Nampa's stormwater management program started in late 2009 and will be phased in over several years. The program includes six areas: Public education and outreach Helping residents and businesses understand how stormwater impacts local waterways and what they can do to reduce pollution. Public involvement and participation Involving the public in cleaning up local waterways and making decisions about the program. Illicit discharge detection and elimination Finding and preventing non-stormwater sources from getting into storm drains. Illicit discharge can include spills, illegal dumping or improper storage of materials. Construction site stormwater runoff control Working with contractors and homeowners to reduce runoff from construction sites and home improvement projects. This includes requirements for erosion control and other practices, as well as regular inspections of construction sites. Post-construction stormwater management Addressing runoff from new development and redevelopment areas. This may include educating developers about proper design, reviewing plans and adopting new ordinances about how to handle stormwater flows. Pollution prevention and good housekeeping Preventing or reducing polluted runoff from city operations. This may include training staff, creating pollution prevention plans and changing operating procedures. Sign Up for Notifications Search Home City Government City Council City Council A new group photo of the Nampa City Council is expected in July 2026 NAMPA CITY COUNCIL INFORMATION Nampa City Council meets on the first and third Monday of each month (if a holiday falls on a regular council meeting, the meeting will be held on Tuesday).  Nampa City Council meetings begin at 5:00 p.m. and public hearings begin at 6:00 p.m.  Nampa City Council meetings are held within the council chambers at Nampa City Hall located at 411 3rd Street South. Nampa City Council meetings (and Planning and Zoning meetings) are typically live-streamed where interested parties can watch 'live or later'. Sign Up for Notifications Search Home City Government Boards & Commissions Board of Appraisers Board of Appraisers About The Board of Appraisers consists of six citizens, residing within city limits and appointed by the mayor and confirmed by the city council. The Board of Appraisers shall recommend rates, charges or fees, and shall also conduct hearings and hear appeals from services, regulations, and fees charged under 3-1-1, 8-1-3, and 8-2-4 in Nampa City Code. The Board of Appraisers' decisions must be presented to the City Council for approval. All board/commission positions must be appointed by Mayor Hogaboam and confirmed by the Nampa City Council before beginning their term of service. (Note: task force positions do not have to be confirmed by council.) Current Openings   Animal Welfare Task Force:  The Animal Welfare Task Force is dedicated to animal welfare and will provide valuable input, recommendations and expertise to the city on policies, programs, and initiatives that enhance animal welfare and foster collaboration among city officials, law enforcement, animal control personnel, and community stakeholders to address animal-related concerns effectively.  Waste-to-Energy Task Force:  The goal of the Waste-to-Energy (WTE) Task Force is to provide perspectives and input to evaluate cost-effective and reasonable design assumptions to ensure the potential WTE project is creating revenue from waste materials produced at Nampa’s Water Renewal Facility, is sustainable, promotes economic opportunity and protects the environment.  TO APPLY: Interested individuals are encouraged to download the application form at cityofnampa.us/serve and submit a letter of interest expressing reasons why they would like to serve via email to the Mayor’s Office at [email protected] or deliver/mail to Nampa City Hall at 411 3 rd Street South, Nampa, Idaho 83651. Sign Up for Notifications Search Home City Government Boards & Commissions Council on Aging Council on Aging About The Nampa Senior Center is a private, non-profit corporation that has been providing services to Nampa area seniors for over 30 years.  We provide nearly 30,000 meals annually on a donation basis to seniors 60 years of age and over. Funding for our meals and other services depends primarily upon private donations. No senior is ever turned away due to inability to pay. We are open to the public from 8:30 am to 2:30 pm.  We serve lunch at 12 noon and all are welcome.  Our fees are:  Seniors 60 & over - $6.00 suggested donation; Under 60 is $7.00, and 12 and under is $3.00. Come and enjoy a nice home cooked meal, music entertainment most days, bingo and card games daily. We have a 15-member volunteer board, the Nampa Council on Aging. Board members serve two (2) year terms that consist of five (5) Executive Members and 10 Members at Large. Meetings The Nampa Council on Aging meets the 2nd Tuesday of each month* from 10:15 - 11:15 am in the multipurpose room at the Senior Center located on the east side of the Rec Center. Sign Up for Notifications Search Home City Government Office of the Mayor Mayor Appointment Mayor Appointment June 8, 2026  PRESS RELEASE Nampa City Council Appoints Darl Bruner as Mayor At tonight’s Nampa City Council meeting, Darl Bruner was appointed as Nampa’s new Mayor. The swearing-in ceremony is expected to be held on Monday, June 15, 2026 at 4:30 p.m., ahead of the regular council meeting which begins at 5:00 p.m. at Nampa City Hall (411 3rd Street South). The appointment follows the sudden and tragic passing of Nampa Mayor Rick Hogaboam on March 18, 2026, just weeks after being sworn into office. According to Idaho Code § 50-608, the responsibility for filling the vacancy rested with Nampa City Council. Darl Bruner will serve as Mayor through the next general city election, which will be held in November of 2027, when the citizens of Nampa will have an opportunity to vote. Opportunities for the community to meet and visit with the Mayor-appointed Bruner is expected to occur later this month. We appreciate the community’s patience and understanding through this emotional process. HISTORY On the evening of March 18, 2026, Nampa Mayor Rick Hogaboam had a medical emergency and passed away.  With the sudden and unexpected passing of Mayor Rick Hogaboam, the responsibility for filling the vacancy rests with the Nampa City Council, pursuant to Idaho Code § 50-608.  Filling the vacancy left by Mayor Hogaboam’s passing will be a difficult and serious undertaking that will require time and deliberation, and the Nampa City Council is committed to honoring the legacy of Mayor Hogaboam through that selection process.  In the interim, the City of Nampa has significant ongoing day-to-day operations that rely on the exercise of the authorities and powers of the Mayor. On March 19, the Nampa City Council held an emergency meeting to pass a resolution that the Council President exercise those authorities and powers reasonably and minimally necessary to ensure the City’s day-to-day operations continue until an appointment can be made to fill the Office of the Mayor. This resolution shall be effective: (a) until ninety (90) days have elapsed from the date hereof, or (b) until a new Mayor is appointed pursuant to Idaho Code § 50-608, whichever occurs first. The responsibility for filling the vacancy rests with the Nampa City Council, pursuant to Idaho Code § 50-608 : TITLE 50 MUNICIPAL CORPORATIONS CHAPTER 6 MAYOR 50-608.   Vacancy in office of mayor.  In case of a temporary vacancy in the office of mayor due to absence or disability, the president of the council shall exercise the office of mayor during such disability or temporary absence, and until the mayor shall return. The meeting will begin at 5pm at Nampa City Hall (411 3rd St S).  While the public is welcome to attend in person (seating is limited on a first-come, first-served basis) or watch online , this meeting will be a council discussion and NOT an opportunity for public comment. The Nampa City Council may choose to discuss candidates in future meetings, and public notice will be provided if and when this occurs. “This is an important moment for our community, and we must give it the time and respect it deserves,” shared Council President Bills. “Important decisions are worthy of extra time to listen, research and reflect. Our goal is to make a decision that aligns with the values of our residents, honors Rick’s legacy and ensures stable leadership within the organization for continued success in delivering high-quality services to residents and businesses in Nampa.” The Nampa City Council is responsible for filling the vacancy of the mayor, pursuant to Idaho Code § 50-608. The current Idaho state code does not allow for a special election. The City of Nampa Mayor’s Golf Tournament was established to provide a fun event while giving an opportunity to give back to youth golfers in Nampa. Each year this event draws people from all over the Treasure Valley to play golf and give to a great cause. All proceeds benefit college scholarships for youth golfers in Nampa and junior golf at Centennial and Ridgecrest Golf Courses. To register or for more information call (208) 468-5858. Register Team or Sponsor Golf Tournament Mayor's Golf Scholarship 2026 Mayor's Golf Tournament Awards Youth Scholarships  Four local students earn $2,000 scholarships from annual Mayor’s Golf Tournament The Nampa Golf Commission awarded $8,000 in scholarships to four college-bound students thanks to several local sponsors, 15-hole sponsors and 33 teams participating in the 24 th Annual Mayor’s Golf Tournament. The event raises money for summer youth golf programs in Nampa, Mayor’s Teen Council and provides scholarships to high school senior golf students.   The following high school seniors received $2,000 scholarships: Naritsara Phongam – Nampa High School Noah Ohlaug – Nampa Christian High School Takeo Sanders – Nampa High School Vanessa Green – Skyview High School Major tournament sponsors were: Republic Services, International Minute Press and Texas Roadhouse. The flowchart the FY2027 budget approval process is outlined below.  Key Dates: Department updates were held each week from April 8 to May 20 to provide a deeper dive of information from each department ahead of the budget workshop. The community can watch these updates on YouTube . The community open house, which will provide a high-level overview of the proposed budget book, will be held on June 24 at 1 p.m. at Nampa City Hall. The community is invited to attend in person with an opportunity to ask questions, or you can watch online on our public meeting YouTube channel . July 15-16: Nampa City Council will host a workshop to review the proposed budget Following the budget workshop, an updated proposed budget will be made available for the public to review ahead of the public hearing. The community is welcome to share their feedback throughout the process. August 17 at 6pm: The community is invited to share feedback at a public hearing before Nampa City Council at Nampa City Hall (411 3rd Street South). To view the approved FY2026 budget, click here. Sign Up for Notifications Search Home Departments Nampa Family Justice Center Services / Resources Services / Resources The Nampa Family Justice Center provides free and confidential services to our clients. Resources are provided on a case-by-case basis. To receive services, please make an appointment with an advocate at (208) 475-5700. Civil Protection Orders   If you are looking to file a CPO, our advocates can assist with the court process and paperwork. If you live in Canyon County, we can help file the CPO with the courthouse.  Intimate Partner Violence Risk Assessment  To promote safety, advocates may do a risk assessment with the client. Risk assessments help the clients and advocates gain a better understanding of the danger of a relationship. Safety Planning & Crisis Intervention  Abusive situations can be dangerous for clients. The advocates will create a safety plan with their clients that is unique to each situation, which can help clients in times of danger.  Trauma-Informed Counseling  The Nampa Family Justice Center has several intern counselors and partnering counseling agencies. Once you have completed an intake, the advocates can assist clients in finding a counselor that best works for them.  Psychoeducation & Support Groups Our groups provide clients with connection, education, and support. We offer a variety of classes each year. Emergency Food & Necessities  Thanks to the generosity of donors and partners, we may be able to offer emergency food, hygiene products, and other necessities. Additionally, we have information about on food banks and other organizations that may be able to assist with these needs. Housing Assistance Housing is often a huge stressor on our clients. Our advocates have been equipped with several shelters, partnering organizations, and applications for housing assistance.  Youth Assistance   We offer resources specifically tailored for the youth.   LEGAL ASSISTANCE Idaho Legal Aid Hotline: Idaho Legal Aid provides free legal services for low-income and senior Idahoans in a variety of civil matters. Click here to visit Idaho Legal Aid's website. Idaho Volunteer Lawyer Program:  The Idaho Volunteer Lawyers Program (IVLP) cannot provide emergency legal aid. It may take a few weeks to process your application and IVLP cannot provide a volunteer attorney in every case. If IVLP cannot assist you, you may be referred to other resources. Court Assistance Office:  The Court Assistance Office provides information and resources for individual who do not have an attorney but need help with their civil court cases. The Court Assistance Office is not a substitute for an attorney, and legal advice is not available through this office. For court forms click  here  MENTAL HEALTH TREATMENT Onsite Trauma-Informed Counseling: Provided for all ages by licensed therapists and masters-level interns, specializing in treatment modalities most beneficial for victims/survivors.  Offsite Trauma-Informed Counseling: Advocates can provide a list of trauma-informed treatment providers throughout the valley, specific to location, insurance, and preferences of the client.  Groups & Classes: Weekly support and educational groups to meet the needs of victims and survivors of all ages. Sign Up for Notifications Search Home Community History of Nampa History of Nampa The Beginning In 1883, the landscape of what was to become Canyon County was changed forever, when the Oregon Short Line Railway (a subsidiary of the Union Pacific) made its way from Granger, Wyoming to Huntington, Oregon. The sagebrush-covered ground was cleared and leveled so tracks could be laid, providing an opportunity for safer travel to the emigrants of the east. Towns sprung up about every 10 to 15 miles along the tracks. Nampa is one such Town. City Name It is not known for certain where the name “Nampa ” came from, but as the Oregon Short Line was built through Idaho, unusual names were given to some of the stations. Many of these unusual names were believed to be of Indian origin. Annie Laurie Bird, Nampa Historian, concurred with research previously done by F. G. Cottingham of Nampa and others, that the Shoshoni Indian word “namb” means “footprint” or “moccasin”. Indians of the region were known to stuff their moccasins during cold weather with sagebrush. This would make their footprints larger than usual size. However, contrary to what many people thought, Nampa, Idaho, is not the only place in the world with this name. For example, there is a Town in Canada named Nampa. Land & Improvement Company Alexander and Hannah Duffes, with the encouragement of James McGee, saw the possibilities in the land east of Caldwell, and in 1885, homesteaded on 160 acres with the express purpose of creating a Town. On September 8, 1886, Duffes, McGee and James M. Stewart formed the Nampa Land and Improvement Company, dividing the property into lots . Duffes was a very religious man and dreamed of a Town with no saloon. He refused to sell Town lots to anyone who intended to build a saloon on them. This caused people to refer to the Town of Nampa as “New Jerusalem”. It is interesting to note that “The Nampa Progress”, Nampa ’s first newspaper, lists in June 1888, that there were 28 businesses in Nampa, of which three were saloons. Ironically, twenty-one years later, the Duffes home was moved and a brewery built in its place. Boise Boise had been bypassed by the Oregon Short Line as they built west, but in 1887, the Idaho Central Railway was built, connecting Boise with the main line of the Oregon Short Line at Nampa. A wood frame structure was brought in from King Hill to serve as a passenger depot in Nampa . Development But it was the promise of irrigation that brought many emigrants to homestead in the land surrounding Nampa. During the season of 1890, the Phyllis Canal brought irrigation water to Nampa and surrounding areas, and in 1891, the extension of the Ridenbaugh Canal was completed. With the completion of these canals, an estimated 150,000 to 300,000 acres of prime farmland adjacent to Nampa could be cleared of sagebrush and put under cultivation. On April 17, 1891, a municipal government was formed and the Town of Nampa incorporated. ( View document ) Nampa Builds By 1900 the Town of Nampa had a population of about 800. Railroad Colonel W. H. Dewey, a promoter and wealthy mining man from Silver City, became interested in Nampa. He built a railroad line, the Boise, Nampa, and Owyhee Railroad, from Nampa to Murphy, Idaho, and also promoted another railroad which was built from Nampa to Emmett and eventually to Lakeport (McCall). With Nampa now a junction for four railroads, an elegant hotel was needed. Colonel Dewey built the Dewey Palace Hotel, which when completed in 1902, was acclaimed as one of the finest in the West. By 1900, ten passenger trains a day were coming through Nampa. Nampa needed a larger train station. In September 1903, a new passenger station was completed. This same train station is now the Canyon County Historical Society and Museum. Downtown Fire Nampa continued to grow and build, but had to rebuild a large part of the downtown after a devastating fire July 3, 1909. The entire downtown block between 12th and 13th Avenues and 1st and Front Streets, was destroyed when a fire cracker exploded in a wood frame cigar store. Harvest Festival A successful street fair was organized in 1908, by a group of church ladies. It led to a popular local event called the Harvest Festival. Local farmers would bring their fruits and vegetables, poultry, etc., to sell in downtown Nampa. Music, games, and other activities were enjoyed by families. In 1913, a bronco bucking contest was added. Snake River Stampede Over the years, the Harvest Festival faded away, and in 1937, the rodeo portion of the festival, known as the Snake River Stampede, broke away and has continued to this day. It is one of the top ten rodeos in the pro rodeo circuits. Water was an essential commodity in this sagebrush desert. In 1909, the Bureau of Reclamation brought a water storage site to Canyon County farmers. The Deer Flat Reservoir would bring water to approximately 2900 farms by 1910. It continues to serve Canyon County farmers today. Nampans were able to travel the surrounding communities by an electric interurban railroad beginning in 1909 until 1928 when the popularity of travel by car put the interurban out of business. School In 1913, the Nazarene church built an elementary school for 13 students. Later, in 1915, the school offered college classes. Eventually the school became known as the Northwest Nazarene College and is now Northwest Nazarene University . In 1911, work began on a facility, now known as the Idaho State School , for the feeble minded and epileptic. It was opened seven years later in 1918. Depot In 1925, the Union Pacific built a new passenger depot on the north side of the tracks. In 1971, passenger service was discontinued by Union Pacific; however, Amtrak took over the nation’s passenger service in May of 1971, but was discontinued in Idaho in 1997 due to a lack of funding and use. Railroad Development The development of the large Pacific Fruit Express ice plant led to the construction of a major refrigeration shop in 1926. The PFE Shops also built and repaired railroad cars. The Pacific Fruit Express shops refrigeration units in Nampa were closed in 1982, and by 1988, the former PFE buildings were used only for repairs on grain trains. The Later Years In 1942, the agricultural industry gained increased importance in Nampa with the construction of a large new sugar factory. The Amalgamated Sugar Factory is still in operation today. Main Street America In 1946, Nampa was named “Main Street America”. In a campaign known as “Know Your Own Strength” sponsored by Pathfinder Magazine and Nampa Chamber of Commerce, Nampa set out to prove that it had the buying power and retail base to keep sales local. In one year’s time, Nampa ’s main street retailers increased their sales 121%. Shopping Mall Treasure Valley got its first indoor shopping mall when Karcher Mall opened in 1965. Businesses & Industries Many businesses and industries have come and gone throughout the years, and Nampa has grown steadily from its initial population of 799 in 1900 as the 2020 Census lists Nampa's population as 100,200. Two of the original industries in Nampa continue to serve our community. Nampa is still an important part of the Union Pacific main line operations and will most likely continue to be significant to Nampa and the surrounding area in the future. In 2020, Nampa became the first location in Idaho to host an Amazon fulfillment center. Agriculture has been and remains a key element in the economy of Nampa and Canyon County. The dedication and perseverance of the early settlers of Nampa and Canyon County have given us a rich heritage and paved the way to a brighter tomorrow. Sign Up for Notifications Search Home City Government Boards & Commissions Healthy Impact Nampa Coalition History History History of Healthy Impact Nampa Coalition A “think tank” coalition was created in June of 2017 to pull stakeholders from the community together to help address some of the critical issues facing Nampa.  “Healthy Impact Nampa Coalition is intended to have a positive impact on the community that goes beyond what we typically think when you hear the words ‘health’ or ‘healthy,’ ” former Mayor Henry said in making the announcement. “Nampa is a wonderful place to live and raise families, but I think we can all agree we can make it even better,” Henry said. A 2017 community assessment discovered many of those bright spots, but also shed light on some issues that we as a community needs to address: affordable housing, public transportation and access to healthy food. In March during the State of the City address, Henry asked: What role does city government play in addressing these issues vs. private sector participation? At that time, he called on the leaders of Saint Alphonsus and St. Luke’s to help address these challenges. And Mayor Henry takes more action this week by pulling together about 30 individuals from a wide variety of entities to make a healthy impact in Nampa. “There’s no easy answer and the city doesn’t have a lot of resources to solve these community problems,” Henry said. “The city of Nampa, however, can facilitate conversations and form a coalition of different stakeholders in Nampa to improve communication among different groups trying to make a difference. It will take the community – from its residents to private businesses, local organizations, churches and yes, even the city to a degree – to drive positive change.” “I’ve tapped two people who have incredible passion for this community to co-chair this coalition,” Henry said. Jean Mutchie, St. Luke’s Children’s Program manager, and Sheri Ainsworth, Saint Alphonsus director of Mission Integration and Community Health & Well Being, will lead this effort. Henry said Mutchie and Ainsworth understand the mission and they want to make a difference in Nampa. As a coalition, it’s possible to make a healthy impact in priority areas. It could also mean having enough clout to apply for other grants. “There are several excellent efforts in Nampa working independently to address the lack of affordable housing, improve public transportation and find better ways to give people easier access to healthy food, but this is an opportunity for us to link arms and find solutions,” Mutchie said. The goal of the coalition is to pull representatives from the different entities together at the same table and see where united efforts can pay bigger dividends. “We wish we could include everyone in this effort, and in some respects, we will. Sign Up for Notifications Search Home Departments Water Renewal History History 1900 The City of Nampa constructed sanitary sewer lines using local improvement districts to fund. Shortly thereafter, a community septic tank was constructed. This tank was located about 1/4 mile east of the existing treatment plant site. 1950 The existing plant was constructed in 1948 and 1949 and began operating in 1950. This plant was one of Idaho's earliest efforts for reducing fecal count, total solids and/or ammonia with some form of biological or chemical treatment (secondary treatment). 1964-1965 Due to industrial development and population growth, Nampa enlarged the plan to handle the increased waste loads. Primary clarification, trickle filters, secondary clarification and increased digestion capability were added to the treatment facility. 1968 A pre-aeration basin was constructed due to settlebility of strong organic industrial waste. 1969 A polishing digester was constructed to further contain the solids removed from this highly industrial loaded plant. 1976-1982 A modernization and expansion project began in 1976 and was completed in 1982. This expansion included a centralized instrumentation system which monitors all process equipment, new screw pumps for power efficiency, a large aeration basin for ammonia removal, and jet chlorination for improved disinfection. A new administrative building was also constructed in the old aeration basin using the existing wall structures. This maximized land use and saved on overall costs. The modernization allowed the Nampa Treatment Plant to meet higher state and EPA standards for ammonia removal, residual chlorine content, and oxygen content. Overall treatment reliability has been increased. The modernization was $17 million. With the expansion, a population equivalent of 250,000 can be served. 1999 A sodium hypochlorite system was installed to replace the use of chlorine gas. The system consists of four  1,800 gallon tanks with containment tanks for storage and two pumps to distribute the bleach at a rate of up to one gallon per minute. The product is delivered weekly by bulk tankers. Sodium Bisulfite was also installed to neutralize the hypochlorite. This system consists of two 1,600 gallon tanks with containment, and two pumps to deliver bisulfite to the #4 water station for chlorine neutralization. Sodium Bisulfite is also delivered weekly by a tanker. 2018 Project Group A Primary Effluent pumps and Aeration Basins complete. 2019 Project Group B Solids Handling Building including rotary press and centrifuge complete. Project Group C Primary Digester 4 completed. 2021 Group D Primary Digester 5 completed. Many of our partner agencies are on-site, making it easier for survivors to get the assistance they need. Sign Up for Notifications Search Home News Flash Newly Resurfaced Courts at Creech’s Court to be Unveiled at Ribbon Cutting May 29 News Flash Newly Resurfaced Courts at Creech’s Court to be Unveiled at Ribbon Cutting May 29 City of Nampa Posted on May 19, 2026 The Nampa Parks & Recreation Department is excited to unveil the newly resurfaced courts at Creech’s Court in Lakeview Park. The courts have been transformed for multi-use enjoyment and are striped for both basketball and futsal, and will be opened to the public at the time of the ribbon cutting scheduled for Friday, May 29 at 3:00 p.m.  Creech’s Court in Lakeview Park, located at 1304 7 th Street North, is named after former Nampa Chief of Police Alan Creech, who passed away in a plane crash in 2002.  Alan lived in north Nampa and loved basketball and interacting with kids on the court. He was also a soccer referee and enjoyed playing and teaching kids all sports. Alan Creech used basketball and other sports to engage Nampa’s youth and demonstrate positive interactions between kids and the Nampa Police. The City of Nampa is honored to place Chief Creech’s name on these courts as a symbol of his dedicated service to the citizens of Nampa, especially Nampa’s kids.   Nampa Parks and Recreation Director Cody Swander shared, “The newly rebuilt Creech’s Court will serve the citizens and visitors of Nampa for years to come. The renewed courts give kids and their mentors a quality and safe place to play and continue the tradition of combating crime through sports activities, just as Alan Creech would have wanted.” The Nampa Parks & Recreation Department invites the community to the opening of the newly resurfaced courts, located in Lakeview Park at 1304 7 th Street North, Nampa.
