2-7-9: BORROWERS OUTSIDE CITY; FEE:

   A.   Policy: No person residing outside the corporate limits of the City, regardless of post office or mailing address, shall be issued a library borrower's card, or a renewal thereof, except upon the payment of an annual household nonresident license fee, such fee to be established by the Board of Library Trustees at a rate no less than the average per household support paid by City residents; provided, if any person, or a spouse thereof, or a parent pays ad valorem taxes on real and/or personal property situated within the City, such person or spouse thereof or a parent shall be deemed a resident library borrower; provided, that nonresident senior citizens over the age of sixty two (62) may purchase an individual nonresident library card for a reduced fee, such fee to be set by the Board of Library Trustees at a rate no less than twenty five percent (25%) of the full household nonresident license fee; provided, that students who reside outside Ada County but attend City schools may purchase an individual nonresident card at the senior citizen rate; and provided, that the Council reserves the right to waive, with or without application, the foregoing license fee for a library borrower's card imposed upon persons residing outside the corporate limits of the City.

   B.   Exemptions: Persons who reside in a library district that have a contractual arrangement with the public library for the provision of library services shall be exempt from the nonresident fee.

   C.   Household Members Entitled To Privileges: The library borrower's card(s) issued upon payment of the annual license fee shall entitle all members of the household to library borrowing privileges. Such card(s) shall be issued in the name of, and be valid for, each individual household member. (1952 Code § 2-04-12)
