SECTION 42(38). To regulate or prevent the erection or moving of buildings within the city limits, and in case any building shall become dangerous to persons or property, or a fire or other hazard, to cause the same to be removed or abated, or made safe, at the expense of the property, unless the owner shall promptly do so upon five days' notice of such condition served personally or by mail upon the owner thereof or his agent or representative, general or special, respecting said property; to collect such expense, including making the same a lien upon the property and foreclosing such lien, or by certifying all costs and expenses therein against the lot, block, or parcel of land upon which such building is situated, to the tax collector, and the same shall thereupon be a lien as are other taxes, and the same shall be extended upon the tax rolls and collected as other city taxes.
