3-2C-2: FINDINGS AND POLICY:
The city council hereby finds and determines that it is in the best interests of the city and its inhabitants, and in the best interests of the public health, safety, morals, and welfare, that the proliferation of the number of premises within the city licensed for the sale of alcoholic beverages by the drink not be encouraged. It shall therefore be the policy of the city, to the extent possible, to issue licenses under this article to those premises which were licensed for the sale of beer by the drink, and which were actually operating under such licenses, as of the date of the election approving the licensing and sale of liquor by the drink within the city.
The city council further finds and determines that the foregoing restriction is reasonable and will further the policy of the city against the proliferation of premises licensed for the sale of alcoholic beverages by the drink within the city. (Ord. 146, 11-15-1988)
