SECTION 29. A vacancy in any elective office, caused by, or consequent upon the judgment of any court, or in any of the cases specified in Section 28 of this charter, must be filled as follows:
(1).   In the office of councilman, by the appointment of the council, such appointment to be made by a majority of all the remaining members of the council, and such appointee to hold office until the next ensuing municipal election of officers, and until his successor is elected and qualified.
(2).   Whenever a vacancy shall occur in the office of mayor, the president of the council shall become and be mayor and shall possess all the rights and powers of the mayor, and perform all of his duties and receive the same salary until the next general election and until his successor is elected and qualified, except as herein otherwise provided.
