APPOINTMENT-REMOVALS
SECTION 11. The mayor shall have power to appoint all heads of departments in the administrative service of the city, except as herein otherwise provided. He shall have power to appoint all officers and employees in the subordinate administrative service of the city, and to fill all vacancies therein; in so doing he shall give due consideration to the recommendations of heads of departments, in regard to appointments to positions requiring special qualifications. Heads of departments may employ or remove laborers employed in their respective departments, subject to the approval of the mayor.
