§140. Stephen Foster Memorial Day

The President may issue each year a proclamation— (1) designating January 13 as Stephen Foster Memorial Day; and (2) calling on the people of the United States to observe Stephen Foster Memorial Day with appropriate ceremonies, pilgrimages to his shrines, and musical programs featuring his compositions.
