SAME-QUORUM-MAJORITY
SECTION 33. A majority of the members of the council shall constitute a quorum to do business, but a less number may meet and adjourn from time to time, and compel the attendance of absent members. The president of the council while temporarily acting as mayor under Section 39, or upon becoming mayor by reason of a vacancy therein and until the vacancy in the council thus created is filled, shall be counted in determining the presence of a quorum, but he shall vote only in case of a tie, or in cases where but two councilmen are present and a vote of three-fourths of the council is required by the charter. The concurrence of a majority of a quorum is a sufficient number to determine any question or matter except when otherwise specifically provided for herein.
