45 C.F.R. § 3.27 — Bicycles.

§ 3.27 Bicycles. A person may not operate a bicycle, motorbike, or similar vehicle without a horn or other warning device, and, if the vehicle is operated between dusk and dawn, it must be equipped with an operating headlight, and taillight or reflector.
