§ 100.606 No private rights created. (a) The failure of the NLRB to include in this part any provision of the Federal Collections Claim Standards (FCCS), 31 CFR chapter IX parts 900-904, does not prevent the NLRB from applying these provisions. (b) A debtor may not use the failure of the NLRB to comply with any provision of this part or of the FCCS as a defense.
