2-7-8: LIBRARY BORROWERS' CARDS:

   A.   Preparation; Information: The Board of Library Trustees shall prepare or cause to be prepared, a library borrower's card in the form and containing the information it deems necessary to be issued to applicants for presentation by which to borrow any library materials or other property belonging to the public library.

   B.   Issuance: Library borrowers' cards issued to:

      1.   Residents shall be nonexpiring as long as residency is maintained, but shall be verified annually for a current address.

      2.   Nonresidents shall be valid for one year from the month of issuance.

   C.   Corporate Cards: Corporations with an office located within the corporate limits of the City may apply for and receive a corporate borrower's card to be used for work related borrowing. It shall be unlawful for any employee of the corporation to use the corporate card for personal use in order to avoid paying a nonresident fee.

   D.   Changes: When any library card holder shall move from the address shown on the card issued to him or when the name of the card holder is changed by marriage or otherwise, such person shall present his card for changing address and/or name thereon prior to, or at the time of, the next use of his card.

   E.   Loaning Card: It shall be unlawful for a library card holder to give or loan his or her card to another person for the purpose of aiding such person to obtain any library materials or other property belonging to the public library.

   F.   Unlawful Acquisition Of Library Property: It shall be unlawful for any person to acquire any library material or other property belonging to the public library upon the presentation of a library card issued to another person. (1952 Code § 2-04-11)
