SECTION 4. The ballots for said election must contain the words "Annexation, Yes", and "Annexation, No", the voter placing a cross after the proposition he wishes to vote for. If a majority of the votes cast at such election are "Annexation, Yes", then the council shall declare by a resolution that such territory has been annexed and become a part of said city; and thereafter the persons and property in said annexed territory shall be subject to the same benefits and obligations and burdens as the remainder of said city.

SECTION 4-A. In addition to the method of annexation prescribed by Sections 3 and 4 of this charter, Boise City shall have power to annex additional territory lying contiguous or adjacent to the corporate limits of Boise City by the following method, which may be exercised in lieu of the method prescribed by Sections 3 and 4 of this charter:
Whenever a petition describing the territory and defining the boundaries thereof, signed by at least 60% of the record title owners of the lands within said territory, shall be filed with the city clerk requesting that such territory be annexed to the corporate limits of Boise City, the mayor and common council may, by ordinance, annex such territory and declare the same a part of Boise City.
It shall be the duty of the city clerk, prior to the taking effect of said ordinance, to file with the county recorder of Ada County, Idaho, a copy of said ordinance duly certified as to the correctness thereof. From and after the effective date of said ordinance the corporate boundaries and jurisdiction of Boise City shall extend to and include the territory so annexed, and the same shall be a part of Boise City, and all property and persons within the boundaries of such annexed territory shall be subject to all the provisions of the charter and all by-laws, ordinances, police regulations, taxation and other powers of Boise City, and entitled to rights and benefits, as other persons and property within the corporate limits.
