SECTION 42(47). For the protection of life and property and the lessening of danger thereto, to require all forms of transportation for hire within the city to provide proper safety appliances, machinery, equipment, and methods, including public liability and property damage bonds or insurance, and otherwise to provide for the operation and licensing thereof, and to keep their vehicles in comfortable and sanitary condition for the transportation of passengers. Such regulations may be enforced by such fines and penalties as may be by ordinance provided.
