L. 94–58, §3(a), July 24, 1975, 89 Stat. 266, provided definitions for this chapter. Section 1100b–1, Pub. L. 93–242, §3, Jan. 2, 1974, 87 Stat. 1063; Pub. L. 94–58, §3(b), July 24, 1975, 89 Stat. 266, authorized the issuance of permits for vessels documented under the laws of the United States to engage in fishing. Section 1100b–2, Pub. L. 93–242, §4, Jan. 2, 1974, 87 Stat. 1064; Pub. L. 94–58, §3(c), July 24, 1975, 89 Stat. 266, established procedures for applying for and granting permits. Section 1100b–3, Pub.
