to develop and coordinate the implementation of a comprehensive national strategy to secure the United States from terrorist threats or attacks. The Office will coordinate the executive branch's efforts to detect, prepare for, prevent, protect against, respond to, and recover from terrorist attacks within the United States. Ridge began his duties as OHS director on October 8, 2001. On November 25, 2002, the Homeland Security Act established the Department of Homeland Security to consolidate U.S. executive branch organizations related to "homeland security" into a single Cabinet agency. In January 2003, the office was superseded, but not replaced by the Department of Homeland Security and the White House Homeland Security Council, both of which were created by the Homeland Security Act of 2002. The Homeland Security Council, similar in nature to the National Security Council, retains a policy coordination and advisory role and is led by the assistant to the president for homeland security. The Gilmore Commission, supported by much of Congress and John Bolton, helped to solidify further the need for the department.
According to political scientist Peter Andreas, the creation of DHS constituted the most significant government reorganization since the Cold War and the most substantial reorganization of federal agencies since the National Security Act of 1947 (which had placed the different military departments under a secretary of defense and created the National Security Council and Central Intelligence Agency). Creation of DHS constitutes the most diverse merger ever of federal functions and responsibilities, incorporating 22 government agencies into a single organization. The founding of the DHS also marked a change in American thought towards threats, reflective of the culture of anxiety and fear that had come about in the wake of the September 11 attacks. Introducing the term "homeland" centers attention on a population percived to be vulnerable, and which needs to be protected not only against emergencies such as natural disasters but also against hypothetical diffuse threats from individuals who are non-native to the United States. During the signing of the Homeland Security Act, President Bush spoke of "ruthless killers who move and plot in shadows." Prior to the signing of the bill, controversy about its adoption was focused on whether the Federal Bureau of Investigation and the Central Intelligence Agency should be incorporated in part or in whole (neither was included). The bill was also controversial for the presence of unrelated "riders", as well as for eliminating certain union-friendly civil service and labor protections for department employees. Without these protections, employees could be expeditiously reassigned or dismissed on grounds of security, incompetence or insubordination, and DHS would not be required to notify their union representatives. The plan stripped 180,000 government employees of their union rights. In 2002, Bush officials argued that the September 11 attacks made the proposed elimination of employee protections imperative. In an August 5, 2002, speech, President Bush said: "We are fighting ... to secure freedom in the homeland." Prior to the creation of DHS, U.S. Presidents had referred to the U.S. as "the nation" or "the republic" and to its internal policies as "domestic".

A criminal record (not to be confused with a police record or arrest record) is a record of a person's criminal convictions history. The information included in a criminal record, and the existence of a criminal record, varies between countries and even between jurisdictions within a country. In most cases it lists all non-expunged criminal offences and may also include traffic offences such as speeding and drunk driving. In most countries, a criminal record is limited to unexpunged and unexpired actual convictions (where the individual has pleaded guilty or been found guilty by a qualified court, resulting in the entry of a conviction), while in some it can also include arrests, charges dismissed, charges pending and charges of which the individual has been acquitted. A criminal history may be relevant for international travel, and for the charging and sentencing of persons who commit additional criminal offenses. They are also used by potential employers, lenders, and others to assess a person's trustworthiness. Criminal records may also be stored on national databases or crime information centers, where they can be viewed internationally via Interpol.

Spain The criminal record system for Spain exists in the form of the "Central Criminal Records Registry" (Registro Central de Penados). It contains convictions for all crimes and also for misdemeanors. The Central Criminal Records Registry is not publicly accessible and therefore very few public agencies and no private agencies have access to it. This has been confirmed by the New Penal Code (1995) Art.136.4. Therefore, the Central Criminal Records Registry is only accessible to judges, public prosecutors and the judicial police for investigative purposes. Other cases where direct access can be granted include: Guardia Civil for gun permits and border control police. Besides judges, prosecutors and some police agencies, only the recorded subject may request a copy of their personal Conviction Record. In Spain, conviction records are not 'expunged' as they are not erased completely but rather are 'cancelled' in a process known as 'cancelling a conviction record'. Therefore, judges will still be aware of the records but they disregarded as an aggravating factor when sentencing. Once conviction records are cancelled, the individual will possess a clean criminal record. Therefore, the record of their convictions will be sealed in the Central Criminal Records Registry and is likely made unavailable to the police. To cancel a conviction record the following requirements under Penal Code 47 (art.136.2) must be met: 1) A period of time after having served the sentence must have elapsed (6 months, 2 years, 3 years or 5 years depending on the sentence); 2) no further crime has been committed in the interim; 3) civil compensation has been paid or the person has been declared without money. To cancel a criminal record, the individual either makes a free of charge formal request to the Ministry of Justice or the Central Criminal Records Registry cancels the record itself. Sweden In Sweden, the police have a record of convictions ("Belastningsregistret"). It does not contain arrests, and its information is not available for general public, even regarding serious crimes. Individuals can ask for a copy of their own record once per year, or for a fee anytime. For employment involving children or for security guards etc., a check will be made against the criminal record. Regular employers more and more often require applicants to get a record copy themselves and give the employer. The number of requests for own copies increased from 40,000 to 199,000 between 2003 and 2012. Sweden is one of the countries with the largest databases of criminal records, containing some of the oldest population statistics in the world. In the past, individuals were prohibited from retrieving information about themselves to prevent being forced by employers or landlords to hand over the information. Yet there have been two notable changes in Swedish regulation of criminal records. In 1989, access was given to employers with the implementation of the 'subject access' paragraph in Swedish criminal records legislation. In 2001, it became mandatory for employers to check criminal records of teachers and childcare workers before they were hired, given the seriousness of sex offences against children. Individuals' criminal history records are today more available to the public than ever before. The Swedish Criminal Records Registry is administered by the Swedish National Police Board which regulates access to criminal records and the use of criminal background checks by employers. The registry contains information on those who have been sentenced in criminal courts or summarily imposed a fine, who have had a restraining order issued against them, or in whose cases prosecution had been abstained from. Generally, the information is kept for five years if the offence was punishable by fine, and ten years if it called for other sentences and sanctions. For those aged under 18 at the time the crime was committed, information is kept for only three or five years depending on the type of punishment. In January 2014, Swedish criminal records became available online with the launch of a new website Lexbase. People can search for their friends', colleagues' and neighbours' criminal records, showing the location of convicted criminals in the past five years in their neighbourhood by plotting red dots on the map. The user is able to then pay a fee to get more information about the crime committed.

The use of force, in the context of law enforcement, may be defined as "the amount of effort required by police to compel compliance by an unwilling subject." Multiple definitions exist according to context and purpose. In practical terms, use of force amounts to any combination of threatened or actual force used for a lawful purpose, e.g. to effect arrest; defend oneself or another person; or to interrupt a crime in progress or prevent an imminent crime. Depending on the jurisdiction, legal rights of this nature might be recognized to varying degrees for both police officers and non-sworn individuals; and may be accessible regardless of citizenship. Canada's Criminal Code, for example, provides in section 494 for arrest in certain circumstances by "any one." Use of force doctrines can be employed by law enforcement officers and military personnel, who are on guard duty. The aim of such doctrines is to balance the needs of security with ethical concerns for the rights and well-being of intruders or suspects.
In Japan, the use of weapons is the pinnacle of the intensity of the use of force by Japanese police officers. There is no clear-cut provision in the actual law regarding the degree to which the use of force is permissible as a means of arrest, except in the case of the use of weapons. Under Article 7 of the Police Duties Execution Law, police officers may use weapons to apprehend criminals, prevent escape, protect themselves or others, or deter resistance to the execution of official duties. However, the use of weapons is limited to "the extent reasonably necessary in the circumstances," and, except in the case of self-defense or execution of an arrest warrant, may only be used to arrest or prevent the escape of a criminal for a serious violent crime or a criminal for whom an arrest warrant has been issued, or to deter resistance to the execution of official duties. The use of weapons is limited to the purpose of apprehending or preventing the escape of an offender who has been charged with a serious violent crime or for whom an arrest warrant has been issued, or to restraining a serious violent crime. This requirement of "to the extent deemed reasonably necessary" clarifies the so-called principle of police proportionality, which is understood to apply to the use of tangible force in general. According to the "Guidelines for the Work and Activities of Police Officers Focusing on the Prevention of Injuries and Accidents" (issued by the Deputy Commissioner of the National Police Agency on May 10, 1962), depending on the ferocity and resistance of the other party, the possible means include "using a baton and arrest techniques," "drawing a gun," "holding a gun," "threatening to shoot," and "shooting at the other party. The attitude and manner in which they can be used are shown step by step.
The use of force may be standardized by a Use of Force Continuum, which presents guidelines as to the degree of force appropriate in a given situation. One source identifies five very generalized steps, increasing from least use of force to greatest. This kind of continuum generally has many levels, and officers are instructed to respond with a level of force appropriate to the situation at hand, acknowledging that the officer may move from one part of the continuum to another in a matter of seconds. Officer attributes Education Studies have shown that law enforcement personnel with some college education (typically two-year degrees) use force much less often than those with little to no higher education. In events that the educated officers do use force, it is usually what is considered "reasonable" force. Despite these findings, very little – only 1% – of police forces within the United States have education requirements for those looking to join their forces.

Campus police or university police in the United States and Canada are sworn police or peace officers employed by a college or university to protect the private or public property of the campus and surrounding areas and the people who live, work, and visit it.
nically police officers, they are often known as campus safety or campus security. Canada Campus police in Canada are sworn in as peace officers – giving them full police powers on their respective campuses to enforce the Criminal Code, as well as local bylaws. Peace officers in Canada do not typically carry firearms like their police counterparts, so campus officers only carry a baton, pepper spray, handcuffs and a radio. Protective vests, similar to those of police, are worn. Notable examples of campus peace officer services include the University of Toronto Campus Safety Division, McMaster University Security Service, University of Alberta Protective Services and The Southern Alberta Institute of Technology. In Ontario, the term of 'campus police' is prohibited under Bill 68 of the Community Safety and Policing Act, 2019.
United States In the 2004–05 school year, 87% of college campuses had sworn officers with the power to arrest, and 90% of these departments were armed. Some secondary public school districts maintain their own police, such as the Los Angeles School Police Department, the Miami-Dade County Public Schools Police Department and the New York City Police Department School Safety Division. History in the United States While modern conceptions and roles of campus policing are relatively new, their introduction into US colleges and universities is not. Yale University is accredited with creating the first university police force in 1894, with the initial function of the removal and policing of homeless people from the university premises. However, the creation of the police force at Yale did not precipitate the implementation of nationwide campus police forces and the proliferation of modern campus policing was still not yet feasible. The next few decades of campus policing mainly occurred through the designation of police officers on universities to serve as watchmen. Under this model, officers served more or less as custodial figures whose responsibilities consisted of keeping a watchful eye over university property in the event of any defacements due to events such as water damage, fire, and other external threats. The 1950s and 1960s ushered in a shift from the custodial and “watchman" models of campus policing which emphasized the protection of property, and directly contributed to the shaping of campus police into more proactive and modern policing departments. The development of the modern model for campus policing arose out of a variety of social, historical, and political factors. One of these factors included the growth of student enrollment in college campuses across the country at large, following World War II. Increases in enrollment helped to transform campuses into their own municipalities, and with this change in demographic came increased incidents of crime. University presidents soon sought to implement university police forces of their own to help control various crimes and other issues that arose due to large student populations. This was done primarily through the lobbying of several state legislatures. In addition to increases in enrollment, the antiwar, civil rights, and other protest movements of the 1960s and 1970s similarly contributed to the development and evolution of campus policing as it is known today. It was during this time that colleges and universities began to hire former members of law enforcement and the military to control student protesters. With these political and social forces at play, universities continued to model the function of their police forces after city police departments, in what is known as a vocational policing. Under this model, the university would have direct oversight over the police force, and a more militarized structure of hierarchies would be at play. Similar trajectories would occur with the implementation of police officers, known as school resource officers (SRO's) in U.S. public schools. As of 2016, 77% of schools in the U.S.

The city is home to the Boise Art Museum, Idaho State Capitol, the annual Treefort Music Fest, and the Basque Block. History Etymology The origin of the name is uncertain. One account credits Capt. B. L. E. Bonneville of the U.S. Army as its source. After trekking for weeks through dry and rough terrain, his exploration party reached an overlook with a view of the Boise River Valley. The place where they stood is called Bonneville Point, located on the Oregon Trail east of the city. According to the story, a French-speaking guide, overwhelmed by the sight of the verdant river, yelled "Les bois! Les bois!" ("The woods! The woods!")—and the name stuck. The name may also derive from earlier mountain men who named the river that flows through the city. In the 1820s, French Canadian fur trappers associated with the British-owned Hudson's Bay Company set trap lines in the vicinity. Set in a high-desert area, the tree-lined valley of the Boise River became a distinct landmark, an oasis dominated by cottonwood trees.
Tribes and First Contact The area of Boise valley was inhabited by Boise Valley Shoshone and Bannock tribes, a part of the "Snake Country". According to the City of Boise's "History of Boise" report, "they gathered annually in the valley to participate in trading rendezvous with other tribes and catch salmon in the Boise River runs to help sustain them year-round. They spent winters in the valley where the climate was milder and visited the hot springs for bathing and healing. Castle Rock, called Eagle Rock by the tribes, was and remains a sacred site." Boise Valley Bannock tribes belonged to the "tuuˀagaidɨkaˀa" (black trout eaters). Boise Valley Shoshone belonged to the "Yahandeka" (groundhog eaters) grouping. They were among the early mounted Shoshone bands. They traveled over a considerable range by the beginning of the nineteenth century, with their main hunting lands along the lower Boise River and Payette River. When Donald MacKenzie developed the Snake country fur trade after 1818, the most prominent of the Boise Shoshone, Peiem (a Shoshoni rendition of "Big Jim", their leader's English name), became the most influential leader of the large composite Shoshoni band that white trappers regularly encountered in the Snake Country. In 1811, Wilson Hunt, employed as an agent in the fur trade under John Jacob Astor, organized and led the greater part of a group of about 60 men on an overland expedition to establish a fur trading outpost at the mouth of the Columbia River. This expedition passed through the Boise valley, and was the first ever time a white American has entered the region. Because of the War of 1812 and the lack of U.S. fur trading posts in the Pacific Northwest, most of the route was not used in the following two decades, and thus Snake Country remained free of settler incursions. After the conclusion of the war of 1812, until the 1840s, Oregon, while officially "jointly administered", was solely dominated by the British Hudson's Bay Company (HBC), which had a land connection to the inland of the Canadian Prairies via York Factory Express. Snake Country, including Boise Valley remained independent and relatively free of settler passage and incursion. There were two main reasons for this. Firstly, the general region east of the Cascades and west of the Rockies was described at the time in the media and literature of the eastern US as the "Great American Desert", an arid unproductive region, unsuitable for habitation. This discouraged settlers from traveling to the region of Boise; however, Oregon Country, on the other side of the Cascades, was a desirable destination for them. Nevertheless, the British had an official policy of discouraging American settlers, and settler incursions into Boise Valley along the Oregon Trail remained low until the early 1840s. The HBC established a fort in the region, the Old Fort Boise, 40 miles (64 km) west, near Parma, down the Boise River near its confluence with the Snake River at the Oregon border.
The North End, generally defined as the part of Boise north of State Street, contains many of the city's older homes. It is known for its tree-lined drives such as Harrison Boulevard, and for its quiet neighborhoods near the downtown area. Downtown Boise is visible from Camel's Back Park. On 13th Street, Hyde Park is home to restaurants and other businesses. The North End also hosts events such as the annual Hyde Park Street Fair. In 2008, the American Planning Association designated Boise's North End one of 10 Great Neighborhoods. Boise Highlands The Boise Highlands is just north of the North End; its location is generally defined as north of Hill Road and east of Bogus Basin Road.

105, which by 2025 was estimated to have risen to 275,123, making it the second-most populous county in Idaho. The county seat is Caldwell, and its largest city is Nampa. Canyon County is part of the Boise metropolitan area. History Hudson's Bay Company established Fort Boise in 1834 near what is now Parma, but abandoned it in 1855. Emigrants traveled through Canyon County on the Oregon Trail. Discovery of gold in the Boise Basin in 1862 brought settlement to the region again. The lower Boise River was fully contained within Boise County from 1863 until the formation of Ada County in 1864. Settlement of the lower Boise River west of Boise City was limited prior to the completion of the Oregon Short Line Railroad. Middleton was the first European settlement of Canyon County, starting in 1863. The 1870 Census for Ada County listed 76 residents of the Boise Valley, excluding Boise City and the 1880 Census listed 44 residents at Middleton. The arrival of the railroad at Caldwell led to the establishment of a town there as of August 1883. Businessmen James A. McGee and Alexander Duffes filed the plat for nearby Nampa in 1886. Parma was settled around the same time, with the Old Fort Boise post office being moved to the town's location; it was incorporated in 1904. Ada County established precincts for each of the settlements with a combined 1890 Census population of 2,311. Significant settlement of Greenleaf and Notus started around 1904 with the two settlements listed as precincts at the 1910 census. Notus was incorporated in 1921 while Greenleaf was incorporated prior to 1980. Melba was incorporated in 1912 while Wilder was incorporated in 1919. The City of Star annexed a portion of territory in northeast Canyon County prior to 2007, becoming the county's ninth incorporated city. The majority of Star is located within Ada County. The Idaho Legislature created Canyon County from Ada County in an act approved March 7, 1891, effective at the November 26, 1892, election. Caldwell was established as the county seat. The county originally contained all of Canyon and Payette counties and part of Gem; Gem County formed in 1915 and Payette County in 1917.

Irrigation (1890– ) Early settlers arriving in the area came with no knowledge of gravity flow irrigation. Their previous homes were in areas where rain provided the needed moisture to raise crops. Irrigation soon became a necessity, since having a water source was a requirement for receiving the patent for the land from the U.S. Land Office. Irrigation districts, such as the Nampa-Meridian and Settlers irrigation districts, continue to serve the immediate Meridian area. The town was established in 1891 on the Onweiler farm north of the present site and was called Hunter. Two years later an I.O.O.F. lodge was organized and called itself Meridian because it was located on the Boise Meridian, and the town was renamed. The Settlers' Irrigation Ditch, 1892, changed the arid region into a productive farming community which was incorporated in 1902. Village (1903–41) The original Meridian town site was filed in 1893 on homestead grant land belonging to Eliza Ann Zenger. Her husband, Christian, filed the plat with county officials and called it Meridian. The early settlers, many of whom were relatives, left their homes in Missouri to go west, either by wagon, train, or immigrant railroad car, bringing their lodge and church preferences with them. They established local institutions soon after arriving and filed for homestead lands. Meridian was incorporated in 1903. Around the start of the 20th century, settlers established fruit orchards and built fruit packing businesses and prune dryers along the railroad tracks. Local orchards produced many varieties of apples and Italian prunes. Production continued through the mid-1940s when it was no longer profitable and the businesses closed.
Rail transportation (1908–28) Following the raising of $4,000 to lay the Interurban rail line from Onweiler (Meridian and Ustick Roads), the tracks were completed into the village center. Turning east on Broadway and ending at East Second, the last car would spend the night in Meridian before returning to Boise early the next morning with passengers and freight. The interurban Station and Generator building (west one-third of the old library at Meridian and Idaho Streets) was built in 1912, and the line continued on to Nampa via Meridian. The tracks down Broadway were not used after 1912. The Interurban Company entered into receivership and closed in 1928 after 20 years of providing continuous transportation to neighboring towns. It was Meridian's main connection to the area outside the local community. The Union Pacific Railroad spur opened in 1900 and is currently operated by the Boise Valley Railroad.

HAIKU · HIGH GATE
How do Idaho State Police coordinate with private security companies operating in the Boise metropolitan area?
Idaho State Police enforce criminal law across the Treasure Valley while private security companies provide asset protection under Idaho's security guard licensing requirements. Both the Idaho Attorney General's office and the Idaho State Police maintain separate jurisdictional authority, with security companies often referring criminal matters to law enforcement when incidents occur on their clients' property.
What background check requirements apply to security personnel versus law enforcement officers in the Treasure Valley?
Idaho State Police officers undergo federal background checks through the FBI and the United States Department of Homeland Security as part of government procurement standards. Security guards working for security companies in the Boise area must complete background checks administered under Idaho law, though the standards differ from those applied to sworn law enforcement.
Which federal agencies oversee security operations at Boise State University and College of Western Idaho campuses?
The Transportation Security Administration and the Federal Bureau of Investigation maintain jurisdiction over security matters at these institutions, while campus security personnel coordinate with local Boise law enforcement on criminal justice issues. Idaho State Police also provide mutual aid to campus agencies when incidents occur within the Treasure Valley's educational institutions.
How does the Idaho Attorney General's office distinguish between law enforcement and security service authority in government procurement for Treasure Valley agencies?
The Idaho Attorney General oversees government procurement standards that separate sworn law enforcement duties from contracted security services in Boise-area agencies. Idaho law defines security companies as distinct entities providing specialized protection services, while the Idaho State Police retain exclusive authority over criminal investigations and law enforcement operations across the Treasure Valley.
