ENGINEER-QUALIFICATIONS-DUTIES
SECTION 52(1). The commissioner of public works shall be a licensed professional engineer under the laws of the state of Idaho. He shall have such duties as may be prescribed by ordinance and shall have superintendence: of all public construction and improvements; of the construction, improvement, repair, improvement and maintenance of all streets, alleys, highways, walks, curbs, gutters, bridges and viaducts of the city; of all works of the city for flood control and drainage of surface or subterranean waters; of all sewers and sewage disposal facilities; of all garbage and waste disposal; of all functions prescribed by this charter for all bureaus included within the department of public works.
SECTION 52(2). The bureau of engineering shall have such duties and functions as may be prescribed by ordinance and shall have jurisdiction of:
1. All engineering matters, except as otherwise in this charter provided, pertaining to construction and maintenance within the jurisdiction of the department of public works;
2. All maps and plats of the city relating to all streets, alleys and public ways of the city, and all works or facilities on, over or under the same; maps and plats of the city relating to water courses, and drainage within the city; plans and blueprints of public buildings and facilities of the city; and all maps and plats of the city pertaining to the geographic or topographic aspects of the city;
3. The construction, maintenance, repair and control of all sewers and drainage facilities of, or within, the city.
SECTION 52(3). The bureau of waste disposal shall have such duties and functions as may be prescribed by ordinance and shall have jurisdiction over the collection and disposal of all trash, rubbish and garbage.
SECTION 52(4). The bureau of sewage disposal shall have charge of the maintenance, repair and upkeep of all sanitary sewage disposal facilities of the city.
SECTION 52(5). The bureau of streets, rivers and gulches shall have such duties as may be prescribed by ordinance and shall have charge over all construction, maintenance, repair and improvement of all streets, alleys, highways, walks, curbs, gutters, bridges and viaducts, and the control and maintenance of all waterways under the jurisdiction or control of the department of public works.
