VACANCY IN OFFICE
SECTION 28. An office shall be deemed vacant upon the death, resignation, impeachment or recall of the incumbent or upon such incumbent ceasing to possess the qualifications of an elector. In addition thereto, a vacancy shall exist in the council whenever the president of the council assumes permanently the office of mayor.
