16 C.F.R. § 1000.9 — Quorum.

§ 1000.9 Quorum. Three members of the Commission constitute a quorum for the transaction of business. If there are only three members serving on the Commission, two members constitute a quorum. If there are only two members serving on the Commission because of vacancies, two members constitute a quorum, but only for six months from the time the number of members was reduced to two. Note: The Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1993, Pub. L. 102–389, limited funding to that for three Commissioners for fiscal year 1993 and thereafter.
