RETURNS-CERTIFICATION-CANVASS
SECTION 21. Within two days after the election, the returns thereof must be certified to by the judges of election from each precinct and be filed with the city clerk; after all returns are filed and on or before the fourth day after the election the mayor and common council shall meet in the council chambers and canvass the returns of the election and declare the result.
