5 C.F.R. § 551.426 — Time spent in charitable activities.
§ 551.426 Time spent in charitable activities. Time spent working for public or charitable purposes at an agency's request, or under an agency's direction or control, shall be considered hours of work. However, time spent voluntarily in such activities outside an employee's regular working hours is not hours of work. Special Situations
