8-6-4: NEIGHBORHOOD MEETINGS:

   A.   Purpose: The purpose of the neighborhood meeting is for the applicant and/or owner to provide an opportunity for the public to review the proposed project. Neighborhood meetings must occur in-person or virtually with Director approval.

   B.   Applicability: See Table 8-6-2-1 for applications that require a neighborhood meeting.

   C.   Notice:

      1.   The applicant and/or owner shall provide written notice to all property owners or purchasers of record owning property within the radius required in Section 8-6-8 of the exterior boundary of the application property and to all registered neighborhood associations covering areas within the notification area.

      2.   Notice of a neighborhood meeting is in addition to, and not in lieu of, mailed radius notices required by this Title. However, when notice of a neighborhood meeting is required of two hundred (200) or more property owners or purchasers of record, alternate forms of notice may be provided in accord with Section 8-6-8 of this Title.

      3.   The applicant and/or owner shall send the notice at least seven (7) days before the meeting.

   D.   Meeting Requirements: Neighborhood meeting shall be held in-person and be at least one (1) hour in length except as provided below.

      1.   In-Person Meetings:

         a.   The meeting shall occur on a:

            (1)   Weekend between ten o'clock (10:00) A.M. and seven o'clock (7:00) P.M.; or

            (2)   Weekday between six o'clock (6:00) P.M. and eight o'clock (8:00) P.M.

         b.   The meeting shall not occur on a holiday, a holiday weekend, or the day before a holiday or holiday weekend.

         c.   The meeting shall occur at one of the following locations:

            (1)   On the subject property;

            (2)   At the nearest available public meeting place such as a fire station, library, or community center; or

            (3)   At an office space with suitable meeting facilities if those facilities are within a one-mile radius of the nearest public meeting place.

      2.   Virtual Meetings:

         a.   The applicant and/or owner may request the Director to allow the neighborhood meeting to occur virtually. The Director may approve the request upon determining that there is good cause for holding the meeting virtually. Reasons that substantiate a good cause determination include, but are not limited to, illness of a participant, special needs of a participant, or public health orders are in effect.

         b.   Notice of virtual meetings requires notices to include sufficient information so the public may attend via the remote/virtual means.

         c.   The meeting shall occur on a:

            (1)   Weekend between ten o'clock (10:00) A.M. and seven o'clock (7:00) P.M.; or

            (2)   Weekday between six o'clock (6:00) P.M. and eight o'clock (8:00) P.M.

         d.   The meeting shall not occur on a holiday, a holiday weekend, or the day before a holiday or holiday weekend.

   E.   Timing: The neighborhood meeting shall occur prior to the application submission. The neighborhood meeting shall not occur more than six (6) months prior to the application submission.

   F.   Disclosure: The application materials shall include a written verification of the neighborhood meeting.
