FIRE PROTECTION

SECTION 42(15). To define the fire limits; to provide the kind, character, and construction of structures within the fire limits which may be constructed, altered or repaired; and to restrict and limit the height of buildings within the city; to regulate and determine entrances and exits from said stairs and passageways in all theatres, public halls, places of amusement, churches, and other buildings used for public gatherings; and to regulate the plumbing and sewerage of all building within the city, and to require adequate fire escapes, apparatus and appliances for the protection against fire to be provided in such buildings, and to prevent and prohibit the erection and occupancy of dangerous and unsafe buildings, and to cause the removal or tearing down of the same wherever situated; to establish, maintain, control and regulate a fire department, and to provide for the officers and members thereof, to define their duties and may provide and co-operate with other agencies for pensions and benefits for retirement, disability, and death; and to levy a special tax therefor not exceeding 1/2 of one mill. To enter into contracts, and do any and all other things necessary in order to completely co-operate with fire districts organized under the laws of Idaho; to purchase and maintain fire fighting equipment and employ firemen in connection therewith; to authorize the sending of fire fighting equipment and firemen employed by the city of Boise to any point in said districts; to appropriate money therefor. To regulate the installation of electric wiring, fixtures and apparatus; to regulate the storage of photographic films, and the manner and places motion picture films may be used or exhibited; and to regulate the erection of chimneys, flues and fireplaces, and to provide regulations for securing their competent construction. To provide by ordinance civil service or merit systems covering all, or any part of, the officers and employees of the city who are not elected or are not the head of a department.
