EXPLOSIVES
SECTION 42(19). To regulate, prohibit, and license the storage, or disposition or manufacture, or transportation or use of anything whatsoever which is explosive, combustible, poisonous, or dangerous, and to prevent by all possible and proper means danger or risks of injury or damage by fire arising from carelessness, negligence or otherwise.
