6-11-5: DOWNTOWN WEEKEND PASSENGER PICK UP AND DROP OFF ZONE:
A. Created: A Downtown Weekend Passenger Pick up and Drop off Zone ("Passenger Pick up/Drop off Zone") is hereby created.
B. Location And Hours Of Operation: The street block face of the south side of Main Street, between 6th Street and Capitol Boulevard is designated as the authorized Passenger Pick up/Drop off Zone between the hours of eight o'clock (8:00) P.M. until five o'clock (5:00) A.M., each Friday and Saturday night.
C. Open Use: Any taxicab, transportation network company (e.g., Uber, Lyft), or privately owned and operated vehicle may use the Passenger Pick up/Drop off Zone during the designated times and days for the sole purpose of actively and expeditiously dropping off or picking up a passenger.
D. Extended Stopping, Standing Or Parking Prohibited: No person shall stop, stand, or park a vehicle in the Passenger Pick up/Drop off Zone for any purpose or for any period of time during the times and days such zone is active, other than for the expeditious loading and unloading of passengers. In no case shall the stop within the Passenger Pick up/Drop off Zone for the active dropping off or picking up of passengers exceed ten (10) minutes.
E. Unattended Vehicles: No person shall leave a stopped, standing, or parked vehicle in the Passenger Pick up/Drop off Zone unattended for any period of time. A vehicle is deemed unattended if neither the owner or operator, nor a validly licensed passenger, with authority and actual ability to move the vehicle, remains within the vehicle.
F. Signage: The Parking Services Office shall post conspicuous signs within Passenger Pick up/Drop off Zone that detail the days and times the zone is active and clearly state that illegally stopped, standing and parked vehicles within this zone shall be removed at the owner's expense.
G. Penalties; Vehicle Impoundment: In addition to the issuance of a notice of parking violation, violations of this section may result in the immediate impound of a vehicle illegally stopped, standing or parked in the Passenger Pick up/Drop off Zone in accordance with title 3, chapter 16 of this Code and title 49 of the Idaho Code.
