9-5-32: WORK COMMENCING BEFORE PERMIT ISSUANCE:
Any person who commences work on an electrical system or equipment before obtaining the necessary permits shall be subject to a special investigation fee equivalent to one hundred percent (100%) of the usual electrical permit fees, in addition to the required permit fees. The investigation shall be completed, and the special investigation fee shall be paid before a permit may be issued for such work. The investigation fee shall be required regardless of whether or not a permit is subsequently issued. The payment of such investigation fee shall not exempt any person from compliance with all provisions of this code nor shall payment of this fee serve as an exemption from any penalty prescribed by law.
