Interdepartmental Transactions — Purposes — Appropriation

TITLE 67 STATE GOVERNMENT AND STATE AFFAIRS CHAPTER 57 DEPARTMENT OF ADMINISTRATION 67-5777. Interdepartmental transactions — Purposes — Appropriation. (1) The director of the department of administration shall charge each office, department, division, board, commission, institution, agency and operation for which the department provides insurance coverage and receive payment in advance for the reasonably apportioned share of the cost incurred. To the amount otherwise so found due for payment of premium to the insurer, the director shall add separately stated surcharges of such percentages, rates, or amounts as may reasonably be required: (a)  to pay the costs of maintaining the operation of the risk unit, including salaries, wages, travel and other current expenses; (b)  to provide for initial funding and maintenance thereafter of the retained risk account, as reasonably apportioned from time to time among those offices, departments, divisions, boards, commissions, institutions, agencies and operations sharing risk coverage by such account. The amount of this surcharge is subject to adjustment as required by subsection (4) of section 67-5776 , Idaho Code. (2)  All such charges and payments shall not exceed the current appropriation or funds available for the purpose of the affected office, department, division, board, commission, institution, agency or operation. On or before the first day of August of each year, the director shall furnish each department with an estimate of the cost of insurance or coverage for the upcoming fiscal year. (3)  Funds received under the provisions of this section shall be deposited to the retained risk account and are hereby continually appropriated for payment of such salaries, wages, travel, premiums, losses, and other expenses.
