Section 2871, Pub. L. 105–220, title I, §136, Aug. 7, 1998, 112 Stat. 999, established a performance accountability system. See section 3141 of this title. Section 2872, Pub. L. 105–220, title I, §137, Aug. 7, 1998, 112 Stat. 1006, authorized appropriations for fiscal years 1999 through 2003.
