6-8-4: NO OBLIGATION TO SERVE:
The City shall have no obligation to provide access to any provider or subscriber. The City reserves the right to limit or refuse access at its sole discretion, provided access shall not be denied or limited contrary to law including, but not limited to, on the basis of race, religion, age, national origin, or gender.
