Section, acts Oct. 1, 1890, ch. 1256, §§4, 5, 26 Stat. 645, 646; Mar. 2, 1895, ch. 177, §5, 28 Stat. 807, required Sergeant at Arms of House of Representatives to give a bond in sum of $50,000.
