43 C.F.R. § 3431.1 — Qualified purchaser.
§ 3431.1 Qualified purchaser. Any person who has acquired or applied for a right-of-way under Title V of the Federal Land Policy and Management Act of 1976 which requires the removal of coal deposits as a necessary incident to development, construction or use of the right-of-way is qualified to purchase the coal to be removed.
