§162. Additional research authorities of the FCC
In order to carry out the purposes of this chapter, the Commission may— (1) undertake research and development work in connection with any matter in relation to which the Commission has jurisdiction; and (2) promote the carrying out of such research and development by others, or otherwise to arrange for such research and development to be carried out by others.
