PURCHASING SUPPLIES
SECTION 58. Supplies, materials, equipment or construction for an amount exceeding $100.00 shall not be ordered, purchased, or made by any officer, board or department of the municipality authorized to incur any expenditure, except after the council shall receive bids or proposals and award the contract or purchase to the bidder who, in the judgment of the council, offers the item or items in the quantity, quality, kind or design most suitable to the needs of the municipality at the lowest and best bid.
