AUDITING COMMITTEE-DUTIES

SECTION 59. There is hereby created an auditing committee, which shall consist of the mayor, president of the city council, and city auditor. The president of the council shall be chairman of the committee and the city auditor secretary, but in the absence of either from the meetings of the committee, a temporary chairman or secretary may be chosen by the committee to act.

SECTION 59(1). It shall be the duty of the auditing committee to examine, and allow or disallow, all claims and demands upon the city which may be presented, except salaries of city officers as fixed by law or ordinance. The city auditor shall not draw a warrant for any claim or demand against the city, except for salaries aforesaid, unless the same has been approved by a majority of the whole auditing committee.

SECTION 59(2). A claim or demand which is subject to the consideration of the auditing committee shall be in writing, signed and certified by the claimant, or some person authorized by him therefor, to be just, correct, legally due and unpaid and must include or be accompanied by a detailed statement of the items of charges and credits constituting it, as a part thereof. They shall be presented to the auditor who shall file and number them in the order of presentation, and refer them to the auditing committee at its next meeting. The auditing committee may allow or reject a claim or demand in whole or in part. The committee shall endorse upon the back thereof the date and amount of allowance or partial allowance, and the particular fund from which payment is to be made, or the date and fact of rejection. The endorsement shall be verified by the signatures of the chairman and secretary of the auditing committee.
