The Idaho Army National Guard is a component of the United States Army and the United States National Guard. The 124th Fighter Wing is a unit of the Idaho Air National Guard, stationed at Gowen Field Air National Guard Base in Boise, Idaho, United States. It operates the Fairchild Republic A-10 Thunderbolt II aircraft conducting close air support missions. If activated to federal service, the wing is gained by Air Combat Command (ACC) of the U.S. Air Force. Mission The federal mission of the 124th Fighter Wing under Title 10 United States Code is to properly equip and train personnel in a high state of readiness for immediate tasking as levied by higher headquarters as part of the Air Reserve Component (ARC) of the U.S. Air Force.
Composite Wing In the mid-1990s the mission of the 124th changed considerably. On 1 October 1995, the status of the 124th was changed from Group to Wing, and the organization became the 124th Fighter Wing on 1 October 1995. On 20 April 1996, the Air Force withdrew the last F-4Gs from the 124th FW and the aircraft were consigned to storage at Davis Monthan AFB, Arizona. This marked the final retirement of the F-4 Phantom II from active service with any American military unit, and after 20 years of service with the Idaho Air National Guard. The Phantoms of the 190th Fighter Squadron were replaced by the A-10 Thunderbolt II air-ground support aircraft, better known as the "Warthog". The 124th also became a composite wing, designated the 124th Wing on 1 September 1996 with the activation of the 189th Airlift Squadron at Boise ANGB. The squadron, assigned to the 124th Operations Group, was a tactical airlift squadron, equipped with Lockheed C-130E Hercules transports.
Prior to its activation as a squadron in 1995, the 189th Airlift Squadron was initially formed on 1 April 1984 as the 189th Tactical Reconnaissance Training Flight. Its mission was a Formal Training Unit (FTU) for aircrews being assigned to the 124th Tactical Reconnaissance (later Fighter) group flying RF-4C Phantom II reconnaissance and later F-4G Phantom II electronic warfare aircraft. On 16 March 1992 it was re-designated as the 189th Fighter Flight. The flight used 190th TFS/FS aircraft for its training mission. With the retirement of the F-4Gs in 1995, the status of the unit was changed from a flight to a squadron, and it received C-130E aircraft for operational missions. The 189th supported countless deployments all over the world in support of the U.S. Southern Command, Operation Allied Force, Operation Southern Watch, Operation Enduring Freedom and Operation Iraqi Freedom. They also responded to winter weather disasters New Mexico and provided humanitarian support for Hurricanes Katrina and Rita. The Airlift Squadron's awards include the Governor's Outstanding Unit Citation 1997, 1999, and 2005 as well as the Adjutant General Award 1998. The 189th Airlift Squadron was inactivated as a result of the 2005 Base Realignment and Closure Act on 18 October 2009. Many of the members who were part of the squadron were absorbed within the wing. With the inactivation of the 190th, the wing's designation was returned to the 124th Fighter Wing. Close Air Support The Warthog, famous for its success against Iraqi armor in the Gulf War, provides close air support to troops on the ground. Idaho's A-10s were deployed during Operation Allied Force in 1999 when they flew combat missions over Kosovo and again in Operation Iraqi Freedom in 2003. Already deployed to Kuwait in support of Operation Southern Watch, more than 250 personnel were mobilized in place. Idaho's A-10s led combat search and rescue and close air support missions in the initial weeks and months of the war. Two 190th pilots received the Distinguished Flying Cross for their efforts. On 8 April 2003, an A-10A (USAF Serial Number '78-0691') of 124th Wing/190th FS was shot down while on a combat mission, reportedly by an Iraqi Roland SAM. The pilot successfully ejected, and was soon rescued by USAF Pararescue forces of the 301st ARRS. The 190th Fighter Squadron also deployed in 2007 to Iraq, and 2008 to Afghanistan. When civil war broke out in Spain, Hitler and Mussolini lent military support to the Nationalist rebels, led by General Francisco Franco. In April 1940, Germany invaded Denmark and Norway to protect shipments of iron ore from Sweden, which the Allies were attempting to cut off. Denmark capitulated after six hours, and despite Allied support, Norway was conquered within two months. British discontent over the Norwegian campaign led to the resignation of Prime Minister Neville Chamberlain, who was replaced by Winston Churchill on 10 May 1940. On the same day, Germany launched an offensive against France. To circumvent the strong Maginot Line fortifications on the Franco-German border, Germany directed its attack at the neutral nations of Belgium, the Netherlands, and Luxembourg. By successfully implementing new Blitzkrieg tactics, the Wehrmacht rapidly advanced to the Channel and cut off the Allied forces in Belgium, trapping the bulk of the Allied armies in a cauldron on the Franco-Belgian border near Lille. The United Kingdom was able to evacuate a significant number of Allied troops from the continent by early June, although they had to abandon almost all their equipment. On 10 June, Italy invaded France, declaring war on both France and the United Kingdom. The Germans turned south against the weakened French army, and Paris fell to them on 14 June. Eight days later France signed an armistice with Germany; it was divided into German and Italian occupation zones, and an unoccupied rump state under the Vichy Regime, which, though officially neutral, was generally aligned with Germany.

National Guard units are used under the jurisdiction of the state governor they are fulfilling their militia role. When federalized by order of the president of the United States, ANG units become an active part of the U.S. Air Force. They are jointly administered by the states and the National Guard Bureau, a joint bureau of the Army and Air Force that oversees the U.S. National Guard. History Origins The modern day National Guard in the U.S. traces its origins to 13 December 1636, when the Massachusetts Bay Colony's General Court passed an act calling for the creation of three regiments, organizing existing separate militia companies in and around Boston. The creation of the militia regiments was caused by the perceived need to defend the Bay Colony against American Indians and from other European countries operating in North America. This organization formed the basis of subsequent colonial and, post-independence, state and territorial militias which later became the Army National Guard. Being "local" ground forces affiliated with the Army, militias were considered state-centric/territorial-centric in nature, this versus naval forces, which were considered wholly activities of the federal government. This distinction accounts for why there are no National Guard components in the U.S. Navy, U.S. Marine Corps or U.S. Coast Guard. Because the present day U.S. Air Force evolved from the U.S. Army, it was only natural that a separate Air National Guard would be established with the divestiture of the former U.S. Army Air Forces and its establishment as a separate and independent U.S.
The Air National Guard as it exists today, a separate reserve component of the United States Air Force in addition to the purely "federal" Air Force Reserve, was a product of the politics of postwar planning and inter-service rivalry during World War II. The Army Air Forces leaders who planned and maneuvered for an independent postwar Air Force during World War II had little confidence in the reserves of the U.S. Army, especially the state-dominated National Guard. On the contrary, those leaders expected to build the largest and most modern standing air force possible. However, domestic politics and American history forced them to significantly alter their plans. Determined to include an Air Force National Guard in the postwar U.S. military establishment during World War II, the National Guard Association of the United States flexed its considerable political muscle. It compelled the U.S. Army Air Forces (USAAF) to plan for a significant Air Force National Guard once the overseas fighting ended. General of the Army George C. Marshall, the Army chief of staff, also pressured the USAAF to revise its ambitious plans for a large postwar active duty force. When President Harry S. Truman instituted dramatic postwar military budget cuts, he split defense dollars evenly among the Army, Navy, and Air Force. That move also required the Air Force to plan for a far smaller active duty service than it had envisaged. As a result, the Air Force needed both reserve components, the Air National Guard and the Air Force Reserve, to help fill the gap. As the wartime Army Air Forces demobilized in 1945 and 1946, inactivated unit designations were allotted and transferred to various State and Territorial Air National Guard bureaus to provide them unit designations to re-establish them as Air National Guard units. Initially, the National Guard Bureau (NGB) developed a table of organization for the Air National Guard to include at least one unit allocation per state. The territories of Alaska, Hawaii and Puerto Rico were allocated one unit designation each. A table of organization was developed in which a series of twelve ANG Wings were allocated to provide command and control over separate regions of the United States. Each Wing controlled three or four Groups within the region. The Groups controlled squadrons within the region, sometimes distributed over several states. On 21 August 1946, inactivated USAAF group and squadron designations were transferred from the Department of the Army to the National Guard Bureau. The units were re-designated with unit designations within the 101–299 range and allotments were made to Adjutant General of the states and territories whose mission it was to organize the units being allocated and prepare them for federal recognition by the NGB. The combat element was organized into twelve wings which were then divided into 20 fighter groups totaling 62 squadrons, two light bombardment groups comprising four squadrons, and five composite groups with twelve fighter squadrons and six bombardment squadrons.
During the Korean War, some 45,000 air guardsmen, 80 percent of the force, were mobilized. That callup exposed the weaknesses of the United States' various military reserve programs, including the ANG. Sixty-six of the Air Guard's ninety-two flying squadrons, along with numerous support units, were mobilized. Once in federal service, they proved to be unprepared for combat. Many key air guardsmen were used as fillers elsewhere in the Air Force. It took three to six months for some ANG units to become combat ready. Some never did. Eventually, they made substantial contributions to the war effort and the Air Force's global buildup. In the Far East, the ANG's 136th and 116th Fighter-Bomber Wings compiled excellent combat records flying F-84 Thunderjets. Air guardsmen flew 39,530 combat sorties and destroyed 39 enemy aircraft. But, 101 of them were either killed or declared missing in action during the conflict. Four air guardsmen—captains Robert Love (California), Clifford D. Jolley (Utah), and Robinson Risner (Oklahoma), plus Major James Hagerstrom (Texas) – became aces, with some, such as Risner, later transferring to the Regular Air Force. Largely as a result of the Korean War experience, senior ANG and Air Force leaders became seriously committed to building the Air National Guard as an effective reserve component. With the reinforcement of the Far East Air Forces (FEAF), Air National Guard squadrons were deployed to Europe in late 1950, being assigned to newly constructed bases in France as part of United States Air Forces in Europe (USAFE). These deployments helped reinforce the NATO commitment of the United States in case the combat in Korea became part of a wider conflict with the Soviet Union. Beginning in February 1951, mobilized units were assigned to Air Defense Command (ADC), Strategic Air Command (SAC) and Tactical Air Command (TAC), replacing or augmenting active duty units. Air national guardsmen assigned to ADC also were assigned to aircraft control and warning as well as radar calibration units. Their organizations either strengthened American air defenses or were converted to tactical air control units that directed Air Force fighter aircraft in the continental United States, Alaska, Newfoundland, Europe, and French Morocco. As a result of the federalization of the Air National Guard, ADC, SAC and TAC established additional wings for command and control of the federalized units.

Wildfire suppression efforts depend on many factors such as the available fuels, atmospheric conditions, topography, and the size of the wildfire. Due to these complicating factors and additional remoteness, wildland firefighters use different tactics, techniques, and procedures, while using specially designed vehicles and tools. Wildland firefighters work to suppress flames, construct firelines, and extinguish flames in order to protect life, property, and natural wilderness. Firefighters often encounter fires that spill into smaller human settlements, leading to the development of the wildland–urban interface.
Prior to European colonization, Indigenous communities embraced fire to modify nature and change their environment. Once populations began to grow across the U.S., wildfires started to trigger unprecedented destruction of property and sometimes resulted in massive death tolls. Greater impact on people's lives led to government intervention and changes to how wildfires were addressed. The same day as the Great Chicago Fire, a much larger, more deadly fire occurred. The Peshtigo Fire broke out on the morning of October 8, 1871. It burned for three days, and while estimates vary, the consensus is that it killed more than 1,200 people – making it the deadliest wildfire in American history to this day. In addition to the number of people killed, the fire burned more than 1.2 million acres of land and spread to nearby towns, where it caused even more damage. The entire town of Peshtigo was destroyed within an hour of the start of the fire. As a result of the 1871 fire breakouts, the federal government saw that it needed to act. This led in 1876 to the creation of the Office of Special Agent in the U.S. Department of Agriculture to assess the quality and conditions of forests in the United States. As the forerunner of the U.S. Forest Service, this was the first time that wildfire management was placed under government purview. In the aftermath of the Great Fire of 1910, the U.S. Forest Service received considerable recognition for its firefighting efforts, including a doubling of its budget from Congress. This fire also lead to the implementation of the 10 o'clock rule, which required that all wildfires be suppressed by 10 am on the second day of the fire. The Great Fire of 1910 is often considered a significant impetus in the development of early wildfire prevention and suppression strategies. Southern Idaho and North Idaho College, in Idaho and is governed by a five-member board of trustees elected at large by voters in Ada and Canyon counties. CWI offers over 120 programs in the areas of Academic Transfer, Dual Credit, Career and Technical Education, Workforce Development, and Adult Education. In fall of 2023, CWI served 21,359 credit students and 14,951 noncredit students. CWI reported the gender of their students to be 55% female and 45% male.
History Prior to the creation of CWI, Boise was one of the largest metropolitan statistical areas in the United States without a community college. CWI was created on May 22, 2007, when voters of Canyon and Ada counties passed a measure to allow the formation of the new community college district. In June 2007, the Albertson Foundation announced it was donating $10 million to help found the college. In July 2007, the Idaho State Board of Education selected an initial five-member board of trustees. The following month Boise State University faculty member Dennis Griffin was named to a two-year term as the college's first president and CWI began offering academic classes on January 20, 2009, with an enrollment of over 1,100 students. In the summer of 2009 the professional-technical programs from Boise State University's Selland College of Applied Technology transitioned to CWI. By the fall 2009 semester, CWI enrollment had expanded to over 3,600 students. In January 2010, CWI applied for accreditation from the Northwest Commission on Colleges and Universities (NWCCU). NWCCU granted candidacy status at the associate degree level in 2012 and initial accreditation in 2016. President Griffin retired in August 2009 and was succeeded by Bert Glandon. After serving as president for 12 years, Glandon retired from CWI on May 15, 2021. The college's board of trustees named Denise Aberle-Cannata the interim president. CWI Board of Trustees extended an offer to Gordon Jones on Dec. 9, 2021 to be the next president at College of Western Idaho. Gordon Jones accepted the position of President at CWI and began his tenure as the third president in CWI's history on Jan.
Catchment area The college's catchment area includes all of the following counties: Ada, Adams, Boise, Canyon, Gem, Payette, Valley, and Washington. It also includes portions of Elmore and Owyhee counties. Ada and Canyon counties are the taxation zone for the college. Student life CWI has over 30 student clubs and organizations. Student clubs have been created with academic focus as well as special interests. Student groups range from art to physics, horticulture, psychology, Glee, Birdies and Bogies, a Veterans Association, and more. The Associated Students of the College of Western Idaho (ASCWI) serve as the voice of the student body. ASCWI is governed by five officers and eight senators elected by the student body each spring. CWI students participate in competitive, skills-based organizations like Business Professionals of America, SkillsUSA, and Speech and Debate. CWI students have found success at state, regional, and national levels in all three organizations. e Militia of the United States (consisting of the ARNG of each state, most territories, and Washington D.C.), as well as the federal ARNG, as part of the National Guard as a whole (which includes the Air National Guard). It is divided into subordinate units stationed in each state or insular area, responsible to their respective governors or other head-of-government. The Guard's origins are usually traced to the city of Salem, Massachusetts, in 1636.
Activation The ARNG operates under Title 10 of the United States Code when under federal control, and Title 32 of the United States Code and applicable state laws when under state control. It may be called up for active duty by the state or territorial governors to help respond to domestic emergencies and disasters, such as those caused by hurricanes, floods, and earthquakes, as well as civil disorder. The District of Columbia Army National Guard is a federal militia, controlled by the president of the United States with authority delegated to the secretary of defense, and through him to the secretary of the Army. Members or units of the ARNG may be ordered, temporarily or indefinitely, into United States service. If mobilized for federal service, the member or unit becomes part of the U.S. ARNG, which is a reserve component of the U.S. Army. Individuals volunteering for active federal service may do so subject to the consent of their governors. Largely on the basis of a 1990 U.S. Supreme Court decision, governors generally cannot veto involuntary activations of individuals or units for federal service, either for training or national emergency. The president may also call up members and units of the ARNG, in its status as the militia of the several states, to repel invasion, suppress rebellion, or enforce federal laws. The Army National Guard is one of two organizations administered by the National Guard Bureau, the other being the Air National Guard. The director of the ARNG is the head of the organization, and reports to the chief of the National Guard Bureau. Because the ARNG is both the militia of the several states and a federal reserve component of the Army, neither the chief of the National Guard Bureau nor the director of the ARNG "commands" it. This operational command authority is performed in each state or territory by the state adjutant general, and in the District of Columbia by the commanding general of the D.C. National Guard when a unit is in its militia status. While under federal activation, the operational command authority is transferred to the commanders of the unified combatant commands, who command all U.S. forces within their area of responsibility.
The Army National Guard is constantly reorganizing. After the end of World War II, a large new land force for the National Guard was planned, to become the Army National Guard for the first time, as the new Air National Guard was just being established. From November 1945, the Army Staff prepared a provisional postwar National Guard force list, including 24 divisions. It reached that total by counting the prewar 18 National Guard infantry and four National Guard cavalry divisions, the Americal Division (which had been largely composed of Guard units), and the 42nd Infantry Division. Most soldiers considered the 42nd Division, initially organized with state troops in 1917, as a Guard unit. The fact that the new plan allowed each of the forty-eight states to have at least one general officer also helped earn its acceptance. In the end it was necessary to approve a 27-division structure with 25 infantry divisions and 2 armored divisions to accommodate the desires of all the states. During this process New York, for example, successfully petitioned the War Department for the 42d Infantry Division. When the allotment was completed, the Guard contained the 26th through 48th and the 51st and 52d Infantry Divisions and the 49th and 50th Armored Divisions. The number 39 was used for the first time since 1923. Although a 44th Infantry Division had existed during the interwar years, the postwar 44th in Illinois was a new unit, as were the 46th, 47th, 48th, 51st, and 52d Infantry Divisions and 49th Armored Division. The 50th Armored Division replaced the 44th Infantry Division in New Jersey. To prepare for challenges in Western Europe, the new troop basis of 1952 authorized the conversion of four National Guard infantry divisions to armored divisions. New York, California, Georgia, and Florida agreed to convert the 27th, 40th, and 48th Infantry Divisions. Later, Tennessee split off the 30th Armored Division from the existing 30th Infantry Division it had previously shared with North Carolina. The 44th Division was disbanded in late 1954. The 34th and 51st Divisions were disbanded in 1963. They both became Command Headquarters, Divisional, retaining a National Guard general officer position, to supervise training of combat and support units in the former division area. The 34th Division became a Command Headquarters (Divisional) on 1 MArch 1963. The 35th and 43rd Infantry Divisions also disappeared at the same time. After the ROAD reorganisation, on 1 July 1965, the National Guard had 23 divisions. The Department of Defense continued to scrutinize reserve forces. It questioned the number of divisions and brigades, as well as the need for maintaining two reserve components, the National Guard and the Army Reserve. In 1967, Secretary of Defense Robert McNamara decided that 15 combat divisions in the Army National Guard were unnecessary. He cut the number to eight divisions (one mechanized infantry, two armored, and five infantry), but increased the number of brigades from seven to 18 (one airborne, one armored, two mechanized infantry, and 14 infantry). Among the divisions inactivated were the 31st, 32nd, 33rd, 37th, 39th, 41st, 43rd, 45th, and 46th Infantry Divisions, and the 27th and 48th Armored Divisions. The loss of the divisions did not set well with the states. Their objections included the inadequate maneuver element mix for those that remained and the end to the practice of rotating divisional commands among the states that supported them. Under the proposal, the remaining division commanders were to reside in the state of the division base. No reduction, however, in total Army National Guard strength was to take place, which convinced the governors to accept the plan.

The Idaho Military Department consists of the Idaho Army National Guard, the Idaho Air National Guard, the Idaho Bureau of Homeland Security, and formerly the Idaho State Guard. Its headquarters are located in Boise.
The Idaho Military Department was founded in 1891 when the Idaho Legislature approved of its militia. The Idaho National Guard was in the Philippines during the Spanish–American War and was deployed in Mexico during the Pancho Villa Expedition. The Idaho National Guard also served in World War I, World War II, The Korean War and the Vietnam War. 116th Engineer Battalion is the only National Guard unit to be deployed in Korea and Vietnam. Now, there are more than 4,300 soldiers/airmen that make up the national guard. The Idaho Air National Guard was officially created on September 18, 1947. The Idaho Army National Guard was established on May 7, 1898. Structure Department of Homeland Security The Department of Homeland Security is a department within the military that protects the United States and its civilians outside and in its borders. The main goal of homeland security is to prevent and protect against natural disasters and terrorism. There is a wide variety of jobs that fulfill the goals/needs of homeland security. Border patrol, cyber security, and emergency response are some jobs within the department. The Idaho Office of Emergency Management (IOEM) falls within the Homeland Security as well. IOEM’s mission is to have a thorough and effective plan when it comes to emergencies and natural disasters. Idaho Youth Challenge Program The Idaho Youth Challenge Academy is a high school academy open to 16–18 year old Idaho resident high school dropouts. This program is used as a constructive learning environment to help teach life skills and self-discipline to at-risk youth. Idaho Air Force Bases Idaho is home of two major Air Force bases; Gowen Field Air National Guard and Mountain Home Air Force Base. Gowen Field Air National Guard Gowen Field was established in 1946, on October 13 by Lieutenant Colonel Thomas George Lanphier Jr. The first unit among the Idaho Air Force Department became the 190th Fighter Squadron, which they were originally named. They started with no airfield, planes, or money, which they eventually moved to Gowen Field which used to be a United States Army Air Corps base in 1947. The squadron had acquired their first P-51D Mustang right before transferring to Gowen Field, which was then used for training. The first call to action for the 190th Fighter Squadron was in 1950 when they were to replace American Air Force units in the Korean War. The 124th Fighter Wing's A-10s had supported NATO forces in Kosovo in 1999, and again in Iraq in 2003 as part of Operation Iraqi Freedom. The Idaho Air National Guard continues to serve state-wide as well as nation-wide. They provide assistance for security, as well as provide possibilities for civil engineering and logistics.

Made up of 20 student members elected by the students of each individual college (allocation of seats being based on enrollment of each college), the ASISU Senate is primarily responsible for allocating the ASISU budget. The Student Activities Board, formerly the ASISU Program Board, oversees most of the student activity programming on campus. The board plans concerts, movie showings, homecoming activities, athletic-related events and other activities generally associated with student life. Reed Gym features recreational facilities, including a climbing wall, swimming pool, tennis courts, and more. The Pond Student Union operates a movie theater, billiard room, and bowling alley, and hosts many student club activities. Fine arts events are regularly featured at the performing arts theater. On March 11, 1901, Governor Frank W. Hunt signed Senate Bill 53, to establish the Academy of Idaho, contingent upon private land donations being made for its site. Theodore F. Turner, mayor of Pocatello, settled the issue (Battle of the Blocks) by securing a permanent location for the academy. The Academy of Idaho officially opened its doors on September 22, 1902. Theodore Swanson, a member of the board of trustees, secured the services of John W. Faris as the first administrator, with the title of principal. By 1910, enrollment had reached nearly 300 students, and the academy had purchased four additional city blocks in Pocatello to meet its growing needs. The Academy of Idaho was renamed Idaho Technical Institute in 1915. The end of World War I brought an influx of students to the school, and enrollment surged to more than 1,000 students. In the early 1920s, the institution officially adopted the Bengal as the school's mascot. Ralph Hutchinson was head football coach from 1920 to 1927, and he pushed to establish the tiger mascot and incorporate orange and black as the official colors. Hutchinson was an alumnus of Princeton, a university with a tiger mascot. The institution was renamed in 1927, this time as the University of Idaho–Southern Branch, and continued as a two-year school, overseen by John R. Nichols. an executive dean. During World War II, Idaho was one of 131 colleges and universities nationally that took part in the V-12 Navy College Training Program, which offered students a path to a Navy commission. After Nichols left in 1946, Carl McIntosh, an associate professor of speech, was named the acting executive dean in January 1947. That March, the school was elevated to four-year status and officially became Idaho State College. At the age of 32, McIntosh was appointed the first president of Idaho State College, and he was one of the youngest college presidents in the United States. Although McIntosh was not originally interested in being an administrator, once the school became an independent college, he decided to remain president and see the institution through its early growing pains. Idaho State College was accredited as a four-year degree granting institution in December 1948, after much work by McIntosh and the faculty. Enrollment reached 2,000 in 1949. McIntosh left ISC in 1959 to become president of Long Beach State College, and he was succeeded by Donald E. Walker. On July 1, 1963, ISC was renamed for the fifth and final time to Idaho State University, reflecting its new status as a four-year public university. In the ensuing years, Idaho State continuously expanded both its enrollment and the programs it offered. The presidency of Richard (Dick) Bowen, from 1985 to 2005, is particularly regarded as an era of growth. Bowen served as the president of Idaho State for 20 years, and Connie, his wife, dedicated her time to cultivating community relationships and enhancing long-standing campus traditions. During their tenure at ISU, the Bowens brought several projects forward, including the Stephens Performing Arts Center and Rendezvous Center. Bowen resigned after a vote of no confidence from the faculty, who were angered by generous pay raises for administration members in the midst of calls for fiscal austerity. Arthur Vailas, former vice chancellor of the University of Houston System and vice president of the University of Houston in Texas, became president of Idaho State on July 1, 2006. He succeeded Michael Gallagher, who had served as interim president for one year during the transition. In February 2011, a majority of ISU faculty voted no confidence in Vailas and called for his resignation. This was also followed by a vote of no confidence by the students. Although Vailas faced mounting criticism and pressure from faculty and students to step down, he refused to resign and campus tension intensified. In February 2011, the Idaho State Board of Education decided to suspend the University's faculty senate. As a result of the move, in June 2011, the American Association of University Professors censured ISU. In June 2019, the AAUP removed Idaho State from the list of sanctioned institutions. pa ( ) is the most populous city in Canyon County, Idaho, United States. The population was 100,200 at the 2020 census. It is Idaho's third-most populous city. Nampa is about 20 miles (32 km) west of Boise along Interstate 84, and 6 miles (9.7 km) west of Meridian. It is the second principal city of the Boise metropolitan area. The name "Nampa" may have come from a Shoshoni word meaning 'moccasin' or 'footprint'. According to toponymist William O. Bright, the name comes from the Shoshoni word /nampai/, meaning "foot".
History Nampa had its beginnings in the early 1880s when the Oregon Short Line Railroad built a line from Granger, Wyoming, to Huntington, Oregon, that passed through Nampa. In Nampa there is a history museum that marks the railroad's significance. More railroad lines sprang up through Nampa, making it an important railroad town. Alexander and Hannah Duffes established one of the town's first homesteads, eventually forming the Nampa Land and Improvement Company with the help of their friend and co-founder, James McGee. Despite the name, many early settlers called the town "New Jerusalem" because of its citizens' strong religious focus. After only a year the town grew from 15 homes to 50. As amenities were added, Nampa continued to grow, and it was incorporated in 1891. Downtown Nampa's street grid is oriented with the railroad tracks, which run northwest–southeast; this was done intentionally by Alexander Duffes to prevent accidents like one that occurred earlier in a town he had platted near Toronto, where a woman and her two children were killed by a train when their buggy wheel got stuck as they crossed the tracks. As the Oregon Short Line railroad originally bypassed Boise, Nampa has the fanciest of many railroad depots built in the area. Nampa gained attention in 1889 due to a purported archaeological discovery known as the Nampa figurine. George Frederick Wright wrote up details that year for the Boston Society of Natural History. The first elementary school was built in the 1890s. Lakeview School was on a hill on 6th Street and 12th Avenue North, with a view of Lake Ethel. Just after the school's centennial celebration, it was condemned as a school and sold to the First Mennonite Church. In 2008 the building was refurbished, and it is now used by the Idaho Arts Charter School. Lake Ethel, an irrigation reservoir, had long been the site of community picnics, and many citizens fished, swam, boated, and even hunted on it and its surrounding property. But the hunting didn't last long, as O. F. Persons, owner of the adjoining homestead, took offense when local hunters started shooting his pet ducks. The city later auctioned off the lake. E. H. Dewey (a former Nampa mayor) was the only bidder. But occasional flooding led to a series of lawsuits from neighbors. Dewey eventually drained Lake Ethel. Not long after, the city council became interested in buying back the Fritz Miller property as well as the Dewey home. Pressure had been building for more than four years. Nampa citizens wanted another park. On August 7, 1924, the city council passed an ordinance to purchase the Miller property and name it Lakeview Park. A bandstand was completed in 1928, and the municipal swimming pool opened on August 13, 1934. It is Nampa's largest park and many community celebrations are held there. Colonel William H. Dewey, a man who made a fortune mining in Silver City, built the Dewey Palace Hotel in 1902 for $250,000. He died in his hotel in 1903, leaving his son $1 million. The hotel survived the great fire of 1909, which burned several blocks of downtown Nampa, but was razed in 1963 after redevelopment plans failed. Relics from the hotel such as the chandelier and the hotel safe can be found at the Canyon County Historical Museum, which is in the old train depot on Front Street and Nampa City Hall. After demolition the location on First Street between 11th and 12th Ave. South was sold to private enterprise, including a bank and tire store, replacing this building with modern structures. A public-use postage stamp sized park was later placed across the street from the old palace property as a collaboration between the Downtown Alliance of Nampa (the local business council) and an Eagle Scout Project for the Boy Scouts of America. The park includes a large mural/wall sculpture of running horses commissioned for the project. A Carnegie library was built downtown in 1908; it burned down after the library moved in 1966. Nampa Public Library was then on the corner of 1st Street and 11th Avenue South in the old bank building. A new library, on 12th Avenue South, opened in 2015. Deer Flat Reservoir, an offstream irrigation storage reservoir, was constructed by the United States Bureau of Reclamation between 1906 and 1911. Known locally as Lake Lowell, it is surrounded by the Deer Flat National Wildlife Refuge, established in 1909 by President Theodore Roosevelt. The refuge is administered by the U.S. Fish and Wildlife Service. Lake Lowell is filled by the concrete New York Canal; the water is diverted from the Boise River a few miles below Lucky Peak Dam. In 1910, the Idaho State School and Hospital was built northwest of Nampa for the state's developmentally challenged population. It opened in 1918. The institution was largely self-sufficient, with a large farm staffed by the residents. The higher-functioning residents also cared for residents who could not care for themselves. The land for the farm was sold and is now golf courses (Centennial and Ridgecrest), and the residents no longer give primary care to other residents. The institution is modernized and remains in operation, though a few of the oldest buildings now house juvenile offenders. Nampa held an annual harvest festival and farmers' market from about 1908, a time of celebration and community fun. From this festival emerged the Snake River Stampede Rodeo in 1937, which continues to this day. It is one of the top 12 rodeos in the pro rodeo circuits. In 1913, a local congregation of the Church of the Nazarene built a small elementary school, which became to Northwest Nazarene College in 1915 and finally Northwest Nazarene University. As of 2025, the university has approximately 1,800 undergraduate and graduate students. Karcher Mall opened in 1965, the first enclosed shopping mall in the Treasure Valley. It was "the place to gather" for several decades until the Boise Towne Square mall was built in Boise in 1988, drawing business away. Karcher Mall was renamed District 208 in 2022. The Idaho Press-Tribune is the local newspaper for the Canyon County area.
Idaho Hispanic Community Center (IH2C) In 2003, the Hispanic Cultural Center of Idaho (HCCI) opened thanks to community support. It has recently transitioned back to the City of Nampa and was renamed the Idaho Hispanic Community Center (IH2C) and is home to the Idaho Hispanic Foundation. It hosts events, classes, and festivals, including Día de los Muertos, Hispanic Heritage Month, and Día Internacional de la Mujer. It serves as a meeting place for associations and groups. Displays of cultural history are available to the public. Nampa Train Depot Museum The Nampa Train Depot Museum is a historical depot with displays and archives of the area's railroad and cultural history. The Canyon County Historical Society saved the depot from demolition in 1972. Annual Festival of the Arts Nampa's Festival of the Arts, which began in 1987, is held in Lakeview Park every year and includes local art, music, dance, and food.

The Federal Acquisition Regulation (FAR) is the principal set of rules regarding government procurement in the United States. The document describes the procedures executive branch agencies use for acquiring products and services. The FAR is part of the Federal Acquisition System, which seeks to obtain the best value for agencies, minimize administrative costs and time required for acquisition, and promote fair competition for the suppliers of the products and services. The FAR is issued by the FAR Council, a body composed of the secretary of defense, the GSA administrator, and the NASA administrator. This council meets quarterly or more frequently as needed, and the FAR may be updated multiple times per year. The earliest regulation of US government procurement dates from 1792. Much of the FAR used today dates to 1984.
Early United States history A need for laws governing how the government spends money for purchases was evident from the earliest stage of American history. General George Washington complained of profiteering during the US Revolutionary War, and created a government-owned cannon factory in 1777. Congress passed the first law regulating federal procurement in 1792, and has passed more than 4,000 acquisition related statutes since. In 1798 Alexander Hamilton centralized government purchasing in the Treasury Department. The complexity of centralized procurement, even with the small government of the eighteenth century, proved unworkable. Authority was delegated to other government departments the next year. In 1809 Congress first called for competition among contractors.
The Federal Procurement Regulations In 1956, a task force composed of the GSA, DoD, and Small Business Administration reviewed government procurement practices, recommended a regulation modelled after the military's Armed Services Procurement Regulation (ASPR). The resulting system, the Federal Procurement Regulations (FPR), were announced in March 1959 and applied to the 45 independent civilian agencies of the executive branch. Due to the variety of agencies for whom the guidance was intended, guidance was provided at a high level and specific implementation was left to each agency. In practice, this meant that procurement policies varied between executive agencies and often within each agency's divisions and subdivisions. In 1974, the Office of Federal Procurement Policy (OFPP) was created to once again take on the task of unifying government-wide procurement regulations. The wide variety of implementations of FPR meant the burden of navigating these differences fell on contractors seeking to sell to the government. A History of Government Contracting by James F. Nagle writes that an OFPP study of 19 agencies in 1979 "uncovered 877 different sets of procurement regulations...comprising 64,600 pages of regulations, 29,900 pages of which were promulgated or revised annually. Eighty-three percent of these were issued from levels below agency headquarters." At the same time, the majority of the FPR and NASA's procurement regulations were largely identical to the military's ASPR. The Federal Acquisition Regulation In 1980, seeking to standardize government procurement, OFPP established the Federal Acquisition Regulation system. It would not be until 1984 that the first version of the system's regulations became effective. This was the same year that the Competition in Contracting Act of 1984 was released as well as the findings of the Grace Commission released its findings, followed two years later by the Packard Commission of 1986. The Competition in Contracting Act of 1984, which was intended to ensure the government gets more value for the money it spends by increasing competition among contractors, is the origin of much of the FAR used today. In aviation, a runway is an elongated, rectangular surface designed for the landing and takeoff of an aircraft. Orientation The primary consideration in determining runway orientation is the prevailing wind direction, in lieu of spatial constraints or obstructions that may prevent optimal alignment. To mitigate the occurrence of crosswind operations which are more challenging and dangerous, runways at airports are designed to align with the wind's direction. Utilizing runways oriented with the wind direction also allows for aircraft to take-off and land into the headwind, reducing the length of runway used during operations. This would be our plan of establishing friendship upon an eternal basis with our Indians: Let all the hostile bands of Idaho Territory be called in (they will not be caught in any other manner) to attend a grand treaty; plenty of blankets and nice little trinkets distributed among them; plenty of grub on hand; have a real jolly time with them; then just before the big feast put strychnine in their meat and poison to death the last mother's son of them. At the same time, native warriors around the valley, under the leadership of Howluck also known as "Bigfoot" among white settlers, among others, waged an escalating and intensified guerrilla campaign of harassment of passerby caravans along the Oregon Trail. The United States Army also escalated and intensified "punitive expeditions" against formations of warriors and against civilian communities as well. This marked the start of the "unofficial" Snake War in 1866. This war lasted until 1868, and is statistically the deadliest of the Indian Wars in the West in terms of casualties. In the end, 1,762 men were counted as the casualties of this war from both sides. In 1868, Fort Hall Indian Reservation was established in Southeastern Idaho, about 220 miles upstream, according to the terms of Fort Bridger Treaty. The Boise Valley Shoshone and Bannock Tribes were not party to this treaty. Nevertheless, in April 1869, the United States Military embarked on a campaign of "Removal, rounding up of natives in the region including in and around Boise, and expelling them with cavalry escort to Fort Hall Indian Reservation. This period is known among the Shoshone and Bannock people as Idaho's Trail of Tears. Some of the natives managed to escape, and they ran to either Duck Valley or Fort McDermitt in Nevada. Incorporation and growth Boise's early growth was significantly driven by its role in supplying the nearby gold towns that sprung up in the 1860s northeast and then southwest of the town. Miners sometimes wintered in Boise and a number of early prominent businessmen were miners who settled in town in the years after the gold rush waned. By 1864 substantial agricultural production was underway on easily irrigated lands near the river and three canal companies had been incorporated. Early transportation improvements were largely a result of toll road franchises awarded by the territorial legislature starting in the 1860s. These first ran from Fort Boise to the mining centers in the Boise Basin and east to Rocky Bar and to Rattlesnake Station where they connected to the Oregon Trail. Territorial census records from a special 1864 enumeration list the population of Boise as 1,658, and an act of December 12, 1864, was the first attempt by the Idaho Territorial Legislature to incorporate the city. This was rejected by voters the following March. Two more unsuccessful attempts were made to organize a city administration by election before the 1866 version of the city charter was approved by voters on January 6, 1868. The growing number of homes and businesses, for which owners wanted proper legal title, may have contributed to the eventual success of incorporation. All of these rejected efforts to incorporate the city came after Boise had been controversially made the state capital in 1864 over strong opposition from northern Idaho interests. This decision reflected the rapid shift of population growth from north to south after the discovery of gold in southern Idaho. By 1868 Boise had over 400 permanent buildings with a wide range of commercial services. 1868 also marked the formal beginning of a long advocacy for railroad connections to other Idaho communities and, just as importantly, to other growing cities in the west such as Portland, Oregon. Competing railroad and western state government interests frustrated these efforts for many years. Designed by Alfred B. Mullett, the U.S. Assay Office at 210 Main Street was built in 1871 and today is a National Historic Landmark. It first began accepting gold and silver for purchase on March 2, 1872, largely eliminating the need to transport ore to the mint in San Francisco. A territorial penitentiary, now known as the Old Idaho State Penitentiary, opened the same month several miles east of town. Mining continued to be important to Boise's economic growth and periodic booms contributed to population growth as well, though production of gold and silver probably peaked in the 1860s. 1882's gold and silver production of $3,500,000 declined to $1,488,315 (including lead) by 1899. Boise began to earn its City of Trees nickname in this period with a popular focus on a range of tree planting projects. Thomas J. Davis planted several thousand fruit trees in 1864 and several other early businessmen either founded nurseries or orchards of their own. In the 1870s tree planting began in earnest in downtown Boise led by prominent hotels as well as businessmen and residents. In 1907 Davis donated 43 acres of his orchard property to the city for use as a park in the name of his wife Julia. Commercial agriculture continued to expand, but was slowed by the lack of reliable rail links to regional and national markets and by a lack of large scale irrigation projects, which themselves were often tied to hoped-for railroad projects for financing. A.D. Foote, a successful mining engineer, drew up plans to irrigate up to 500,000 acres immediately south of Boise in 1882, but progress was halting and smaller farms were the norm until after the turn of the century with most located near to the river bottom where soil was productive and irrigation more easily achieved. Fruit orchards proliferated and sugar beets, still an important agricultural industry in Idaho, began to be widely cultivated in the 1890s. Cattle and sheep farming became increasingly important as the century closed. With the exception of dairy, most livestock products were exported from Idaho, unlike other agricultural products which were still largely scaled to support local markets. The timber industry also increasingly thrived in the Boise market in the 1880s and 1890s. Large quantities of timber were exported from elsewhere in Idaho, but a growing Boise supported the expansion of Alexander Rossi's sawmill, first established in 1865. Prominent early Boisean William Ridenbaugh had inherited control of the canal now bearing his name from his uncle William Morris in 1878 and later partnered with Rossi to expand the sawmill capacity under the name Rossi and Ridenbaugh Lumber Company. Their materials supported bridge building and the rapid expansion of Boise in the 1890s. As with many early infrastructure ventures, electrification succeeded only after at least one false start. July 4, 1887, marked the start of electrical transmission from a plant located on the Bench. William Ridenbaugh provided expertise and manpower for the water supply and several months were spent rigging poles and lines from the Bench to the service area across the river. Additional electrical supplies allowed the building of an electric streetcar line in 1891. This ran without interruption until buses replaced the lines in 1927, tracking—and sometimes driving—the development of Boise and nearby communities. This system expanded over several decades, reaching into the North End, South Boise and across the river on Front St. A loop line, completed in 1912, ran as far as Caldwell and Nampa, providing transport throughout the valley. Three early trolley companies merged in 1912 to form the Idaho Traction Company with a depot at 7th and Bannock Streets downtown. Additional services and urban amenities arrived in the 1890s as Boise grew. Exploratory drilling for hot water was successful in 1890 and by the end of the decade many homes along Warm Springs avenue were being heated by this source. A natatorium was built in 1892 close to the source of the hot water near the Idaho State Penitentiary. Churches serving several denominations, a Jewish synagogue, a major hardware store and department store, a Masonic hall, the Columbia Theater, Saint Alphonsus' Hospital, a number of parochial and secular schools, a City Hall and a new Union Pacific passenger station, constructed when service was finally extended to downtown, were all built during the 1890s. Falk's Department Store sponsored a semi-professional baseball team representing Boise from at least 1892 and the city supported other organized sports as they became popular.

2000 census As of the 2000 census, there were 131,441 people, 45,018 households and 33,943 families living in the county. The population density was 223 people per square mile (86 people/km2). There were 47,965 housing units at an average density of 81 units per square mile (31 units/km2). The racial makeup of the county was 83.10% White, 0.32% Black or African American, 0.85% Native American, 0.80% Asian, 0.13% Pacific Islander, 12.17% from other races, and 2.62% from two or more races. Hispanic or Latino of any race were 18.61% of the population. 15.9% were of German, 12.7% English, 10.3% American and 7.6% Irish ancestry. There were 45,018 households, of which 39.80% had children under the age of 18 living with them, 60.70% were married couples living together, 10.10% had a female householder with no husband present, and 24.60% were non-families. 19.80% of all households were made up of individuals, and 8.40% had someone living alone who was 65 years of age or older. The average household size was 2.85 and the average family size was 3.28. 30.90% of the population were under the age of 18, 10.70% from 18 to 24, 28.30% from 25 to 44, 19.10% from 45 to 64, and 11.00% who were 65 years of age or older. The median age was 30 years. For every 100 females, there were 98.70 males. For every 100 females age 18 and over, there were 96.30 males. The Snake River Plain is a geologic feature located primarily within the U.S. state of Idaho. It stretches about 400 miles (640 km) westward from northwest of the state of Wyoming to the Idaho-Oregon border. The plain is a wide, flat bow-shaped depression and covers about a quarter of Idaho.
The Snake River Plain can be divided into three sections: western, central, and eastern. The western Snake River Plain is a large tectonic graben or rift valley filled with several kilometers of Lake Idaho sediments; the sediments are underlain by rhyolite and basalt, and overlain by basalt. The western plain began to form around 11–12 Ma (million years ago) with the eruption of rhyolite lavas and ignimbrites. The western plain is not parallel to North American Plate motion and lies at a high angle to the central and eastern Snake River Plain.
The Snake River Plain has a significant effect on the climate of Yellowstone National Park and the adjacent areas to the south and west of Yellowstone. Over time, the Yellowstone hotspot left a 70-mile (110 km) wide channel through the Rocky Mountains. This channel is in line with the gap between the Cascade Range and the Sierra Nevada. The result is a moisture channel extending from the Pacific Ocean to Yellowstone. Moisture from the Pacific Ocean streams onshore in the form of clouds and humid air. It passes through the gap between the Sierra and Cascades and into the Snake River Plain where it is channeled through most of the Rocky Mountains with no high plateaus or mountain ranges to impede its progress. It finally encounters upslope conditions at the head of the Snake River Valley at Ashton, Idaho; at Island Park, Idaho; at the Teton Range east of Driggs, Idaho; and at the Yellowstone Plateau of Yellowstone National Park where the channeled moisture precipitates out as rain and snow. The result is a localized climate on the eastern side of the Rockies that is akin to a climate on the west slope of the Cascades or the northern Sierra. The head of the Snake River Valley, the Tetons, and the Yellowstone Plateau receive much more precipitation than other areas of the region, and the area is known for being wet, green, having many streams, and having abundant snow in winter. Although the topography of the Plain has largely gone unchanged for several million years, this region's climate has not been so constant. Current climatic conditions began to characterize the region in the early Pleistocene (approximately 2.5 million years ago). However, the arid climate of today was born from the gradual dissipation of a climate defined by greater moisture and narrower ranges of annual temperatures.
