4-7-4: GRANT OF AUTHORITY TO EMPLOY LABOR:

The Mayor and City Council are hereby given the power and authority to employ such labor as is necessary to carry out the provisions of this chapter and allow the bills therefor. (Ord. 247, 7-19-1994)
