43 C.F.R. § 4.1048 — What is the standard of proof?

§ 4.1048 What is the standard of proof? The ALJ will consider a criterion to be met if the evidence establishes a reasonable likelihood of the validity of the facts related to the criteria. Conclusive proof of the facts relating to a criterion shall not be required in order for the criterion to be considered met.
