44 C.F.R. § 7.6 — Life, health, and safety.
§ 7.6 Life, health, and safety. Notwithstanding the provisions of section 5, a recipient of Federal financial assistance shall not be deemed to have failed to comply with section 3, if immediate provision of a service or other benefit to an individual is necessary to prevent his death or serious impairment of his health or safety.
