2-7-1: MEMBERSHIP; APPOINTMENT; TERMS; VACANCIES; ORGANIZATION:

   A.   The Library Board shall consist of five (5) members as a Board of Library Trustees and one nonvoting, ex officio member who may, at the time of appointment, be under twenty one (21) years of age. Terms of Trustees shall begin on July 1 of the calendar year and shall be for a term of five (5) years and until his or her successor is appointed. Terms shall be set so one term shall expire during each calendar year. Appointees shall serve no more than two (2) terms nor more than ten (10) consecutive years. The youth member shall be appointed to a term of up to one year and may be reappointed to up to four (4) successive terms. All vacancies on the board shall be filled by appointment by the Mayor, and approved by the Council. Appointments to complete an unexpired term shall be for the residue of the term only.

   B.   Said Board of Library Trustees shall elect from its members a President and a Vice President, who shall serve for a term of one year and until his or her successor is elected, and shall adopt such rules for the transaction of business as may be necessary. (1952 Code § 2-04-01)
