OBSTRUCTION OF STREETS-HIGHWAYS, ETC.
SECTION 42(16). To provide for the prevention and removal of encroachments and obstructions from the streets, sidewalks, alleys, or other highways and public places of the city, and for the cleaning and repairing of the same, and to compel owners, lessees, agents, and occupants of lands abutting thereon to remove such obstructions and repair such streets, sidewalks, alleys, or other highways and public places of the city and to punish such persons for refusing so to do.
