10-1-9: CITY RIGHTS, POWERS AND AUTHORITY:
The City, through its authorized representative bearing proper identification, shall be permitted at proper and reasonable hours of the day to enter all properties, premises or buildings to which water is furnished from the Municipal irrigation system for any purpose necessary for the proper administration of the Municipal irrigation system. Also, the City, through its authorized representative, shall be permitted to enter all private properties through which the City holds a duly negotiated easement for any purpose necessary for the maintenance of any portion of the Municipal irrigation system lying within said easements. (1952 Code § 8-16-11)
