§4121. Specific training programs

In consultation with the Office of Personnel Management, the head of each agency shall establish— (1) a comprehensive management succession program to provide training to employees to develop managers for the agency; and (2) a program to provide training to managers on actions, options, and strategies a manager may use in— (A) relating to employees with unacceptable performance; (B) mentoring employees and improving employee performance and productivity; and (C) conducting employee performance appraisals.
