Definitions.

§ 83.3 Definitions. As used in this part: (a) Individual means a citizen of the United States or an alien lawfully admitted for permanent residence; (b) Information means papers, records, photographs, magnetic storage media, micro storage media, and other documentary materials, regardless of physical form or characteristics, containing data about an individual and required by GAO in pursuance of law or in connection with the discharge of official business, as defined by statute, regulation, or administrative procedure; (c) Maintain includes to collect, to use, or to disseminate; (d) Personnel record means any record concerning an individual which is maintained pursuant to GAO's personnel management process or personnel policy setting process; (e) Record means any item, collection, or grouping of information about an individual that is maintained by GAO, including, but not limited to, education, financial transactions, medical history, criminal history, or employment history, that contains the name or other identifying particular assigned to the individual, such as a fingerprint, voice print, or a photograph; (f) Routine use means the disclosure of a record for a purpose which is compatible with the purpose for which it was collected; (g) System of personnel records means a group of personnel records under the control of GAO from which information is retrieved by the name of the individual or by some identifying number, symbol, or other indentifying particular assigned to the individual; and, (h) System manager means the Director of Personnel, his designee, or other GAO official designated by the Comptroller General, who has the authority to decide matters relative to systems of personnel records maintained by GAO.
