Codification Section, act Sept. 1, 1954, ch. 1207, §19, 68 Stat. 1104, which authorized the Secretary of the Interior to issue rules and regulations necessary to effectuate the purposes of this subchapter and to provide for tribal referenda on matters pertaining to management or disposition of tribal assets, was omitted from the Code as being of special and not general application.
