6-10A-2: PURPOSE:

The purpose of the regulations and standards established within this article is to ensure adequate on-street parking is provided and maintained throughout the City. These regulations are intended to relieve congestion, provide for the safe and orderly movement of traffic throughout the City, protect the integrity of neighborhoods which are experiencing heavy concentrations of vehicles parking from persons coming from outside of these areas through the use of residential and special parking districts permit systems, reduce air and noise pollution, promote business and industry through providing adequate parking, and balance the needs of construction companies staging necessary vehicles, equipment and apparatus at construction sites with the needs of the general public and business for the use of on-street parking spaces through a temporary use permit system.
