PUBLIC UTILITIES

SECTION 42(39). To allow, authorize, provide for and regulate the erection, maintenance and removal of public utility or other poles, wires, and cables, and the laying and using of underground conduits and subways for the same in, under, upon, or over the streets, alleys, public parks, public places of said city and any lands owned or under the control of said city, whether they be inside the city limits or not; and to require all such wires and cables to be laid in said conduits or subways when reasonably practicable.
