Extended Analysis — Civic Intelligence Record

Ada County was carved from Boise County by the Idaho Territory legislature on December 22, 1864, named for Ada Riggs, daughter of legislator H. C. Riggs, who was also a co-founder of Boise. Canyon County was subsequently partitioned from Ada County's western territory in 1891. The county's geographic footprint is defined by the Boise River to the north, the foothills of the Boise Range along the northwest border, and the Snake River forming its southwestern boundary — natural corridors that shaped early settlement patterns and continue to define jurisdictional boundaries with adjacent counties.

Three elected commissioners form the county's governing board, supported by independently elected officials including a clerk, treasurer, sheriff, assessor, coroner, and prosecutor. Ada County is the only Idaho county split between two congressional districts: Russ Fulcher represents the western suburbs of Meridian, Eagle, and Kuna, while Mike Simpson covers most of Boise proper. In the Idaho Legislature, Ada County spans nine districts — more than any other county — with Democrats concentrated in Boise's urban core and Republicans dominant in the western suburbs. Politically, the county has trended more competitive in presidential elections than the broader state, though it remains majority-Republican.

The Ada County Highway District holds jurisdiction over all local county and city streets outside private and state roads, a consolidated arrangement uncommon in most U.S. counties. The Idaho Department of Correction operates the South Boise Prison Complex within unincorporated Ada County. Public education is served by multiple school districts, and residents fall within the taxing jurisdiction of the College of Western Idaho. Nationally protected lands within county boundaries include portions of Boise National Forest and the Snake River Birds of Prey National Conservation Area.

Ada County's population grew from 300,904 in 2000 to 494,967 in the 2020 census — a 64.5% increase over two decades — with 2025 estimates placing the population at approximately 546,141, reflecting sustained in-migration driven by Boise's regional economic expansion. The county is 94.4% urbanized by census classification. Among interior Pacific Northwest counties east of the Cascades, Ada County ranks second in population only to Spokane County, Washington, positioning it as a significant regional hub for federal program delivery, infrastructure funding allocation, and intergovernmental coordination across southwestern Idaho.

How can I find out about floodplain maps or if I'm in the floodplain? You can check with the jurisdiction that you live in, or call the state floodplain coordinator. Ada County: 208-287-7900 Boise: 208-384-3925 Eagle: 208-939-0227 Garden City: 208-472-2921 Kuna: 208-922-5274 Meridian: 208-489-0383 Star: 208-286-7247 Idaho Floodplain Coordinator: 208-287-4800 What is the 100-year flood? The term “100-year flood” is misleading. It is not the flood that will occur once every 100 years. A 100-year flood is a flood that has a 1-percent chance of being equaled or exceeded in any given year. Thus, the 100-year flood could occur more than once in a relatively short period of time. The 100-year flood on the Boise River is defined as a flow of 16,600 cfs. Where can I get sand and sandbags? Sand and sandbags may be obtained by checking your local Yellow pages. For sand look under Sand & Gravel; for sandbags look under Bags. In some circumstances of severe flooding sand and sandbags may be provided through Ada County or the incorporated cities in Ada County. In those instances the public will be advised where such materials will be available. Are there designated shelters for the public to use in emergencies? No, although you may still see a Civil Defense placard on a building, these shelters are no longer accessible. Under the old Civil Defense Program designated fallout shelters were maintained for the public. However the Civil Defense Program was terminated many years ago. Currently the American Red Cross is in charge of sheltering. If a situation arises where members of the public need to be sheltered the Red Cross will open shelters in appropriate locations. The Red Cross has agreements with certain schools throughout the Treasure Valley to use as shelters. How can I determine if my house has radon gas? Call the Idaho Department of Environmental Quality at: 800 445-8647; or contact the US Environmental Protection Agency at: 866 730-GREEN, or go to www.epa.gov/radon . RELEASE September 19, 2018 Contact: Kate McGwire Public Information Officer 208-287-7008   Seeking Volunteer for Board of Community Guardians (Boise, ID) – The Board of Ada County Commissioners is seeking an individual interested in serving on the Ada County Board of Community Guardians.  The seven-member Board of Community Guardians works to actively recruit and monitor volunteers interested in becoming court-appointed Community Guardians.  The Board of Community Guardians meets the second Thursday of each month to perform the duties and functions listed in the board’s by-laws.  A court appointed Guardian acts as a surrogate decision-maker in personal matters for individuals who cannot make decisions for themselves because of mental and/or physical impairments or disabilities.  In most cases, court-appointed Guardians are family members or friends of the person needing assistance.  However, for indigent individuals who do not have family or friends willing or capable of performing Guardian duties, the court will appoint a volunteer from Ada County’s Community Guardian program.  Ada County receives referrals to the Board of Community Guardians, and the board reviews each application to determine whether the applicant meets the criteria needed for indigent oversight.  The case is then turned over to a Guardian, who ensures their clients have basic necessities such as: clean clothes, food, access to transportation, adequate medical care, and a safe place to live.  Volunteers appointed to serve on the Ada County Board of Community Guardians will oversee the services Guardians provide, and will be tasked with actively recruiting additional Guardians into the program.  Individuals interested in serving on this board are asked to complete a volunteer board application, available at the Ada County Commissioners’ Office (listed above) or online https://adacounty.id.gov/Commissioners/Volunteer-Board-Information-Applications Completed applications may be delivered to the Commissioners’ Office at the address above, sent via fax to 208-287-7009, or e-mailed to [email protected] .  Please call 208-287-7000 for additional information.  This position will remain open until filled. That is why the Board believes it is critically important to protect the things that are precious to Ada County Residents. This is an effort to make sure wildlife habitat, unique vegetation, and wetlands remain areas of inspiration. This ordinance approved unanimously October 20, 2020, allows us to protect some of our area’s most pristine and unique open spaces owned by Ada County. It’s worth noting how many of us are revived, rejuvenated, and inspired by the natural beauty that surrounds us. Every day, people share their stories of going for long walks in nature to get re-centered and to find a soothing respite from the turmoil of our times. Think of the last time you saw wild turkey, antelope, deer, and birds of prey in the natural areas you love to visit. For many people in other parts of the country – this is not an option. It is for us in Ada County. It is a way of life to be protected. That love of the outdoors and nature that inspires so many Idahoans is at the heart of this ordinance. Public input will be sought before any Ada County property is designated as an open spaces or conservation area. That means a public notice will be published, followed by a hearing, and then ultimately the Board will decide whether to designate these areas as open spaces or conservation areas.   Ordinance 915 Share on X (Twitter) Share on Facebook Share on Pinterest Share on LinkedIn Share on Email Posted in News , What's Up 1A Hot Topics --> Other News Jun 17 2026 FIREWORKS BANNED FOR PARTS OF ADA COUNTY Read Full Story… May 07 2026 Important Survey Read Full Story… Apr 23 2026 Have you heard about the Ada County Landfill Learning Center?
